أعلنت وزارة التعليم، نتائج المشمولين بالنقل الخارجي لشاغلي الوظائف التعليمية للعام الدراسي 1448هـ، عبر برنامج «فرص» من خلال نظام «فارس»، فيما تباينت ردود فعل عدد من المعلمين، إذ رأى بعضهم أن النتائج لم تستوعب جميع طالبي النقل أو الشواغر المتوقعة.
واطلعت «عكاظ»، على المادة الخامسة من القواعد التنظيمية لنقل شاغلي الوظائف التعليمية، التي نصت على أن تحقيق طلب النقل يكون وفقاً للاحتياج التعليمي، مع المواءمة بين قطاعات النقل بحسب التخصص، بما يضمن عدم إحداث عجز في مقر عمل المعلم بالقطاع المطلوب النقل منه، وفي حال ترتب على نقله حدوث عجز، يتم تجاوزه والانتقال إلى المعلم الذي يليه في المفاضلة، انطلاقاً من أن الأصل بقاء الموظف في مقر عمله.
ويفسر هذا التنظيم عدم شمول بعض طلبات النقل، رغم استيفاء أصحابها عناصر المفاضلة، إذا كان نقلهم سيؤدي إلى عجز في مدارسهم أو قطاعاتهم التعليمية، الأمر الذي ينعكس على عدد المنقولين في بعض التخصصات والقطاعات.
يشار إلى أن «عكاظ» نشرت الأسبوع الماضي، أن وزارة التعليم حدّدت 10 معايير للمفاضلة بين شاغلي الوظائف التعليمية المتقدمين على برنامج «فرص» للنقل الخارجي للعام الدراسي 1448هـ، وتستهدف المعايير تنظيم آلية التنافس على الفرص التعليمية المعلنة في المدارس.
The Ministry of Education announced the results of those included in the external transfer for educational job holders for the academic year 1448 AH, through the "Furs" program via the "Faris" system, while the reactions of several teachers varied, as some felt that the results did not accommodate all transfer applicants or the expected vacancies.
“Okaz” reviewed Article 5 of the regulatory rules for transferring educational job holders, which stated that the fulfillment of the transfer request is based on educational needs, with alignment between transfer sectors according to specialization, ensuring that no shortage is created in the teacher's workplace in the sector from which they are requesting transfer. If their transfer results in a shortage, it will be bypassed, and the next teacher in line for preference will be considered, based on the principle that the employee should remain in their workplace.
This regulation explains why some transfer requests were not included, despite their applicants meeting the criteria for preference, if their transfer would lead to a shortage in their schools or educational sectors, which reflects on the number of transfers in certain specializations and sectors.
It is worth noting that “Okaz” published last week that the Ministry of Education set 10 criteria for prioritizing educational job holders applying for the "Furs" program for external transfer for the academic year 1448 AH, aiming to organize the mechanism for competition for the announced educational opportunities in schools.
