The Al-Sawari scheme (formerly Al-Badr), number (349/J/S), located in the Al-Sawari neighborhood of North Abhor, continues to suffer from a lack of basic services, in a scene described by its owners and residents as an unjust exception, despite its proximity to fully serviced urban areas.
The owners of the scheme conveyed their suffering through the newspaper "Okaz," demanding urgent intervention from the relevant authorities to end years of waiting, amid the absence of paving, lighting, and electricity, which has led to difficulties in accessing homes and hindered stability in them.
The residents clarified that the roads in the scheme are still without asphalt layers, while electricity is absent from the homes, and the roads are engulfed in darkness during nighttime, making the scheme an unwelcoming environment for residents and a barrier for those wishing to build their homes and settle there.
The suffering is not limited to the lack of services, as the vacant lands and pathways have turned into sites for the accumulation of excavation and fill debris, amidst calls for intensified field monitoring and the removal of waste that distorts the urban appearance and poses risks to the environment and public health.
Deferred Promises
Imad Moussa, Hassan Salem, and Abdullah Al-Qarni pointed out that the Jeddah Municipality had previously awarded a paving project to a contractor several years ago, but the implementation has not been realized. According to their statements, the justifications for the lack of budget are repeated, causing their hopes to be postponed year after year, without solutions to end their suffering.
The obstacles, according to the residents, intertwine between the service authorities; the provision of electricity is linked to the completion of paving works, while the implementation of paving is contingent upon budget availability, which has left the scheme stuck between service requirements and project delays. Mazen Mahmoud stated that the owners of the scheme have spared no effort in following up on their case through official channels, submitting reports and official transactions to the concerned authorities over the years, hoping to put an end to their suffering and move the stalled services file.
For his part, Ahmed Al-Zahrani explained that the registration of reports and administrative interaction have not reflected on the ground, pointing out that the conditions of the scheme are worsening day by day, despite its location within an urban area where services are available in the surrounding regions.
Abdul Mohsen Nasser, one of the residents of the scheme, confirmed that the residents' patience has run out after years of waiting and deferred promises, calling for urgent intervention to end the delay in paving, remove the fill and construction debris, and expedite the provision of electricity and lighting, ensuring that the scheme is prepared for housing and stability.
"The Municipality": The scheme is included in the paving plan
In the context of the right to respond, "Okaz" contacted the official spokesperson for the Jeddah Municipality, Mohammed Al-Buqami, who confirmed that the scheme (349) is included in the municipality's projects in the paving plan, explaining that the implementation is carried out according to the regulatory mechanism and the priorities followed.
