تضطلع وزارة الموارد البشرية والتنمية الاجتماعية بمسؤوليات واسعة؛ مثل: تنظيم سوق العمل، إدارة التوظيف في القطاعين الحكومي والخاص، وضع اللوائح العمالية، حل الخلافات، دعم برامج الرعاية والتأهيل، إضافة إلى كل ما يتعلق بالشؤون الاجتماعية.
هذه المهمات الكبرى وتنوعها تؤثر على فعالية البرامج وتبطئ العمليات، وربما تشتت تركيز القائمين على الوزارة وتخلق تعقيداً إدارياً.
في هذه العجالة وكمواطنة تساهم في خدمة وطنها؛ أطرح اقتراحاً أملي منه تخفيف العبء عن الوزارة، بمنح بعض مهامها لوزارات أخرى، وهي فكرة لتنظيم يُوجد حلاً مبتكراً لتعزيز الكفاءة الإدارية وديناميكية لتحسين الأداء في سوق العمل والتنمية الاجتماعية، ويقلل التعقيد، ويعزز التخصصية، ويسهم في تنمية شاملة تخدم المجتمع.
تتمحور هذه الفكرة وهذا التنظيم المبتكر في الأمور التالية:
أولاً: تحديد مهمات «وزارة التنمية البشرية» للعمالة الأجنبية والاستقدام فقط، وتوزيع مهماتها الأخرى إلى وزارات أخرى.
ثانياً: إنشاء أقسام توظيف في كل الوزارات تتولى التالي: الإعلان عن الوظائف عبر منصة إلكترونية موحدة لكل قطاع، وصياغة لوائح عمالية تتماشى مع طبيعة كل قطاع، وحل الخلافات العمالية عبر لجان مستقلة تابعة لكل وزارة.
ثالثاً: دمج برامج التنمية الاجتماعية مع وزارة التعليم، خصوصاً أنها تتقاطع مع أهداف التعليم في تمكين الأفراد، وهذا الدمج يحقق تكامل البرامج، ويقلل التكاليف الإدارية عبر توحيد الجهود.

The Ministry of Human Resources and Social Development has broad responsibilities, such as: organizing the labor market, managing employment in the public and private sectors, establishing labor regulations, resolving disputes, supporting care and rehabilitation programs, in addition to everything related to social affairs.
These major tasks and their diversity affect the effectiveness of programs and slow down processes, and may distract the focus of those in charge of the ministry, creating administrative complexity.
In this brief note, as a citizen contributing to the service of my country, I propose a suggestion that I hope will alleviate the burden on the ministry by delegating some of its tasks to other ministries. This idea aims to create an organization that provides an innovative solution to enhance administrative efficiency and dynamism to improve performance in the labor market and social development, reduces complexity, enhances specialization, and contributes to comprehensive development that serves the community.
This idea and this innovative organization revolve around the following points:
First: Defining the tasks of the "Ministry of Human Development" for foreign labor and recruitment only, and distributing its other tasks to other ministries.
Second: Establishing employment departments in all ministries that undertake the following: announcing job vacancies through a unified electronic platform for each sector, formulating labor regulations that align with the nature of each sector, and resolving labor disputes through independent committees affiliated with each ministry.
Third: Merging social development programs with the Ministry of Education, especially since they intersect with educational goals in empowering individuals. This merger achieves program integration and reduces administrative costs by unifying efforts.
