الشورى يدعو «التعليم» لاستثمار خبرات المتقاعدين وتطوير حضور المعلمين

The Shura Council has urged the Ministry of Education to develop an indicator to measure the readiness of children in early childhood to transition to primary school, supporting the continuity of learning and reducing gaps.

During its session yesterday, chaired by the Deputy Chairman of the Council, Dr. Mishaal Al-Salami, the Council also called on the Ministry to study mechanisms and policies to benefit from the expertise of retired teachers to serve as a sustainable resource for the educational system. Additionally, it emphasized the need to develop mechanisms for organizing the attendance of educational staff in schools, taking into account the nature of the educational process, and enhancing the efficiency of the "Madrasati" platform by expanding the use of emerging technologies to support the "smart schools" model and improve the educational system's readiness to handle exceptional cases and emergency crises.

The Council discussed the annual report of the Ministry of Health, and several members expressed their observations and opinions. Dr. Hani Aburas called on the Ministry to establish a framework for governing the participation of smart systems in medical care to ensure clarity in professional roles and the reference for making medical decisions. Dr. Abdullah Al-Waqdani urged the Ministry to work on improving the work environment to ensure increased job satisfaction and the sustainability of human resources in nursing. Meanwhile, Dr. Hassan Al-Hazmi called for raising the localization rate of the pharmacy profession and addressing the challenges that hinder the attraction of national competencies in the private sector.

Governance of Health Facility Claims

The Council requested the National Health Insurance Center to establish mechanisms for the hierarchy of health coverage between the center and insurance entities and to govern claims from government health facilities to ensure that these facilities or the center do not bear costs resulting from the delay or failure to process due claims. It also called for the development of procedures to ensure the continuity of care and treatment without interruption for patients with advanced and complex chronic diseases requiring ongoing health needs, and to govern referral pathways for treatment in private health institutions and abroad.

Linking Pharmacies to the Tracking System

The Council urged the Saudi Food and Drug Authority to complete the linkage of all pharmacies to the electronic tracking system for pharmaceutical products and to develop regulatory and awareness mechanisms to limit the circulation of unregistered herbal products and their promotion in herbal shops. It also called for addressing the regulatory challenges associated with the trade of milk and dairy products from farms and home-based producers to achieve a balance between supporting producers and ensuring food safety. The Council requested the Saudi Red Crescent Authority to educate the community about situations that require requesting urgent ambulance services and to increase its preventive awareness efforts.

Attracting Athletes

To University Seats

The Council called on the Ministry of Sports to study the allocation of seats in Saudi universities to attract outstanding athletes, to identify the factors influencing audience attendance at sporting events, and to adopt programs and initiatives to increase attendance rates. It also requested the General Authority for Statistics to establish a policy for using statistical data from administrative records to enhance the production of indicators, support the integration of the national statistical system, and build unified indicators to measure the impact of statistical data on public policies, maximizing the developmental value of data. The Council urged the Ministry of Municipal and Rural Affairs and Housing to study the development of an initiative to rehabilitate neighborhoods with lower services according to the highest standards of design and urban planning, to find funding sources to support the developmental housing program, to improve traffic safety on roads within cities, and to restrict the planting of trees that negatively impact public health and urban infrastructure.
