تبدأ الحكومة الفرنسية هذا الأسبوع محادثات مغلقة مع رؤساء الكتل السياسية في البرلمان، في محاولة لإنقاذ مشروع الموازنة بعد نقاش برلماني مرير وبطيء يهدد بإسقاط رئيس الوزراء سيباستيان لوكورنو.
وطلب رئيس الوزراء من وزرائه دعوة ممثلين عن مختلف الأحزاب في إطار محاولة جديدة للتوصل إلى مبادئ عامة لموازنة العام القادم، بعيداً عن الضغوط الحزبية في الجمعية الوطنية المنقسمة.
ووفقاً لمكتبه، سيلتقي لوكورنو ممثلين عن الكتل البرلمانية لمناقشة الحلول الممكنة لتجاوز الخلافات التي تعرقل إقرار الميزانية لعام 2026، في وقت يزداد فيه الضغط السياسي والاقتصادي على الحكومة الفرنسية.
وبحسب ما نشرت قناة «العربية» على لسان مدير مكتبها في فرنسا حسين قنيبر، فإن المحادثات الجارية بين الحكومة الفرنسية وممثلي الأحزاب السياسية تواجه عقبات كبيرة تعيق التوصل إلى توافق حول مشروع ميزانية عام 2026، مشيراً إلى أن الانقسامات الحادة بين أحزاب اليسار وأقصى اليمين تشكل العقبة الأبرز أمام أي اتفاق.
تعديلات مقترحة
وأوضح قنيبر أن قوى اليسار بمختلف أطيافها، من أقصى اليسار إلى الحزب الاشتراكي وحزب الخضر، رفضت المشاركة في لقاء يحضره ممثلون عن حزب مارين لوبن اليميني المتطرف، ما أدى إلى تعقيد المفاوضات.
وأضاف أن المهل الدستورية تضغط على الحكومة، إذ كان من المفترض أن يصوّت البرلمان على القسم المتعلق بالضمان الصحي والاجتماعي من الموازنة غداً، لكن التصويت أُجّل إلى الثاني عشر من الشهر الجاري بسبب كثرة التعديلات المقترحة.
وأشار إلى أن الحكومة لا تملك أغلبية برلمانية، إذ لا يضم التحالف الرئاسي سوى 91 نائباً من أصل 577، ما يضطرها للتفاوض مع اليمين أو اليسار لتمرير القوانين.
The French government is starting closed talks this week with the heads of political blocs in Parliament, in an attempt to save the budget project after a bitter and slow parliamentary debate that threatens to topple Prime Minister Sébastien Lecornu.
The Prime Minister has asked his ministers to invite representatives from various parties as part of a new effort to reach general principles for next year's budget, away from the partisan pressures in the divided National Assembly.
According to his office, Lecornu will meet with representatives of the parliamentary blocs to discuss possible solutions to overcome the disagreements that hinder the approval of the budget for 2026, at a time when political and economic pressure on the French government is increasing.
According to what was published by Al Arabiya channel through its director in France, Hussein Qneiber, the ongoing talks between the French government and representatives of political parties face significant obstacles that hinder reaching an agreement on the draft budget for 2026, noting that the sharp divisions between leftist and far-right parties are the biggest obstacle to any agreement.
Proposed Amendments
Qneiber explained that the left forces, in all their spectra, from the far left to the Socialist Party and the Green Party, refused to participate in a meeting attended by representatives from Marine Le Pen's far-right party, which complicated the negotiations.
He added that constitutional deadlines are pressuring the government, as Parliament was supposed to vote on the section related to health and social security in the budget tomorrow, but the vote has been postponed to the twelfth of this month due to the numerous proposed amendments.
He pointed out that the government does not have a parliamentary majority, as the presidential coalition includes only 91 deputies out of 577, which forces it to negotiate with either the right or the left to pass laws.
