اعتمدت «البلديات» مسمّى «التاجر المتنقل» بديلاً عن «الباعة الجائلين» ضمن اشتراطات محدثة لتعزيز المشهد الحضري وتنظيم النشاط، وتمكين ممارسيه، في المدن السعودية وتهيئة البيئة النظامية للعمل الحر، من خلال رفع مستوى الامتثال، والحد من الممارسات العشوائية وتوفير بيئة منظمة تدعم الاستثمار متناهي الصغر.
طبقاً للوزارة فإن التحديث الجديد أظهر انتقالاً واضحاً من الإطار التنظيمي السابق إلى نموذج أكثر تكاملاً، وشمل تطوير التعريفات، وتوسيع نطاق الأنشطة، وربط التراخيص بالتاجر نفسه بدلاً من الموقع، إلى جانب تعزيز المتطلبات التشغيلية والفنية، بما يشمل السلامة، والنظافة، والدفع الإلكتروني، وتحسين تجربة المستفيدين.
وأكدت أن تطوير الاشتراطات واعتماد المسمى الجديد جاء بعد الاستفادة من مرئيات الأمانات والبلديات بما أسهم في بناء إطار تنظيمي أكثر دقة ومرونة، يعالج التحديات القائمة، ويواكب حاجات السوق، ويرفع كفاءة تنظيم النشاط بما يعزّز أثره الاقتصادي والتنظيمي والحضري.
من التقليدية للتنظيم
أوضحت المشرف العام على فريق دعم وتطوير وتمكين «التاجر المتنقل» الأميرة نجود بنت هذلول أن اعتماد المسمّى الجديد يعكس تحولاً في النظرة إلى النشاط من مفهوم تقليدي ارتبط سابقاً بالعشوائية، إلى نشاط اقتصادي منظم يحمل بعداً مهنياً واستثمارياً، ويسهم في تمكين الأفراد وتعزيز مشاركتهم في الاقتصاد الحضري.
The "municipalities" have adopted the term "mobile trader" as a replacement for "street vendors" within updated requirements to enhance the urban landscape, organize the activity, and empower its practitioners in Saudi cities, while preparing the regulatory environment for freelance work by increasing compliance, reducing random practices, and providing an organized environment that supports micro-investment.
According to the ministry, the new update has shown a clear transition from the previous regulatory framework to a more integrated model, which included the development of definitions, expanding the scope of activities, and linking licenses to the trader themselves instead of the location, in addition to enhancing operational and technical requirements, including safety, cleanliness, electronic payment, and improving the beneficiaries' experience.
It was confirmed that the development of the requirements and the adoption of the new title came after benefiting from the insights of the municipalities, which contributed to building a more precise and flexible regulatory framework that addresses existing challenges, meets market needs, and enhances the efficiency of organizing the activity, thereby boosting its economic, regulatory, and urban impact.
From Traditional to Organized
The General Supervisor of the Support, Development, and Empowerment Team for the "mobile trader," Princess Nouf bint Hithloul, clarified that the adoption of the new title reflects a shift in the perception of the activity from a traditional concept previously associated with randomness to an organized economic activity that carries a professional and investment dimension, contributing to empowering individuals and enhancing their participation in the urban economy.
