استثنت وزارة البلديات والإسكان بعض الأنشطة التجارية من دفع المقابل المالي نظير العمل 24 ساعة، منها محطات الوقود وتحديداً خدمات تعبئة الوقود ومراكز الخدمة الواقعة خارج النطاق العمراني، والفنادق، والشقق الفندقية، والمنتجعات، وما في حكمها، وشملت الاستثناءات أيضاً الصيدليات، والأنشطة الطبية، والتعليمية، وقصور الأفراح، والاستراحات.
وأقرت وزارة البلديات أخيراً ضوابط تصريح العمل لمدة 24 ساعة وفقاً لنظام إجراءات التراخيص البلدية واللائحة التنفيذية، واشترطت لذلك موافقة الأمانة والجهات الأمنية.
ويبدأ العمل بتصريح 24 ساعة بعد الساعة 12 ليلاً حتى 5 صباحاً، ويُستثنى من ذلك ممارسة النشاط في شهر رمضان والأعياد.
وتضع الوزارة ضوابط تشغيل العاملين في الساعات المحددة، كما تحدد الأمانات شوارع ومواقع الأنشطة بما لا يؤثر سلباً على الأحياء السكنية، كما تحدد البلديات أوقات العمل بما يتناسب مع نظام العمل ولوائحه والقرارات المتعلقة بعمل المرأة.
The Ministry of Municipalities and Housing has exempted some commercial activities from paying the financial fee for operating 24 hours, including fuel stations specifically for fuel filling services, service centers located outside urban areas, hotels, serviced apartments, resorts, and similar establishments. The exemptions also include pharmacies, medical activities, educational activities, wedding halls, and rest areas.
The Ministry of Municipalities has finally approved the regulations for the 24-hour work permit in accordance with the municipal licensing procedures system and the executive regulations, requiring approval from the municipality and security authorities.
The 24-hour permit is valid from 12 midnight until 5 AM, with exceptions for activities during the month of Ramadan and holidays.
The ministry sets regulations for operating workers during the specified hours, while municipalities designate streets and locations for activities in a way that does not negatively impact residential neighborhoods. Additionally, municipalities determine working hours in accordance with labor regulations and the decisions related to women's work.
