عقدت الدول الثمان الأعضاء في مجموعة «أوبك بلس»، التي تضم المملكة العربية السعودية، وروسيا، والعراق، والإمارات، والكويت، وكازاخستان، والجزائر، وعُمان، والتي سبق أن أعلنت تعديلات تطوعية إضافية في شهري أبريل ونوفمبر من عام 2023، اجتماعاً، عبر الاتصال المرئي، بتاريخ 31 مايو 2025، لمراجعة مستجدات السوق البترولية وآفاقها المستقبلية.
وفي ضوء الآفاق المستقبلية المستقرة للاقتصاد العالمي وأسس السوق الإيجابية الحالية، كما يتضح من انخفاض المخزونات البترولية، وبناء على ما تم الاتفاق عليه في اجتماع 5 ديسمبر 2024 بشأن الاستعادة التدريجية والمرنة لتعديلات الإنتاج التطوعية البالغة 2.2 مليون برميل يومياً اعتباراً من 1 أبريل 2025، قررت الدول المشاركة تنفيذ تعديل في الإنتاج قدره411 ألف برميل يومياً في شهر يوليو 2025 مقارنة بمستوى الإنتاج المطلوب في يونيو 2025، وهو ما يعادل 3 زيادات شهرية.
يذكر أن هذه الزيادات قابلة للتعديل أو الإيقاف المؤقت، حسب متغيرات السوق، ما يمنح المجموعة المرونة اللازمة لدعم استقرار السوق. ونوهت الدول الثمان الأعضاء في مجموعة «أوبك+» إلى أن هذا الإجراء سيوفر فرصة للدول المشاركة لتسريع جهود التعويض.
وجددت الدول الثمان التزامها بإعلان التعاون، بما في ذلك التعديلات التطوعية الإضافية المتفق عليها في الاجتماع الـ53 للجنة الوزارية المشتركة لمراقبة الإنتاج المنعقد بتاريخ 3 أبريل 2024، وأكدت عزمها على تعويض كامل الكميات الزائدة في الإنتاج منذ يناير 2024.
وستعقد الدول الثمان اجتماعات شهرية لمتابعة تطورات السوق، ومستوى الالتزام، وتنفيذ خطط التعويض، على أن يُعقد الاجتماع القادم في 6 يوليو 2025 لاتخاذ قرار بشأن مستويات الإنتاج لشهر أغسطس.

The eight member countries of the "OPEC Plus" group, which includes Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria, and Oman, which had previously announced additional voluntary adjustments in April and November 2023, held a meeting via video conference on May 31, 2025, to review the latest developments in the oil market and its future prospects.
In light of the stable future outlook for the global economy and the current positive market fundamentals, as evidenced by the decline in oil inventories, and based on what was agreed upon in the meeting on December 5, 2024, regarding the gradual and flexible restoration of the voluntary production adjustments of 2.2 million barrels per day starting from April 1, 2025, the participating countries decided to implement a production adjustment of 411,000 barrels per day in July 2025 compared to the required production level in June 2025, which is equivalent to three monthly increases.
It is noted that these increases are subject to adjustment or temporary suspension, depending on market variables, which gives the group the necessary flexibility to support market stability. The eight member countries of the "OPEC+" group emphasized that this measure will provide an opportunity for the participating countries to accelerate their compensation efforts.
The eight countries renewed their commitment to the Declaration of Cooperation, including the additional voluntary adjustments agreed upon in the 53rd meeting of the Joint Ministerial Monitoring Committee held on April 3, 2024, and reaffirmed their determination to fully compensate for the excess production quantities since January 2024.
The eight countries will hold monthly meetings to monitor market developments, compliance levels, and the implementation of compensation plans, with the next meeting scheduled for July 6, 2025, to make a decision regarding production levels for August.
