خففت وزارة الاستثمار اشتراطات تسجيل مكاتب الاتصال الاقتصادية والفنية في المملكة، عبر إلغائها في دليل المستثمر المستحدث متطلب تقديم خطاب من وزارة الخارجية، وإضافة مستندات تتعلق بالقوائم المالية والسجل التجاري للشركة الأم.
وبحسب الاشتراطات الجديدة، على المنشآت الراغبة في تسجيلها كمكاتب اتصال اقتصادية وفنية ضرورة تقديم قرار موجه إلى وزارة الاستثمار من الوزارات أو المؤسسات الحكومية أو الجهات المعنية بفتح مكتب اتصال اقتصادي وفني في المملكة، إضافة إلى صورة سجلين تجاريين مختلفين للمنشأة مصادقاً عليها من السفارة السعودية باسم المملكة العربية السعودية والبلد الذي يقع فيه المقر الرئيسي.
وكانت الاشتراطات السابقة تلزم بتقديم خطاب من وزارة الخارجية موجهاً إلى وزارة الاستثمار لطلب تسجيل مكتب الاتصال، على أن يتضمن خطة عمل تفصيلية عن النشاطات والخدمات المطلوب تقديمها داخل المملكة.
وتستهدف مكاتب الاتصال الاقتصادية والفنية دراسة الأسواق وإعداد التقارير عن نتائج تلك الدراسات للمؤسسات المعنية في دولتها، دون تنفيذ عقود أو ممارسة نشاط تجاري أو استثماري في المملكة، بصورة مباشرة أو غير مباشرة.
وفيما يختص بتراخيص (المقرات الإقليمية) للمنشآت، عدلت وزارة الاستثمار متطلباتها باشتراطها تقديم القوائم المالية المراجعة للشركة المتقدمة لآخر سنة مالية سابقة لتاريخ طلب الترخيص، إضافة إلى الطلب الاشتراطات السابقة تقديم صورة سجلين تجاريين مختلفين للمنشأة مصدقة من السفارة السعودية.
وكشفت الوزارة في دليل المستثمر عن تعديل آلية التواصل مع وزارة الاستثمار، مع إمكانية تصعيد الملاحظات المتعلقة بالخدمات الإلكترونية من خلال خدمة «بلاغ رقمي - آمر»، مع إمكانية التواصل مع حساب المنشأة في الخدمات الإلكترونية.
The Ministry of Investment has eased the requirements for registering economic and technical liaison offices in the Kingdom by removing the need to provide a letter from the Ministry of Foreign Affairs in the updated Investor Guide, and adding documents related to the financial statements and the commercial registration of the parent company.
According to the new requirements, establishments wishing to register as economic and technical liaison offices must submit a decision addressed to the Ministry of Investment from the relevant ministries or government institutions regarding the opening of an economic and technical liaison office in the Kingdom, in addition to a certified copy of two different commercial registrations for the establishment from the Saudi embassy in the name of the Kingdom of Saudi Arabia and the country where the headquarters is located.
The previous requirements mandated the submission of a letter from the Ministry of Foreign Affairs addressed to the Ministry of Investment to request the registration of the liaison office, which had to include a detailed work plan regarding the activities and services to be provided within the Kingdom.
The economic and technical liaison offices aim to study markets and prepare reports on the results of those studies for the relevant institutions in their home countries, without executing contracts or engaging in commercial or investment activities in the Kingdom, either directly or indirectly.
Regarding the licenses for (regional headquarters) for establishments, the Ministry of Investment has amended its requirements by stipulating the submission of audited financial statements for the applying company for the last financial year prior to the date of the license application, in addition to the previous requirement of providing a certified copy of two different commercial registrations for the establishment from the Saudi embassy.
The ministry revealed in the Investor Guide a modification in the communication mechanism with the Ministry of Investment, allowing for the escalation of observations related to electronic services through the "Digital Report - Amir" service, along with the ability to communicate with the establishment's account in electronic services.
