أصدرت نقابة الفنانين العراقيين، برئاسة جبار جودي، حزمة من الإجراءات الجديدة لتنظيم العمل الفني، عبر مخاطبة هيئة الإعلام والاتصالات بكتاب رسمي يتضمن ضوابط تهدف إلى حماية حقوق الفنانين العراقيين، وتعزيز الالتزام بالقوانين والأنظمة المنظمة للمهنة، في خطوة تستهدف إعادة ضبط سوق الإنتاج الفني في البلاد.
أولوية للعراقيين
جاءت القرارات عقب اجتماعات عقدتها لجنة متخصصة مع المجلس المركزي للنقابة، وأسفرت عن التأكيد على منح الأولوية للفنانين العراقيين في مختلف الأعمال الفنية، وعدم الاستعانة بفنانين أو فنيين من خارج العراق في التخصصات التي تتوافر لها كوادر محلية، بما يدعم الكفاءات الوطنية ويعزز فرصها في سوق العمل.
كما شددت النقابة على عدم إشراك أي شخص صدر بحقه قرار يمنعه من ممارسة العمل النقابي، في إطار تعزيز الالتزام بالأنظمة واللوائح المنظمة للمهنة.
ضوابط لمشاركة الأجانب
ووضعت النقابة آليات واضحة لمشاركة الفنانين العرب والأجانب في الأعمال العراقية، تضمنت الحصول على الموافقات الرسمية، وتسجيل العقود لدى النقابة، واستكمال جميع الإجراءات القانونية وسداد الرسوم المقررة، بما يضمن حفظ حقوق الفنانين والجهات المنتجة، ويحقق مزيداً من التنظيم والشفافية في القطاع.
حماية القطاع الفني
وأكدت نقابة الفنانين العراقيين أن الإجراءات الجديدة تأتي ضمن خطة متكاملة لتطوير القطاع الفني، وحماية حقوق الفنان العراقي، وتعزيز التعاون مع المؤسسات الحكومية، بما يسهم في الارتقاء بالحركة الثقافية والإبداعية، وترسيخ بيئة عمل أكثر احترافية وتنظيماً، وفق الأطر القانونية المعتمدة.
The Iraqi Artists' Syndicate, headed by Jabbar Jodi, has issued a package of new measures to organize artistic work, by addressing the Media and Communications Authority with an official letter that includes regulations aimed at protecting the rights of Iraqi artists and enhancing compliance with the laws and regulations governing the profession, in a move aimed at re-regulating the artistic production market in the country.
Priority for Iraqis
The decisions came after meetings held by a specialized committee with the central council of the syndicate, resulting in the confirmation of prioritizing Iraqi artists in various artistic works, and not hiring artists or technicians from outside Iraq in specialties where local talents are available, thus supporting national competencies and enhancing their opportunities in the job market.
The syndicate also emphasized not involving anyone who has been issued a decision preventing them from practicing union work, as part of reinforcing adherence to the regulations and rules governing the profession.
Regulations for Foreign Participation
The syndicate has established clear mechanisms for the participation of Arab and foreign artists in Iraqi works, which include obtaining official approvals, registering contracts with the syndicate, completing all legal procedures, and paying the prescribed fees, ensuring the protection of the rights of artists and production entities, and achieving greater organization and transparency in the sector.
Protecting the Artistic Sector
The Iraqi Artists' Syndicate confirmed that the new measures are part of a comprehensive plan to develop the artistic sector, protect the rights of the Iraqi artist, and enhance cooperation with government institutions, contributing to the advancement of the cultural and creative movement, and establishing a more professional and organized work environment, in accordance with the approved legal frameworks.
