علمت «عكاظ» أن إجمالي المستفيدين من برنامج دعم المتعثرين في سداد الإيجار خلال العام الماضي 2024 تجاوز 50 ألف حالة تعثر.
ويشمل برنامج دعم المتعثرين 4 فئات شملت «أسرة ضعيف القدرة المادية، أسرة السجين، أسرة المريض، وأسرة المتوفى».
وعن شروط الدعم، بيّن البرنامج ضرورة أن يكون عقد الإيجار السكني موثقاً داخل شبكة إيجار، وأن يصدر قرار تنفيذ بحق المستفيد من قاضي التنفيذ، وصدور قرار من اللجنة في المنطقة عن نوع الدعم.
وأكد البرنامج أنه سيتم تقديم الدعم للمستحقين (دون تقديم أي طلب من المستفيدين)، من خلال الربط التقني مع الجهات ذات العلاقة.
وكان البرنامج قد أوضح في وقت سابق، أن الحالات المتعثرة تصل آلياً من محكمة التنفيذ بعد صدور الحكم، لتُعرض على اللجنة المركزية المشكلة من ممثلين من (وزارة البلديات والإسكان، وزارة العدل، وزارة الموارد البشرية والتنمية الاجتماعية، وزارة الداخلية، والجمعيات الخيرية) لتحديد نوع الدعم، وتقديمه خلال مدة لا تتجاوز 30 يوماً من إحالتها من قضاء التنفيذ، ويأتي الدعم مراعاة لبعض الحالات الاستثنائية من المواطنين الذين تعثروا عن سداد أجرة المسكن، إذ يهدف البرنامج إلى تقديم الحماية الاجتماعية للفئات المتعثرة، وذلك امتداداً لجهود برنامج الإسكان -أحد برامج رؤية المملكة 2030- الرامية إلى تقديم الدعم للأسر الأشد حاجة ورفع نسبة التملك السكني إلى 70% بحلول عام 2030.
يُذكر أن برنامج دعم المتعثرين عن سداد أجرة المسكن «دعم الإيجار» صادر بقرار مجلس الوزراء رقم 405 لدعم المواطنين غير القادرين على سداد أُجرة السكن لظروف خارجة عن إرادتهم ضمن أربع حالات محددة مشمولة، وهي: (أسرة المتوفى، والسجين، والمريض، وضعيف القدرة المادية)، على أن يكون عقد الإيجار السكني موثقاً داخل شبكة إيجار بصفته سنداً تنفيذياً، وأن يَصدر قرار تنفيذي بحق المستفيد من قبل القاضي، وتتم إحالته عبر التكامل التقني بين وزارتي العدل والبلديات والإسكان، لتتم دراسة نوع الدعم من خلال لجنة الدعم المركزية.

The newspaper "Okaz" learned that the total number of beneficiaries from the support program for those struggling to pay rent during the past year 2024 exceeded 50,000 cases of hardship.
The support program for those in difficulty includes four categories: "families with low financial capacity, families of prisoners, families of patients, and families of the deceased."
Regarding the conditions for support, the program clarified the necessity for the residential lease contract to be documented within the Ejaar network, and for an execution order to be issued against the beneficiary by the execution judge, along with a decision from the committee in the region regarding the type of support.
The program confirmed that support will be provided to eligible individuals (without any application from the beneficiaries), through technical linkage with the relevant authorities.
The program had previously explained that the cases of hardship are automatically received from the execution court after the ruling is issued, to be presented to the central committee formed by representatives from (the Ministry of Municipal and Rural Affairs, the Ministry of Justice, the Ministry of Human Resources and Social Development, the Ministry of Interior, and charitable organizations) to determine the type of support and provide it within a period not exceeding 30 days from referral by the execution judiciary. The support comes in consideration of some exceptional cases of citizens who have struggled to pay their housing rent, as the program aims to provide social protection for the struggling groups, extending the efforts of the housing program - one of the programs of the Kingdom's Vision 2030 - aimed at providing support to the most needy families and raising the home ownership rate to 70% by 2030.
It is noteworthy that the support program for those struggling to pay housing rent "Rent Support" was issued by Cabinet Resolution No. 405 to support citizens unable to pay housing rent due to circumstances beyond their control within four specified cases, which are: (families of the deceased, prisoners, patients, and those with low financial capacity), provided that the residential lease contract is documented within the Ejaar network as an executive document, and an executive decision is issued against the beneficiary by the judge, and it is referred through technical integration between the Ministries of Justice and Municipal and Rural Affairs, to study the type of support through the central support committee.
