بحضور وزير النقل والخدمات اللوجستية رئيس مجلس إدارة الهيئة العامة للموانئ المهندس صالح بن ناصر الجاسر، وقعت «موانئ» اليوم (الإثنين)؛ بالتعاون مع المركز الوطني للتخصيص، عقود التخصيص لمحطات البضائع متعددة الأغراض في 8 موانئ، وذلك وفقاً لصيغة البناء والتشغيل والنقل (BOT) لمدة 20 عاماً، مع الشركاء الوطنيين «الشركة السعودية العالمية للموانئ» وشركة «محطة بوابة البحر الأحمر»، بقيمة استثمارية من القطاع الخاص تتجاوز 2.2 مليار ريال.
وجرى توقيع العقود بحضور رئيس الهيئة العامة للموانئ المكلف مازن بن أحمد التركي، ورئيس مجلس إدارة الشركة السعودية العالمية للموانئ المهندس عبدالله بن محمد الزامل، ورئيس مجلس إدارة شركة محطة بوابة البحر الأحمر عامر علي رضا، وعدد من المسؤولين.
وقال المهندس صالح الجاسر خلال مراسم التوقيع: «إن هذه الاستثمارات المتتابعة من القطاع الخاص؛ تعكس جاذبية الموانئ السعودية وكذلك القطاع اللوجستي الذي يشهد حالياً وبدعم خادم الحرمين الشريفين وولي العهد، يحفظهما الله، استثمارات واسعة ومتنوعة في البنى التحتية، في ظل الإقبال الكبير من كبرى الشركات اللوجستية العالمية والوطنية للاستثمار في الموانئ السعودية، موضحاً أن شبكة موانئ المملكة شهدت خلال مدة وجيزة قفزات كبرى وغير مسبوقة في مستويات الكفاءة التشغيلية، ومعدلات المناولة، والاتصال البحري وفق المؤشرات الدولية».
وأكد وزير النقل والخدمات اللوجستية أن منظومة النقل والخدمات اللوجستية ستواصل تعزيز الشراكة مع القطاع الخاص في مختلف قطاعاتها، وفي كافة مناطق المملكة، موضحاً أن عقود التخصيص الجديدة تعد امتدادًا للشراكات الإستراتيجية التي عقدتها الهيئة العامة للموانئ مع كبرى الشركات الوطنية والعالمية المتخصصة، لتمكين قطاع النقل البحري، ودعم التنوع الاقتصادي وترسيخ مكانة المملكة كمركز لوجستي عالمي، وفق مستهدفات الإستراتيجية الوطنية لنقل والخدمات اللوجستية ورؤية 2030.
من جانبه أوضح الرئيس التنفيذي للمركز الوطني للتخصيص مهند بن أحمد باسودان أن المركز يسعى إلى تمكين القطاع الخاص من أداء دور محوري في تطوير الخدمات العامة، ورفع كفاءتها التشغيلية، مشيراً إلى أن توقيع عقود التخصيص في ثمانية موانئ بحرية يعد من أبرز الجهود في هذا السياق، حيث يسهم القطاع الخاص بخبراته المتراكمة في بناء منظومة خدمات نقل بحرية متقدمة، وفق أعلى المعايير العالمية، مما يعزز الأداء التشغيلي ويفتح آفاقًا واسعة للنمو الاقتصادي، كما تأتي هذه الجهود امتدادًا لرؤية المركز في بناء منظومة تخصيص فعّالة، وتحدث أثرا اقتصاديا مستداما، وتدعم تحقيق مستهدفات رؤية السعودية 2030 في أن تصبح المملكة مركزا لوجستيا عالميا.
وبموجب هذه العقود ستتولى «الشركة السعودية العالمية للموانئ» تطوير وإدارة وتشغيل المحطات متعددة الأغراض في موانئ الساحل الشرقي التابعة للهيئة، والتي تشمل ميناء الملك عبدالعزيز بالدمام، وميناء الجبيل التجاري، وميناء الملك فهد الصناعي بالجبيل، وميناء رآس الخير.
كما ستتولى شركة «محطة بوابة البحر الأحمر» تطوير وإدارة وتشغيل المحطات متعددة الأغراض في موانئ الساحل الغربي، والتي تشمل ميناء جدة الإسلامي، وميناء ينبع التجاري، وميناء الملك فهد الصناعي بينبع، وميناء جازان.
وتشمل عقود التخصيص بميناء الملك فهد الصناعي بينبع زيادة مناولة الحاويات باستخدام أحدث رافعات «STS» و«RTG» ومعدات «Reach stackers»، والشاحنات والمقطورات الحديثة، إضافة إلى تقليل زمن حركة الشاحنات، ومدة بقاء السفن على الأرصفة، ورفع الكفاءة التشغيلية.
يذكر أن إبرام عقود التخصيص بين «موانئ» والقطاع الخاص؛ تأتي بعد صدور موافقة اللجنة الإشرافية للتخصيص بقطاع النقل والخدمات واللوجستية برئاسة وزير النقل والخدمات اللوجستية المهندس صالح بن ناصر الجاسر، وذلك لتعزيز تنافسية قطاع الموانئ بالمملكة، وتوسيع قدراته التشغيلية؛ لدعم النمو الاقتصادي، وتحقيق التنمية المستدامة.
In the presence of the Minister of Transport and Logistics Services, Chairman of the Board of Directors of the General Authority for Ports, Engineer Saleh bin Nasser Al-Jasser, "Ports" today (Monday), in collaboration with the National Center for Privatization, signed the privatization contracts for multi-purpose cargo terminals at 8 ports, according to the Build-Operate-Transfer (BOT) model for a duration of 20 years, with national partners "Saudi Global Ports Company" and "Red Sea Gateway Terminal," with an investment value from the private sector exceeding 2.2 billion riyals.
The contracts were signed in the presence of the Acting Chairman of the General Authority for Ports, Mazen bin Ahmed Al-Turki, the Chairman of the Board of Directors of the Saudi Global Ports Company, Engineer Abdullah bin Mohammed Al-Zamil, the Chairman of the Board of Directors of Red Sea Gateway Terminal, Amer Ali Reza, and several officials.
Engineer Saleh Al-Jasser stated during the signing ceremony: "These successive investments from the private sector reflect the attractiveness of Saudi ports as well as the logistics sector, which is currently witnessing, with the support of the Custodian of the Two Holy Mosques and the Crown Prince, may God protect them, extensive and diverse investments in infrastructure, amid significant interest from major global and national logistics companies to invest in Saudi ports." He explained that the Kingdom's port network has witnessed unprecedented leaps in operational efficiency, handling rates, and maritime connectivity according to international indicators in a short period.
The Minister of Transport and Logistics Services confirmed that the transport and logistics services system will continue to enhance its partnership with the private sector across various sectors and in all regions of the Kingdom, explaining that the new privatization contracts are an extension of the strategic partnerships that the General Authority for Ports has established with major national and international specialized companies to empower the maritime transport sector, support economic diversification, and solidify the Kingdom's position as a global logistics hub, in line with the objectives of the National Strategy for Transport and Logistics Services and Vision 2030.
For his part, the CEO of the National Center for Privatization, Muhannad bin Ahmed Basudan, explained that the center seeks to empower the private sector to play a pivotal role in developing public services and enhancing their operational efficiency, noting that signing privatization contracts at eight seaports is one of the most prominent efforts in this context, as the private sector contributes its accumulated expertise to build an advanced maritime transport service system according to the highest global standards, which enhances operational performance and opens wide horizons for economic growth. These efforts are also an extension of the center's vision to build an effective privatization system that creates sustainable economic impact and supports achieving the objectives of Vision Saudi Arabia 2030 to make the Kingdom a global logistics hub.
Under these contracts, the "Saudi Global Ports Company" will develop, manage, and operate the multi-purpose terminals at the eastern coast ports under the authority, which include King Abdulaziz Port in Dammam, Jubail Commercial Port, King Fahd Industrial Port in Jubail, and Ras Al-Khair Port.
Meanwhile, "Red Sea Gateway Terminal" will develop, manage, and operate the multi-purpose terminals at the western coast ports, which include Jeddah Islamic Port, Yanbu Commercial Port, King Fahd Industrial Port in Yanbu, and Jazan Port.
The privatization contracts at King Fahd Industrial Port in Yanbu include increasing container handling using the latest "STS" and "RTG" cranes and "Reach stackers," as well as modern trucks and trailers, in addition to reducing truck movement time, the duration of ships at the docks, and enhancing operational efficiency.
It is worth noting that the signing of the privatization contracts between "Ports" and the private sector comes after the approval of the Supervisory Committee for Privatization in the Transport and Logistics Services Sector, chaired by the Minister of Transport and Logistics Services, Engineer Saleh bin Nasser Al-Jasser, to enhance the competitiveness of the ports sector in the Kingdom and expand its operational capacities to support economic growth and achieve sustainable development.
