تسعى هيئة تنمية الصادرات السعودية، بالتعاون مع وزارة الصناعة والثروة المعدنية، إلى تعزيز تنافسية القطاع الصناعي الوطني، وتوسيع حضور المنتجات السعودية في الأسواق العالمية، وذلك بعددٍ من الخدمات والمبادرات، ومنها خدمة «الإعفاء مقابل التصدير» التي أُطلقت في أكتوبر 2024، بهدف تمكين المنشآت الصناعية من رفع تنافسيتها وخفض تكاليف الإنتاج المرتبطة بالتصدير؛ بما يسهم في تنمية الصادرات غير النفطية، وتحقيق مستهدفات رؤية المملكة 2030 الرامية إلى تنويع القاعدة الاقتصادية.
وتتيح هذه الخدمة للمنشآت الصناعية الحصول على إعفاء جمركي للمدخلات المرتبطة بمنتجات صُدرت فعلياً خلال الأشهر الـ12 الماضية، بناءً على نسبة الصادرات مقارنة بالطاقة الإنتاجية المرخصة في الترخيص الصناعي، وتُعد حافزاً إضافياً للمصانع التي تثبت أداءً تصديرياً مستداماً، وتدعم توسّع عملياتها على المستوى الدولي.
ويُشترط للاستفادة من الخدمة أن يكون لدى المنشأة ترخيص صناعي ساري المفعول، وأن تكون المواد المطلوب إعفاؤها ضمن قائمة القدرات الصناعية المعتمدة من وزارة الصناعة والثروة المعدنية، إضافة إلى إدراج هذه المواد ضمن بيانات الترخيص الصناعي، وإرفاق بيانات التصدير المستخرجة من هيئة الزكاة والضريبة والجمارك خلال السنة الأخيرة.
وتُقدم الخدمة إلكترونياً عبر منصة «صناعي»، بخطوات ميسّرة تتيح للمستفيدين التقديم، وإرفاق المستندات، ومتابعة الطلبات بشكل مباشر؛ مما يعكس كفاءة الخدمة في تلبية احتياجات المصنعين.
وتعد خدمة «الإعفاء مقابل التصدير» مساراً تكميلياً لخدمة الإعفاء الجمركي، يُتاح في حال عدم استحقاق الإعفاء التقليدي بسبب إدراج المواد ضمن القائمة المقيدة، ويمنح المنشآت الصناعية مساراً بديلاً قائماً على كفاءة أدائها التصديري.
يذكر أن هذه الخدمة تأتي في إطار التكامل بين «الصادرات السعودية» ووزارة الصناعة والثروة المعدنية لدعم وتمكين المصنعين السعوديين، وتحفيز البيئة الصناعية على التوسع في التصدير، ورفع مساهمة القطاع الصناعي في الناتج المحلي الإجمالي، ضمن منظومة صناعية متكاملة تعزز مكانة المملكة مركزاً صناعياً وتصديرياً عالمياً.

The Saudi Export Development Authority, in collaboration with the Ministry of Industry and Mineral Resources, aims to enhance the competitiveness of the national industrial sector and expand the presence of Saudi products in global markets through a number of services and initiatives. Among these is the "Exemption for Export" service, which was launched in October 2024, aimed at enabling industrial establishments to increase their competitiveness and reduce production costs associated with exporting; thus contributing to the growth of non-oil exports and achieving the targets of Saudi Vision 2030 aimed at diversifying the economic base.
This service allows industrial establishments to obtain a customs exemption for inputs related to products that have been actually exported in the past 12 months, based on the percentage of exports compared to the licensed production capacity in the industrial license. It serves as an additional incentive for factories that demonstrate sustainable export performance and supports the expansion of their operations internationally.
To benefit from the service, the establishment must have a valid industrial license, and the materials for which exemption is requested must be included in the list of approved industrial capacities by the Ministry of Industry and Mineral Resources. Additionally, these materials must be included in the data of the industrial license, and export data extracted from the Zakat, Tax and Customs Authority during the last year must be attached.
The service is provided electronically through the "Sina'i" platform, with facilitated steps that allow beneficiaries to apply, attach documents, and follow up on requests directly; reflecting the efficiency of the service in meeting the needs of manufacturers.
The "Exemption for Export" service is a complementary pathway to the traditional customs exemption service, available in cases where the traditional exemption is not applicable due to the inclusion of materials in the restricted list. It provides industrial establishments with an alternative pathway based on the efficiency of their export performance.
It is worth noting that this service comes as part of the integration between "Saudi Exports" and the Ministry of Industry and Mineral Resources to support and empower Saudi manufacturers, stimulate the industrial environment to expand in exports, and increase the contribution of the industrial sector to the gross domestic product, within an integrated industrial system that enhances the Kingdom's position as a global industrial and export hub.
