أعلنت الهيئة العامة للعقار بدء أعمال التسجيل العيني للعقار لـ(50,259) قطعة عقارية في (21) حيًّا بمنطقة مكة المكرمة، ابتداءً من 13 يوليو 2025، الموافق 18 محرم 1447هـ، حتى نهاية يوم 16 أكتوبر 2025، الموافق 24 ربيع الآخر 1447هـ.
وأوضحت الهيئة أنّ الأحياء المستفيدة من السجل العقاري في هذه المرحلة تشمل (حيَّ السلام، وجزءًا من حي الروابي، وجزءًا من حي الراشدية، وجزءًا من حي معاد، وجزءًا من حي الخضراء، وجزءًا من حي الفلق الجديد، وجزءًا من شعب علي الجديد، وجزءًا من حي بطحاء قريش، وجزءًا من حي الهجرة، وجزءًا من حي التقوى، وجزءًا من حي شعب علي الجديد، وجزءًا من حي المغمس، وجزءًا من حي الكوثر، وجزءًا من حي الشرائع، وأجزاء من حي المقام، وأجزاء من حي الخضراء، وأجزاء من حي القرارة الجديد، وأجزاء من حي شعب عامر الجديد، ومخطط المبارك بالريان، ومخطط ذوي الدخل المحدود المعدل بهدى الشام، ومخطط إسكان مدينة الجموم)، مُبينةً أنَّ اختيار الأحياء والمخططات تم وفق معايير محددة، وسيُعلن تباعًا عن بقية المناطق والمحافظات والأحياء، التي ستخضع لأعمال التسجيل العيني للعقار في مختلف مناطق المملكة خلال الفترات القادمة.
وأشارت «هيئة العقار» إلى أنَّ التسجيل الأول للعقارات في هذه المناطق والأحياء سيكون مُتاحًا عن طريق منصة السجل العقاري الإلكترونية https://rer.sa/ أو عن طريق مراكز الخدمة، مشيرةً إلى أنّ التسجيل العيني يشترط وجود صك ملكية مستوفي المتطلبات النظامية لإتمام عملية التسجيل.
ودعت الهيئة ملاَّك العقارات في المناطق والأحياء الخاضعة للتسجيل العيني إلى التحقق من صك ملكية العقار وتوفر الاشتراطات اللازمة استعدادًا لبدء التسجيل، ويمكن الاستفسار عن خطوات التسجيل من خلال المنصات الرسمية للهيئة أو عن طريق الاتصال على مركز خدمة العملاء 199002.
وابتداءً من الموعد الـمُحدد لبدء التسجيل سيصدر «رقم عقار» وصك تسجيل ملكية لكل وحدة عقارية تُسَجَّل، وسيتضمن صك تسجيل الملكية بيانات العقار وأوصافه وحالته وما يتبعه من حقوق والتزامات مرتبطة بالمعلومات الجيومكانية الدقيقة بما يُسهم في تعزيز البنية التحتية واستدامة القطاع العقاري، إذ يهدف نظام التسجيل العيني للعقار إلى رفع الموثوقية العقارية وتعزيز الشفافية في القطاع العقاري.
The General Authority for Real Estate announced the commencement of the property registration work for (50,259) real estate units in (21) neighborhoods in the Makkah region, starting from July 13, 2025, corresponding to 18 Muharram 1447 AH, until the end of October 16, 2025, corresponding to 24 Rabi' al-Thani 1447 AH.
The Authority clarified that the neighborhoods benefiting from the real estate register in this phase include (Al-Salam neighborhood, part of Al-Rawabi neighborhood, part of Al-Rashidiya neighborhood, part of Muad neighborhood, part of Al-Khadhra neighborhood, part of the New Falak neighborhood, part of the New Shaab Ali neighborhood, part of Al-Batha Quraish neighborhood, part of Al-Hijra neighborhood, part of Al-Taqwa neighborhood, part of the New Shaab Ali neighborhood, part of Al-Mughamis neighborhood, part of Al-Kawthar neighborhood, part of Al-Shara' neighborhood, and parts of Al-Maqam neighborhood, parts of Al-Khadhra neighborhood, parts of the New Qarara neighborhood, parts of the New Shaab Amer neighborhood, the Mubarak plan in Al-Riyadh, the modified low-income housing plan in Huda Al-Sham, and the housing plan for the city of Al-Jamoum), indicating that the selection of neighborhoods and plans was made based on specific criteria, and the remaining areas, governorates, and neighborhoods that will be subject to property registration work in various regions of the Kingdom will be announced subsequently during the upcoming periods.
The "Real Estate Authority" pointed out that the initial registration of properties in these areas and neighborhoods will be available through the electronic real estate register platform https://rer.sa/ or through service centers, noting that property registration requires the existence of a title deed that meets the legal requirements to complete the registration process.
The Authority called on property owners in the areas and neighborhoods subject to property registration to verify the title deed of the property and the availability of the necessary conditions in preparation for the start of registration. Inquiries about the registration steps can be made through the Authority's official platforms or by contacting the customer service center at 199002.
Starting from the specified date for the commencement of registration, a "Property Number" and a title deed for ownership will be issued for each registered real estate unit. The title deed will include data about the property, its descriptions, its condition, and the associated rights and obligations linked to accurate geospatial information, contributing to enhancing infrastructure and the sustainability of the real estate sector, as the property registration system aims to increase real estate reliability and enhance transparency in the real estate sector.
