رفع وزير المالية محمد بن عبدالله الجدعان شكره لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود، بمناسبة صدور قرار مجلس الوزراء بالموافقة على نظام المنافسات والمشتريات الحكومية الجديد.
وأكد الجدعان أن النظام الجديد يمثّل خطوة مهمة في تطوير أعمال المنافسات والمشتريات الحكومية، من خلال رفع مستوى الحوكمة والشفافية، وتحسين كفاءة التخطيط والتنفيذ، وتعزيز الوضوح والعدالة وتكافؤ الفرص في التنافس والتعاملات التعاقدية. وأوضح أن النظام يأتي امتداداً لجهود الدولة في تطوير الأطر التنظيمية الداعمة لتحقيق مستهدفات رؤية السعودية 2030، ومنها تحفيز الاستثمار وتحسين كفاءة المالية العامة واستدامتها.
وبيّن أن النظام الجديد يسهم في تمكين الجهات الحكومية من تحقيق مستهدفاتها وتسريع تنفيذ مشاريعها وأعمالها بفاعلية.
ومن أبرز الأحكام الداعمة لذلك دمج لجنتي فتح العروض وفحصها في لجنة واحدة، وتطوير أسلوب الشراء المباشر ورفع سقفه المالي، وتطوير التعاقد بأسلوب المنافسة المحدودة بما يشمل التعاقد مع ممارسي المهن الحرة، إلى جانب توسيع صلاحيات رؤساء الجهات الحكومية بما يسهم في تبسيط الإجراءات وتسريع اتخاذ القرارات.
وأشار إلى أن النظام الجديد وضع تمكين القطاع الخاص ونموه من أهم مستهدفاته، إذ اشترط معالجة المستحقات المالية للقطاع الخاص وفق آجالها لتتمكن الجهة الحكومية من توقيع التزامات تعاقدية جديدة الذي بدوره سيرفع مستوى الالتزام بصرف تلك المستحقات في المواعيد المحددة، ويعزز الثقة في التعاقدات الحكومية.
وأوضح أن النظام يدعم توظيف المنافسات والمشتريات الحكومية لتحقيق عدد من المستهدفات الاقتصادية والتنموية، من خلال تعزيز الأطر التنظيمية الداعمة للبحث والتطوير والابتكار، وتوطين الصناعة، ونقل المعرفة.
وفي هذا السياق، تضمن النظام إعداد إطار تنظيمي لدعم البحث والتطوير والابتكار، كما عزز تنظيم أسلوب توطين الصناعة ونقل المعرفة بما يمكّن الجهات الحكومية من الاستفادة من هذه الأدوات بفاعلية، ويدعم توطين الصناعات وبناء القدرات ونقل المعرفة إلى المملكة.
Minister of Finance Mohammed bin Abdullah Al-Jadaan expressed his gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the Crown Prince, Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud, on the occasion of the Cabinet's decision to approve the new Government Procurement and Competition System.
Al-Jadaan affirmed that the new system represents an important step in developing government procurement and competition practices by enhancing governance and transparency, improving planning and execution efficiency, and promoting clarity, fairness, and equal opportunities in competition and contractual dealings. He explained that the system is a continuation of the state's efforts to develop regulatory frameworks that support achieving the goals of Saudi Vision 2030, including stimulating investment and improving the efficiency and sustainability of public finances.
He indicated that the new system contributes to enabling government entities to achieve their objectives and accelerate the effective implementation of their projects and operations.
Among the most notable supporting provisions is the merging of the bid opening and examination committees into a single committee, developing the direct purchasing method and raising its financial ceiling, and enhancing contracting through limited competition, including contracting with practitioners of freelance professions, in addition to expanding the powers of heads of government entities to simplify procedures and expedite decision-making.
He pointed out that the new system places enabling the private sector and its growth among its most important objectives, as it requires addressing the financial entitlements of the private sector within their deadlines to enable the government entity to sign new contractual commitments, which in turn will raise the level of commitment to disbursing those entitlements on time and enhance trust in government contracts.
He clarified that the system supports utilizing government competitions and procurements to achieve several economic and developmental objectives by enhancing regulatory frameworks that support research, development, and innovation, localizing industry, and transferring knowledge.
In this context, the system includes the preparation of a regulatory framework to support research, development, and innovation, and it also strengthens the organization of the localization of industry and knowledge transfer, enabling government entities to effectively benefit from these tools and supporting the localization of industries, building capacities, and transferring knowledge to the Kingdom.
