The recent decision by the Minister of Finance to amend Article 111 of the Executive Regulations of the Government Procurement and Competitions System stands out as a pivotal step. This amendment abolished the previous restriction on the percentage of the final payment; 10% for construction and 5% for other contracts, and allowed for the fragmentation of the payment and the disbursement of completed work as soon as the acceptance conditions are met, enhancing cash flows for establishments and protecting them from financial pressures.
