أصدر رئيس مجلس إدارة الهيئة العامة للتجارة الخارجية ماجد بن عبدالله القصبي قرارًا بفرض رسوم نهائية لمكافحة الإغراق على واردات منتج أنابيب أو مواسير من فولاذ أو صلب مقاوم للصدأ (ستانلس ستيل) بمقاطع دائرية ملحومة بشكل طولي مصدرة من جمهورية الصين الشعبية وتايوان.
ونُشر قرار فرض الرسوم النهائية في جريدة أم القرى بتاريخ 29 يونيو 2025، وتطبق الرسوم النهائية على واردات المنتج المعني لمدة خمس سنوات تبدأ من 30 يونيو 2025، كما يوجه القرار المشار إليه هيئة الزكاة والضريبة والجمارك بفرض وتحصيل رسوم مكافحة الإغراق النهائية على المنتج المعني بنسب تتراوح بين 6.5% إلى 27.3% وفقًا للجدول المضمن في هذا القرار والموضح به الرسوم بشكل تفصيلي.
ويأتي قرار فرض الرسوم النهائية لمكافحة الإغراق وفقًا لنظام المعالجات التجارية في التجارة الدولية الذي يهدف إلى حماية الصناعة المحلية من الممارسات التجارية غير العادلة في السوق السعودية.
ويستند هذا القرار إلى النتائج النهائية للتحقيق الذي بدأ في 2 مايو 2024 نتيجة شكوى مقدمة من الصناعة المحلية، وفقًا لنظام المعالجات التجارية في التجارة الدولية ولائحته التنفيذية.
يذكر أن الهيئة العامة للتجارة الخارجية تهدف إلى تعزيز وتعظيم مكاسب المملكة العربية السعودية التجارية الدولية، والدفاع عن مصالحها في مجالات التجارة الخارجية، بما يسهم في تنمية اقتصادها الوطني.

The Chairman of the Board of Directors of the General Authority for Foreign Trade, Majid bin Abdullah Al-Qasabi, issued a decision to impose final anti-dumping duties on imports of pipes or tubes made of stainless steel with circular cross-sections welded longitudinally, exported from the People's Republic of China and Taiwan.
The decision to impose final duties was published in the Umm Al-Qura newspaper on June 29, 2025, and the final duties will apply to imports of the concerned product for a period of five years starting from June 30, 2025. The aforementioned decision directs the Zakat, Tax and Customs Authority to impose and collect the final anti-dumping duties on the concerned product at rates ranging from 6.5% to 27.3% according to the table included in this decision, which details the duties.
The decision to impose final anti-dumping duties comes in accordance with the trade remedies system in international trade, which aims to protect the domestic industry from unfair trade practices in the Saudi market.
This decision is based on the final results of the investigation that began on May 2, 2024, following a complaint submitted by the domestic industry, in accordance with the trade remedies system in international trade and its executive regulations.
