أطلق نقيب المهن التمثيلية في مصر الفنان المصري أشرف زكي، ، تحذيراً إلى أعضاء النقابة، مطالباً بعدم إبرام أي تعاقدات فنية جديدة إلا بعد الرجوع إلى النقابة واستكمال الإجراءات المطلوبة في خطوة تستهدف تنظيم التعاقدات وحماية حقوق الفنانين.
تفعيل حق الأداء العلني
وأوضح في بيان صحفي أن هذا الإجراء يأتي ضمن الاستعدادات لتفعيل قانون حق الأداء العلني، الذي يكفل للفنانين الحفاظ على حقوقهم المالية والأدبية عند إعادة عرض أو استغلال أعمالهم الفنية، بما يتوافق مع القوانين المنظمة لهذا الملف.
اجتماعات لوضع آليات التنفيذ
ويأتي القرار بالتزامن مع تحركات مكثفة بين نقابة المهن التمثيلية وعدد من الجهات المعنية من بينها جمعية مؤلفي الدراما العربية وغرفة صناعة السينما والجهاز المصري للملكية الفكرية، بهدف وضع آليات واضحة لتطبيق القانون.
ومن المنتظر أن تشهد الفترة القادمة اجتماعات تنسيقية لإعداد مذكرة تفاهم تنظم إجراءات تنفيذ حق الأداء العلني وتحدد مسؤوليات جميع الأطراف، بما يضمن حماية حقوق المبدعين وتحقيق التوازن داخل صناعة الفن.
وعلى الصعيد الآخر، أنهى أشرف زكي الجدل الذي أثير خلال الفترة الماضية بشأن حق الأداء العلني، بعدما أعلن رسمياً بدء تفعيل القانون، خلال اجتماع موسع حضره عدد كبير من نجوم الفن دعماً للقرار، مؤكداً أن هذه الخطوة تمثل نقلة مهمة في حماية الحقوق المالية والأدبية للفنانين.

He clarified in a press statement that this measure comes as part of the preparations to activate the law on the right of public performance, which guarantees artists the preservation of their financial and moral rights when their artistic works are re-shown or exploited, in accordance with the laws governing this matter.
Meetings to Establish Implementation Mechanisms
The decision comes in conjunction with intensive movements between the Actors' Syndicate and several concerned parties, including the Association of Arab Drama Authors, the Cinema Industry Chamber, and the Egyptian Intellectual Property Office, aiming to establish clear mechanisms for implementing the law.
It is expected that the upcoming period will witness coordinating meetings to prepare a memorandum of understanding that organizes the procedures for implementing the right of public performance and defines the responsibilities of all parties, ensuring the protection of creators' rights and achieving balance within the art industry.
On another note, Ashraf Zaki resolved the controversy that arose in the past period regarding the right of public performance, after he officially announced the commencement of the law's activation during a large meeting attended by many art stars in support of the decision, confirming that this step represents an important shift in protecting the financial and moral rights of artists.
