في تأكيد على حرص المملكة المستمر على دعم استقلالية الأجهزة الرقابية لتمكينها من تنفيذ أعمالها بكفاءة وفاعلية، شاركت المملكة ممثلةً برئيس الديوان العام للمحاسبة الدكتور حسام بن عبدالمحسن العنقري، في الاجتماع الأول للجنة التوجيهية للمشروع العالمي لاستقلالية الأجهزة العليا للرقابة المالية، الذي عُقد اليوم في العاصمة الفرنسية باريس، بمشاركة مكتب المساءلة بالولايات المتحدة، ومبادرة الإنتوساي للتنمية، ومنظمة التعاون الاقتصادي والتنمية، والبنك الدولي، وصندوق النقد الدولي.
وأشار الدكتور العنقري إلى أن المملكة -ممثلةً بالديوان العام للمحاسبة- تعتز بكونها جزءاً من مبادرة عالمية واسعة النطاق تتمثل بالمشروع العالمي لاستقلالية الأجهزة العليا للرقابة المالية، الذي يُعد مبادرة طموحة مصممة لتعزيز استقلال الأجهزة العليا للرقابة المالية العامة والمحاسبة في جميع أنحاء العالم، وتعكس التزام مجتمع الأجهزة الرقابية المستمر بالدعوة إلى استقلال تلك الأجهزة، مؤكداً الدور الحاسم للاستقلالية في تعزيز الأداء الفعّال للأجهزة الرقابية العليا بما يُعزز من الكفاءة والمساءلة والشفافية في القطاع العام، والأدوار المهمة التي يتعيّن القيام بها من الأجهزة الرقابية العليا للحفاظ على استقلاليتها، ومواجهة التحديات التي تُهدد تلك الاستقلالية.
وأكد العنقري أن الديوان العام للمحاسبة حظي في عهد خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز -حفظهما الله- باستقلالية تامة من خلال تعديل بعض مواد نظامه؛ ليُصبح الديوان بموجبها مرتبطاً مباشرةً بالملك، متمتعاً بالشخصية الاعتبارية وبالاستقلال المالي والإداري، مما أسهم في تمكينه من القيام بدوره في تعزيز الشفافية والمساءلة، ومباشرته لاختصاصاته النظامية بفاعلية واستقلالية، منوهاً بأن ذلك يُعد جزءاً من جهود المملكة وإسهاماتها الفاعلة في دعم الجهود الدولية نحو تحقيق الاستقلالية للأجهزة العليا للرقابة المالية العامة والمحاسبة.
وضمّ وفد الديوان العام للمحاسبة في الاجتماع، النائب التنفيذي للمراجعة المالية والالتزام لاما بنت عبدالعزيز الحمادي، ومديري المراجعة مي التركي، ورغد العثيم، اللواتي أبدينَ توصياتهنّ ومرئياتهنّ خلال الاجتماع حول الأعمال المنجزة ضمن تنفيذ المشروع.
ويأتي هذا المشروع العالمي بالتعاون بين مبادرة الإنتوساي للتنمية بالمنظمة الدولية للأجهزة العليا للرقابة المالية العامة والمحاسبة (الإنتوساي)، ومنظمة التعاون الاقتصادي والتنمية (OECD)؛ بهدف تحديد وفهم الممارسات الجيدة والآثار الإيجابية المترتبة على استقلالية الأجهزة العليا للرقابة المالية العامة والمحاسبة بمختلف دول العالم، ومواجهة التحديات التي تواجه تلك الأجهزة.
In confirmation of the Kingdom's ongoing commitment to supporting the independence of oversight bodies to enable them to carry out their work efficiently and effectively, the Kingdom, represented by the President of the General Court of Audit, Dr. Hussam bin Abdul Mohsen Al-Anqari, participated in the first meeting of the Steering Committee for the Global Project on the Independence of Supreme Audit Institutions, which was held today in the French capital, Paris, with the participation of the U.S. Accountability Office, the INTOSAI Development Initiative, the Organization for Economic Cooperation and Development, the World Bank, and the International Monetary Fund.
Dr. Al-Anqari noted that the Kingdom, represented by the General Court of Audit, takes pride in being part of a wide-ranging global initiative represented by the Global Project on the Independence of Supreme Audit Institutions, which is an ambitious initiative designed to enhance the independence of supreme public financial oversight and accounting bodies worldwide. It reflects the ongoing commitment of the oversight community to advocate for the independence of these bodies, emphasizing the crucial role of independence in enhancing the effective performance of supreme oversight institutions, thereby promoting efficiency, accountability, and transparency in the public sector, as well as the important roles that supreme oversight bodies must undertake to maintain their independence and address the challenges that threaten that independence.
Al-Anqari confirmed that the General Court of Audit has enjoyed complete independence during the reign of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz - may God protect them - through amendments to some provisions of its system; thus, the Court is now directly linked to the King, enjoying legal personality and financial and administrative independence, which has contributed to enabling it to fulfill its role in promoting transparency and accountability, and effectively and independently exercising its statutory powers. He noted that this is part of the Kingdom's efforts and active contributions to support international efforts towards achieving independence for supreme public financial oversight and accounting bodies.
The delegation from the General Court of Audit at the meeting included the Executive Deputy for Financial Audit and Compliance, Lama bint Abdulaziz Al-Hamadi, and Audit Directors Mai Al-Turki and Raghad Al-Othaim, who provided their recommendations and insights during the meeting regarding the work completed as part of the project implementation.
This global project comes in collaboration between the INTOSAI Development Initiative of the International Organization of Supreme Audit Institutions (INTOSAI) and the Organization for Economic Cooperation and Development (OECD), aiming to identify and understand good practices and the positive impacts resulting from the independence of supreme public financial oversight and accounting bodies in various countries around the world, as well as to address the challenges facing these bodies.
