The Minister of Commerce and Chairman of the Board of the General Authority for Small and Medium Enterprises, Dr. Majid Al-Qasabi, revealed that the national strategy for entrepreneurship and small and medium enterprises aims to contribute to providing more than 500,000 direct and indirect jobs, and for the Kingdom to reach first place in the index of possessing entrepreneurial skills and knowledge by 2030.
Al-Qasabi announced that the strategy includes 13 initiatives within a comprehensive framework aimed at improving the access of enterprises to financing and markets, enhancing their readiness and operational capabilities, developing the regulatory and innovative environment, and improving business practices, thereby creating a more efficient environment for the growth and expansion of enterprises, increasing their contribution to the national economy, and raising their contribution to the gross domestic product to 35%.
He explained that the strategy translates the direction towards building a more integrated and efficient system, opening wider horizons for enterprises to grow, and increasing their contribution to economic development. Its implementation relies on the integration of efforts among relevant entities, allowing enterprises to benefit from available opportunities in various sectors, expanding their presence in value chains and major projects, and supporting their access to new markets both locally and internationally.
This strategy comes as an extension of the efforts and initiatives implemented in previous years under Saudi Vision 2030 to empower the private sector, establishing a new phase in the journey of the small and medium enterprises sector, where efforts shift from focusing on establishing enterprises to preparing the necessary enablers for their growth and expansion, and enhancing their competitiveness in local and international markets.
The national strategy for entrepreneurship and small and medium enterprises is one of the national strategies that support achieving the objectives of Saudi Vision 2030, as these strategies collectively represent a long-term roadmap for empowering the private sector and directing efforts towards ambitious developmental and economic priorities, thereby enhancing the Kingdom's position and increasing its competitiveness as a more diverse, innovative, and sustainable economy.
It is worth mentioning that the initiatives of the strategy include developing open commercial innovation, empowering small and medium enterprises and startups in industrial cities and special economic zones, supporting international expansion and export, increasing the participation of enterprises in government procurement and major corporate purchases, in addition to establishing a comprehensive database for the sector and linking it with relevant databases in the system.
The initiatives also include attracting and localizing global innovative startups, reviewing the minimum localization requirements by sector, reducing the costs of doing business, raising financial awareness and culture, developing financing enablers, and stimulating institutions that finance small and medium enterprises; thereby creating a business environment more capable of supporting the expansion of the sector and sustaining its economic impact.
