The Ministry of Municipalities and Housing has revealed the maps of the geographical zones subject to the application of white land fees in the city of Riyadh; in a pivotal step aimed at enhancing transparency and enabling owners and developers to understand their obligations, and stimulating the development of land within the urban area. The ministry clarified that the determination of the geographical zones was based on a thorough study of the priorities for urban development in the capital; it has been divided into five categories aimed at directing development towards the areas most in need. Annual fees will be applied at a rate of 10% on lands located in the category of highest priority, 7.5% for high priority, 5% for medium priority, and 2.5% for low priority, in addition to a category outside the priority zones that is not subject to fees and is counted among the total white lands owned by the liable party within the city limits. The ministry confirmed that the regulation ensures the continued effectiveness of the fees through an annual review of the situation in any city or geographical zone, where the real estate supply, price indicators, and monopolistic practices will be evaluated periodically, and based on that, a decision will be made to continue applying the fees, modify them, or suspend them to ensure the achievement of the desired goals. The ministry called on all landowners located within the announced zones to take the initiative to register their lands within the legally specified period of 60 days through the program's electronic portal to avoid penalties resulting from non-registration, which may reach up to 100% of the fee value. Owners and developers can benefit from the services of the "Etmam" center to expedite the approval of plans and the issuance of licenses, facilitating development processes and enhancing the efficiency of real estate investment. The ministry indicated that all revenues collected from the fees will be fully allocated to support housing projects; contributing to increasing the supply of housing units for citizens.
