حققت المملكة إنجازاً نوعياً جديداً بتقدمها 14 مرتبة لتصل إلى المرتبة 13 عالمياً في مؤشر إنفاذ حقوق الملكية الفكرية، وذلك ضمن تقرير الكتاب السنوي للتنافسية العالمية لعام 2025، الصادر عن مركز التنافسية العالمي التابع للمعهد الدولي للتنمية الإدارية (IMD)، الذي يعد واحداً من تقارير التنافسية الرئيسة التي يتابعها المركز الوطني للتنافسية بالتنسيق مع الجهات الحكومية ذات العلاقة.
ويُجسد هذا التقدم الكبير الجهود التي تبذلها الهيئة السعودية للملكية الفكرية في قيادة وتطوير منظومة إنفاذ حقوق الملكية الفكرية وتعزيز كفاءتها، إذ تقدّمت المملكة من المرتبة 27 في نسخة عام 2024 إلى المرتبة 13 من بين 69 دولة في تقرير هذا العام.
ويأتي هذا الإنجاز مدفوعاً بجهود متكاملة بذلتها المملكة لتعزيز إنفاذ حقوق الملكية الفكرية محلياً ودولياً، ورفع كفاءته على المستويين المؤسسي والقضائي، فقد شكّلت مبادرات وطنية رائدة مثل مجلس الاحترام واللجنة الدائمة للإنفاذ ومسؤول احترام الملكية الفكرية؛ نماذج فعّالة في ترسيخ الحوكمة وتعزيز التكامل بين الجهات ذات العلاقة، وأسهم إنشاء نيابة عامة متخصصة في قضايا الملكية الفكرية في رفع كفاءة منظومة التقاضي وتسريع الإجراءات العدلية.
ومن بين أبرز الخطوات الداعمة لهذا التقدم أيضاً، تنفيذ حملات توعوية شاملة تناولت جوانب الإنفاذ الميداني والرقمي، إلى جانب تعزيز الشفافية والتواصل من خلال لقاءات دورية مع أصحاب الحقوق، وتوسيع نطاق التنسيق مع مختلف الجهات الحكومية والقطاع الخاص.
يُشار إلى أن تقرير الكتاب السنوي للتنافسية العالمية يُعد مرجعاً دولياً لمقارنة تنافسية الاقتصادات حول العالم ويشمل أكثر من 300 مؤشر فرعي، ويقيس أداء الدول عبر 4 محاور رئيسة تتمثل في الأداء الاقتصادي والكفاءة الحكومية وكفاءة الأعمال والبنية التحتية.
The Kingdom has achieved a new qualitative milestone by advancing 14 ranks to reach 13th place globally in the Intellectual Property Rights Enforcement Index, as part of the Global Competitiveness Yearbook 2025 report issued by the Global Competitiveness Center of the International Institute for Management Development (IMD), which is one of the main competitiveness reports monitored by the National Competitiveness Center in coordination with relevant government entities.
This significant progress embodies the efforts made by the Saudi Authority for Intellectual Property in leading and developing the intellectual property rights enforcement system and enhancing its efficiency, as the Kingdom advanced from 27th place in the 2024 edition to 13th place among 69 countries in this year's report.
This achievement is driven by comprehensive efforts made by the Kingdom to enhance the enforcement of intellectual property rights both locally and internationally, and to improve its efficiency at both institutional and judicial levels. National initiatives such as the Respect Council, the Permanent Committee for Enforcement, and the Intellectual Property Respect Officer have created effective models for establishing governance and enhancing integration among relevant entities. The establishment of a specialized public prosecution for intellectual property cases has contributed to improving the efficiency of the litigation system and speeding up judicial procedures.
Among the prominent supportive steps for this progress are the implementation of comprehensive awareness campaigns that addressed aspects of field and digital enforcement, in addition to enhancing transparency and communication through regular meetings with rights holders, and expanding coordination with various government entities and the private sector.
It is worth noting that the Global Competitiveness Yearbook report serves as an international reference for comparing the competitiveness of economies around the world and includes more than 300 sub-indicators, measuring the performance of countries across four main axes: economic performance, government efficiency, business efficiency, and infrastructure.
