The CEO of the Saudi "Tadawul" Company, Mohammed Al-Rumaih, confirmed that the upcoming phase aims to connect Chinese investors with Saudi companies, enabling Saudi exporters to access new sources of capital, in addition to attracting Chinese issuers to the Saudi market.
Deepening Connectivity
Al-Rumaih stated during his speech at the "Select - Shanghai 2026" financial markets forum (Thursday) that "Tadawul Saudi Arabia" seeks to build on this progress by expanding connectivity beyond exchange-traded funds to include stocks, debt instruments, mutual listings, and capital raising.
He believes that deepening the connectivity between capital markets does not rely solely on providing access, but also requires dialogue, mutual understanding, and direct communication between investment communities, which is the goal of the "Select - Shanghai" forum by bringing together participants from both markets to explore opportunities for expanding cooperation between them.
Increasing Openness to Markets
The plans come at a time when the Kingdom is working to increase the openness of its financial market to global capital, having opened its main stock market this year to all categories of foreign investors, and abolished the qualified foreign investor system and swap agreements, allowing non-resident investors to purchase shares directly without fulfilling previous qualification requirements.
Supporting Economic Diversification Plans
The Kingdom is working on developing its financial markets to support economic diversification plans and reduce reliance on oil revenues, by expanding investment products, enhancing liquidity, and attracting more local and foreign investors. The channels of connectivity between the Saudi and Chinese markets expanded in 2024, with the launch of two exchange-traded funds focused on Saudi stocks in the Shanghai and Shenzhen stock exchanges, providing Chinese investors with a pathway to invest in the Saudi market. During the same year, the Saudi market witnessed the listing of two exchange-traded funds tracking Chinese securities listed in Hong Kong, thus creating investment channels that allow for the flow of capital between the two markets in both directions.
