أعلنت الصين أنها وافقت على إجراء جولة جديدة من المحادثات التجارية مع الولايات المتحدة «في أقرب وقت ممكن»، فيما يسعى البلدان إلى تجنب معركة رسوم جمركية أخرى مدمرة.
وجاء هذا الإعلان عقب مكالمة بالفيديو بين كبير المفاوضين الصينيين نائب رئيس الوزراء هي ليفينغ، ووزير الخزانة الأمريكي سكوت بيسنت، جرت خلالها «تبادلات صريحة وعميقة وبنّاءة».
وتتصاعد التوترات التجارية بين واشنطن وبكين منذ الأسبوع الماضي بعد إعلان بكين أنها ستشدد الضوابط على صادرات المعادن النادرة. وذكر بيسنت أنه سيجتمع مع نظيره ليفينغ الأسبوع القادم للتحضير لمزيد من المفاوضات.
خفض التصعيد
ويبدو أن الحكومة الأمريكية تريد خفض التصعيد، مع إعلان دونالد ترمب استعداده للقاء نظيره الصيني شي جينبينغ قريباً. واندلعت التوترات التجارية بين الصين والولايات المتحدة مجدداً هذا العام عندما أعلن ترمب رسوماً جمركية واسعة النطاق على الواردات الأمريكية، فيما قام الطرفان بخطوات انتقامية متبادلة.
وفي مرحلة ما، تجاوزت الرسوم التي فرضها الجانبان نسبة 100%؛ ما أدى إلى توقف جزء من التجارة، فيما انتظرت أعمال تجارية التوصل إلى حل. وخفّضت القوتان مذاك الرسوم الجمركية التي فرضتها كل منهما على الأخرى في إطار هدنة ما زالت هشّة.
China announced that it has agreed to conduct a new round of trade talks with the United States "as soon as possible," as both countries seek to avoid another devastating tariff battle.
This announcement came after a video call between China's chief negotiator, Vice Premier He Lifeng, and U.S. Treasury Secretary Scott Pessen, during which there were "candid, in-depth, and constructive exchanges."
Trade tensions between Washington and Beijing have escalated since last week after Beijing announced it would tighten controls on rare earth metal exports. Pessen mentioned that he would meet with his counterpart Lifeng next week to prepare for further negotiations.
De-escalation
The U.S. government appears to want to de-escalate, with Donald Trump announcing his readiness to meet with his Chinese counterpart Xi Jinping soon. Trade tensions between China and the United States flared up again this year when Trump announced sweeping tariffs on U.S. imports, prompting both sides to take retaliatory measures.
At one point, the tariffs imposed by both sides exceeded 100%; this led to a halt in part of the trade, while businesses awaited a resolution. Since then, the two powers have reduced the tariffs each imposed on the other as part of a ceasefire that remains fragile.
