ترأس خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز الجلسة التي عقدها مجلس الوزراء اليوم (الثلاثاء) في جدة، و اطّلع المجلس على فحوى الاتصال الهاتفي الذي تلقاه ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز من رئيس الجمهورية الفرنسية إيمانويل ماكرون، وما جرى خلاله من استعراض مجالات التعاون المشترك القائم بين البلدين، وتطورات الأوضاع الإقليمية والدولية، والجهود الدبلوماسية لخفض التصعيد في المنطقة.
وفي الشأن المحلي قرر مجلس الوزراء استثناء كبار السن ممن لا دخل لهم، والأشخاص ذوي الإعاقة والأيتام ذوي الظروف الخاصة ممن ليس لهم عائل، المستفيدين من نظام الضمان الاجتماعي؛ من إضافة التابعين في المسكن؛ لاحتساب الحد الأدنى من المعاش، كما قرر أن يكون احتساب الحد الأعلى لموديلات شاحنات النقل الثقيل التي يسمح باستيرادها إلى المملكة؛ وفقًا لسنة الموديل بدلًا من سنة الصنع.
إدانة الاعتداءات الإيرانية الآثمة
أدان المجلس بأشد العبارات استمرار الاعتداءات الإيرانية الآثمة على دولة الكويت ومملكة البحرين، وعلى أمن وحرية الملاحة البحرية في «مضيق هرمز»، مما يُعد انتهاكًا للقانون الدولي وميثاق الأمم المتحدة، مجددًا تضامن المملكة العربية السعودية مع البلدين الشقيقين ودعمها الكامل لكل ما يتخذانه من إجراءات لصون سيادتهما وأمنهما.
الشراكة الإستراتيجية بين دول التعاون والولايات المتحدة
أوضح وزير الإعلام سلمان الدوسري، عقب الجلسة، أن مجلس الوزراء تناول مجمل مشاركات المملكة العربية السعودية في الاجتماعات الإقليمية والدولية، ضمن ما توليه من اهتمام بترسيخ أواصر التعاون مع الدول الشقيقة والصديقة، والدفع بالعمل متعدد الأطراف نحو المزيد من التقدم في مختلف المجالات، وتعزيز الاستجابة الجماعية للتحديات الراهنة في المنطقة والعالم.
وأعرب المجلس في هذا السياق عن دعمه نتائج الاجتماع الوزاري بين مجلس التعاون لدول الخليج العربية والولايات المتحدة الأمريكية، وما تضمن من التأكيد على الشراكة الإستراتيجية للجانبين، واستمرار التنسيق والتشاور تجاه القضايا الدولية ذات الاهتمام المتبادل؛ بما يسهم في دعم الأمن والاستقرار الإقليميين وحماية المصالح المشتركة.
تطوير البنية التحتية في المناطق
في الشأن المحلي؛ استعرض مجلس الوزراء مسارات تطوير البنية التحتية في مختلف مناطق المملكة وتهيئتها لاستيعاب النمو المستمر، منوهًا ضمن هذا الإطار بتدشين المرحلة الجديدة من برنامج الأحياء المطورة في مكة المكرمة، وبدء تنفيذ مشاريع المجموعة (الرابعة) من برنامج تطوير محاور الطرق الدائرية والرئيسة في الرياض؛ مما سيسهم في مواكبة التوسع العمراني والارتقاء بالمشهد الحضري وجودة الحياة وخدمات النقل.
تسريع العمل لمستقبل مائي أكثر استدامة
أشاد مجلس الوزراء بإطلاق النسخة الأولى من أسبوع المياه السعودي الذي يمثل منصة وطنية وإقليمية ودولية تعزز الحوار العالمي والأولويات العربية والدور المحوري للمملكة في هذا القطاع، وجهودها المتواصلة لابتكار حلول عملية وشراكات نوعية تترجم مستهدفات تحقيق الأمن المائي وكفاية استخدام الموارد الطبيعية وتسريع العمل المشترك نحو مستقبل مائي أكثر استدامة.
اقتصاد رقمي مستدام قائم على المعرف
وقدّر مجلس الوزراء فوز الهيئة السعودية للبيانات والذكاء الاصطناعي «سدايا» بجائزة منظمة الأمم المتحدة للخدمة العامة لعام 2026م؛ ليضاف ذلك إلى سلسلة الإنجازات التي حققتها المملكة في مجال الاستفادة من البيانات والتقنيات الحديثة لخدمة التنمية وبناء اقتصاد رقمي مستدام قائم على المعرفة.
وثمّن مجلس الوزراء جهود وزارة الداخلية وفاعلية خططها الأمنية الاستباقية في مكافحة المخدرات وضبط مهربيها ومروجيها، وما تحقق من إنجازات ونجاحات في مواجهة هذه الآفة والتصدي لأخطارها؛ بما يعزز أمن المجتمع ويحافظ على مكتسباته.

اطّلع المجلس على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انـتهى إليه كل من مجلسي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى إلى:
- الموافقة على اتفاقيتين عامتين للتعاون بين حكومة المملكة العربية السعودية وحكومتي جمهوريتي سلوفاكيا وسلوفينيا.
- الموافقة على مذكرة تفاهم بين حكومة المملكة العربية السعودية وحكومة جمهورية جنوب أفريقيا للتعاون في مجال العمل.
- تفويض وزير الاستثمار -أو من ينيبه- بالتوقيع على مشروع اتفاقية ثنائية لحماية الاستثمار بين حكومة المملكة العربية السعودية وحكومة جمهورية الهند.
- الموافقة على مذكرة تفاهم بين حكومة المملكة العربية السعودية ممثلة بالهيئة العامة للمنافسة وحكومة مملكة البحرين ممثلة بهيئة تشجيع وحماية المنافسة.
- الموافقة على مذكرة تفاهم بين وزارة الرياضة في المملكة العربية السعودية وإدارة الرياضة التابعة لرئاسة مجلس الوزراء في الجمهورية الإيطالية للتعاون في مجال الرياضة.
- الموافقة على مذكرة تفاهم بين وزارة الصناعة والثروة المعدنية في المملكة العربية السعودية ووزارة التعدين بجمهورية تشيلي في مجال الثروة المعدنية.

- تفويض وزير الصناعة والثروة المعدنية رئيس مجلس إدارة هيئة المساحة الجيولوجية السعودية -أو من ينيبه- بالتباحث مع الجانب الباكستاني في شأن مشروع مذكرة تفاهم للتعاون العلمي الجيولوجي بين هيئة المساحة الجيولوجية السعودية وهيئة المسح الجيولوجي الباكستانية، والتوقيع عليه.
- الموافقة على مذكرة تفاهم بين رئاسة أمن الدولة في المملكة العربية السعودية ولجنة الدولة للأمن القومي في الجمهورية القيرغيزية في مجال مكافحة جرائم الإرهاب وتمويله.
- الموافقة على مذكرة تعاون بين دارة الملك عبدالعزيز في المملكة العربية السعودية ووكالة الأرشيف الفيدرالية في روسيا الاتحادية.
- تجديد عضوية الدكتورة نوف بنت عبدالعزيز الغامدي، في مجلس إدارة المركز الوطني للدراسات والبحوث الاجتماعية، وتعيين الدكتور محمد بن عبدالله الشايع، والدكتور بشير بن علي الشمري، والدكتورة لانة بنت حسن بن سعيد، والدكتورة منى بنت عبدالله آل مشيط، وعبدالعزيز بن فوزان الفهد؛ أعضاءً في مجلس إدارة المركز.
- اعتماد الحسابات الختامية للصندوق السعودي للتنمية، والمركز الوطني لكفاءة وترشيد المياه، ومركز التأمين الصحي الوطني، وبنك التنمية الاجتماعية، والجامعة الإسلامية بالمدينة المنورة لأعوام مالية سابقة.
- التوجيه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول أعمال مجلس الوزراء، من بينها تقارير سنوية لهيئة تطوير محمية الملك سلمان بن عبدالعزيز الملكية، وصندوق التنمية الزراعية، وجامعة جازان.

الموافقة على ترقيات إلى المرتبة (الخامسة عشرة)، وذلك على النحو الآتي:
ــ ترقية علي بن غانم آل عرفان إلى وظيفة (وكيل أمين) بالمرتبة (الخامسة عشرة) بأمانة منطقة الرياض.
ــ ترقية منيف بن هابس الحربي إلى وظيفة (مستشار أول أعمال) بالمرتبة (الخامسة عشرة) بوزارة الموارد البشرية والتنمية الاجتماعية.
ــ ترقية محمد بن عبدالرحمن الحسين إلى وظيفة (وكيل رئيس جهة عامة) بالمرتبة (الخامسة عشرة) بالرئاسة العامة لهيئة الأمر بالمعروف والنهي عن المنكر.
The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today (Tuesday) in Jeddah. The council was briefed on the content of the phone call received by Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz from the President of the French Republic, Emmanuel Macron, during which they reviewed the areas of existing mutual cooperation between the two countries, developments in regional and international situations, and diplomatic efforts to reduce escalation in the region.
In local affairs, the Council of Ministers decided to exempt the elderly without income, persons with disabilities, and orphans with special circumstances who have no guardian from adding dependents in housing for the calculation of the minimum pension under the social security system. It also decided that the maximum calculation for heavy truck models allowed for import into the Kingdom would be based on the model year instead of the year of manufacture.
Condemnation of Iranian Aggressions
The council condemned in the strongest terms the continued Iranian aggressions against the State of Kuwait and the Kingdom of Bahrain, and against the security and freedom of maritime navigation in the "Strait of Hormuz," which constitutes a violation of international law and the United Nations Charter. It reiterated the Kingdom of Saudi Arabia's solidarity with the two brotherly countries and its full support for any measures they take to preserve their sovereignty and security.
Strategic Partnership Between Gulf Cooperation Council Countries and the United States
Minister of Media Salman Al-Dosari clarified, following the session, that the Council of Ministers discussed the overall participation of the Kingdom of Saudi Arabia in regional and international meetings, as part of its interest in strengthening cooperation ties with brotherly and friendly countries, and advancing multilateral work towards further progress in various fields, and enhancing collective responses to current challenges in the region and the world.
In this context, the council expressed its support for the outcomes of the ministerial meeting between the Gulf Cooperation Council and the United States, which emphasized the strategic partnership between the two sides and the continuation of coordination and consultation on international issues of mutual interest; contributing to supporting regional security and stability and protecting common interests.
Infrastructure Development in Regions
In local affairs, the Council of Ministers reviewed the pathways for developing infrastructure in various regions of the Kingdom and preparing it to accommodate continuous growth, noting in this context the launch of the new phase of the developed neighborhoods program in Mecca, and the commencement of implementing projects from the fourth group of the program for developing circular and main road axes in Riyadh; which will contribute to keeping pace with urban expansion and enhancing the urban landscape, quality of life, and transportation services.
Accelerating Work for a More Sustainable Water Future
The Council of Ministers praised the launch of the first edition of Saudi Water Week, which represents a national, regional, and international platform that enhances global dialogue and Arab priorities and the pivotal role of the Kingdom in this sector, and its continuous efforts to innovate practical solutions and quality partnerships that translate the objectives of achieving water security, efficient use of natural resources, and accelerating joint work towards a more sustainable water future.
Sustainable Digital Economy Based on Knowledge
The Council of Ministers appreciated the Saudi Data and Artificial Intelligence Authority "SDAIA" winning the United Nations Public Service Award for 2026; adding this to the series of achievements that the Kingdom has made in the field of utilizing data and modern technologies to serve development and build a sustainable digital economy based on knowledge.
The Council of Ministers commended the efforts of the Ministry of Interior and the effectiveness of its proactive security plans in combating drugs and apprehending traffickers and promoters, and the achievements and successes made in confronting this scourge and addressing its dangers; which enhances community security and preserves its gains.
Decisions
The council reviewed the topics listed on its agenda, including topics studied by the Shura Council, and was briefed on the conclusions reached by both the Political and Security Affairs Council, and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them, and concluded with:
- Approval of two general agreements for cooperation between the Government of the Kingdom of Saudi Arabia and the Governments of the Slovak Republic and Slovenia.
- Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of South Africa for cooperation in the field of labor.
- Delegating the Minister of Investment - or his representative - to sign a draft bilateral investment protection agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of India.
- Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia, represented by the General Authority for Competition, and the Government of the Kingdom of Bahrain, represented by the Competition and Protection Authority.
- Approval of a memorandum of understanding between the Ministry of Sports in the Kingdom of Saudi Arabia and the Sports Administration of the Presidency of the Council of Ministers in the Italian Republic for cooperation in the field of sports.
- Approval of a memorandum of understanding between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Mining of the Republic of Chile in the field of mineral resources.
- Approval of a scientific and educational cooperation memorandum between the Ministry of Education in the Kingdom of Saudi Arabia and the General Secretariat of the Gulf Cooperation Council (the Arab Center for Educational Research for Gulf States).
- Delegating the Minister of Industry and Mineral Resources, Chairman of the Board of Directors of the Saudi Geological Survey - or his representative - to negotiate with the Pakistani side regarding a draft memorandum of understanding for geological scientific cooperation between the Saudi Geological Survey and the Pakistan Geological Survey, and to sign it.
- Approval of a memorandum of understanding between the Presidency of State Security in the Kingdom of Saudi Arabia and the State Committee for National Security in the Kyrgyz Republic in the field of combating terrorism and its financing.
- Approval of a cooperation memorandum between the King Abdulaziz Foundation in the Kingdom of Saudi Arabia and the Federal Archives Agency in the Russian Federation.
- Renewing the membership of Dr. Nouf bint Abdulaziz Al-Ghamdi in the Board of Directors of the National Center for Social Studies and Research, and appointing Dr. Mohammed bin Abdullah Al-Shaya, Dr. Bashir bin Ali Al-Shammari, Dr. Lana bint Hassan bin Saeed, Dr. Mona bint Abdullah Al-Mashait, and Abdulaziz bin Fawzan Al-Fahd as members of the Board of Directors of the center.
- Approving the final accounts of the Saudi Fund for Development, the National Center for Water Efficiency and Conservation, the National Health Insurance Center, the Social Development Bank, and the Islamic University in Medina for previous financial years.
- Directing what is necessary regarding several topics listed on the agenda of the Council of Ministers, including annual reports for the King Salman bin Abdulaziz Royal Reserve Development Authority, the Agricultural Development Fund, and Jazan University.
