العدالة في توزيع المشرفين التربويين على المدارس لا يمكن أن تختصر في عدد المدارس التي توزع على كل مشرف، لأن لكل مدرسة واقعاً مختلفاً لا يمكن اختزاله في جدول توزيع، وإنما هي بيئة تعليمية كاملة لها ظروفها واحتياجاتها وقيادتها ومعلموها وطلابها ومستوى نواتج تعلمها وطبيعة التحديات التي تواجهها، ولذلك فإن التوزيع العادل لا يبدأ بالسؤال عن عدد المدارس التي يحملها المشرف في جدوله، وإنما يبدأ بقراءة المدرسة نفسها وما تحتاج إليه ومن يستطيع أن يعمل معها ويصنع فيها فرقاً يمكن قياسه ومشاهدته بعد مدة من العمل الحقيقي.
وضع مشرف دعم في مدرسة لعام كامل ثم نقله منها في العام التالي لا يعني مجرد تغيير اسم باسم داخل جدول التوزيع، وإنما قد يعني قطع مشروع بدأ يتشكل وإيقاف علاقة مهنية احتاج بناؤها إلى أشهر وإهدار معرفة تراكمت لدى المشرف عن المدرسة ومعلميها وطلابها ومشكلاتها ونقاط قوتها وضعفها، فالمشرف الذي قضى عاماً يقرأ نتائج الطلاب ويحلل المؤشرات ويعمل مع المعلمين ويضع الخطط ويتابع تنفيذها ويصحح مسارها لا يعود بعد كل ذلك مجرد مشرف يمكن استبداله بسهولة، وإنما يصبح جزءاً من ذاكرة المدرسة التطويرية ويملك معرفة بتفاصيلها لا يمكن نقلها كاملة في تقرير أو جدول أو محضر.
وكم من مشرف دخل مدرسة فوجد أمامه واقعاً يحتاج إلى عمل طويل، ثم بدأ مع إدارتها ومعلميها في بناء مشروع للتحول الرقمي وتقليل الورق وتحسين المتابعة وربط الإجراءات بالمؤشرات وتغيير بعض الممارسات التي استقرت لسنوات، وبعد أن تحركت الفكرة وبدأ الناس يتقبلونها وظهرت ملامحها الأولى جاء قرار نقله إلى مدرسة أخرى قبل أن يرى المشروع نهايته، وفي مثل هذه الحالة لا يكون النقل مجرد تغيير في توزيع المشرفين، وإنما يصبح قطعاً لمسار تطويري بدأ ينضج وإهداراً لخبرة تراكمت داخل المدرسة وإرباكاً لمشروع احتاج وقتاً طويلاً حتى يقف على قدميه، فالتطوير الذي يتغير رجاله في منتصف الطريق يفقد جزءاً من تراكمه ويستهلك وقتاً جديداً في إعادة البناء، بينما كان الأولى أن يكتمل المسار وتُقاس نتائجه ويُعرف أثره قبل الانتقال إلى تجربة أخرى.
التطوير في التعليم لا يشبه تبديل المقاعد في غرفة اجتماعات، لأن بناء الممارسة الجديدة يحتاج إلى وقت والثقة تحتاج إلى وقت وتغيير الثقافة المدرسية يحتاج إلى وقت وقياس أثر الخطط على نواتج التعلم يحتاج إلى وقت، ولذلك فإن الاستقرار المهني للمشرف في المدرسة التي يقود فيها مشروعاً تطويرياً لا يصح النظر إليه بوصفه رغبة شخصية للمشرف أو تمسكاً بمدرسة بعينها، وإنما باعتباره أحد شروط نجاح المشروع نفسه ما دام العمل يسير وفق مؤشرات واضحة وما دام الأثر يتقدم وما دامت المدرسة تتحرك في الاتجاه الذي نبحث عنه.
والأغرب أن نطالب المشرف بأن يكون قائد تغيير وصانع مبادرة ومحلل نتائج ومتابعاً لنواتج التعلم ومسانداً للقيادة المدرسية، ثم لا يكون رأيه المهني حاضراً بالقدر الكافي عند اتخاذ بعض القرارات التي تمس طبيعة عمله والبيئة التي سيعمل فيها، فصناعة خطة تطويرية عميقة تحتاج إلى قراءة طبيعة القيادة المدرسية ودرجة استعدادها للتغيير وحجم التوافق المهني الذي يمكن أن يتشكل بينها وبين المشرف، لأن تحميل المشرف مسؤولية النتائج لا يستقيم إذا لم تكن خبرته ورؤيته المهنية جزءاً من قراءة البيئة التي نطالبه بصناعة تلك النتائج داخلها.
وأنا لا أدعو إلى أن يختار المشرف المدرسة التي يريدها وفق رغبته، لأن العمل المؤسسي لا يقوم على الرغبات الشخصية ولا يمكن أن تدار منظومة كبيرة بهذه الطريقة، وإنما أدعو إلى أن يصبح رأي المشرف المهني جزءاً من معادلة التوزيع إلى جانب حاجة المدرسة ومؤشراتها ونتائجها وطبيعة قيادتها والمشروعات القائمة فيها، لأن العقول الإدارية ليست نسخة واحدة والقيادات المدرسية ليست على درجة واحدة من المرونة والاستعداد للتغيير، والمشرف مهما كانت خبرته وقدرته سيجد صعوبة في صناعة تحول حقيقي إذا اصطدمت أفكاره كل صباح بعقل يرى التطوير تهديداً للمألوف ويرى المبادرة عبئاً إضافياً ويرى النجاح في بقاء الأشياء كما كانت.
ولا يمكن كذلك أن نتحدث عن تمكين المشرف التربوي ومكانته المهنية، ثم يشعر في بعض بيئات العمل أن مساحة صوته أضيق من حجم المسؤوليات التي وضعت على كتفيه وأن قدرته على التواصل والمبادرة داخل بعض القنوات المهنية مقيدة بإجراءات تجعله متلقياً أكثر من كونه شريكاً، لأن المشرف الذي نريده قوياً في المدرسة يجب أن يشعر بقيمته داخل منظومته أولاً وأن يعرف أن رأيه يسمع وأن فكرته تناقش وأن ملاحظته تقرأ وأن المبادرة التي يقدمها تجد مساحة عادلة للنظر فيها، فالمكانة المهنية لا تصنعها المسميات المكتوبة في القرارات وإنما تصنعها الثقة التي يشعر بها الإنسان عندما يدرك أن عقله جزء من صناعة القرار وليس مجرد أداة لتنفيذه.
ولعل من أكثر الممارسات التي تحتاج إلى مراجعة جادة مسألة التواصل بين الميدان والقيادات الإدارية، لأن المشرف الذي يكتب لمسؤول عن مشكلة تواجهه أو يرفع ملاحظة يعتقد أنها تؤثر في جودة العمل لا يبحث عن اهتمام شخصي ولا يريد أن تفتح له الأبواب لأنه أفضل من غيره، وإنما يريد أن يشعر بأن الرسالة المهنية التي خرجت من الميدان وصلت إلى من يملك القدرة على معالجتها وأنها وجدت من يقرأها ويفهم أسبابها ويبحث عن حلها، وعدم الرد أو تأخر التفاعل مهما كانت أسبابه قد يصنع لدى العامل في الميدان شعوراً بأن صوته لا يصل وأن المسافة بينه وبين القيادة أطول مما يجب.
وأنا لا أفتش في نيات أحد ولا أملك الحق في تفسير سبب عدم الرد أو تأخره على أنه تعالٍ أو تجاهل متعمد، لأن الحكم على النيات ليس من الإنصاف ولا من المهنية في شيء، لكنني أتحدث عن أثر الممارسة كما يراها الموظف في الميدان عندما يكتب ولا يجد جواباً وعندما يطرح مشكلة ولا يعرف ماذا حدث لها وعندما يبحث عن نافذة للحوار فلا يجد المساحة التي كان يتوقعها، فالإدارة الحديثة لا تقاس بحجم الصلاحيات التي يملكها المسؤول وإنما تقاس كذلك بقدرته على تقليص المسافة بينه وبين العاملين معه وإشعارهم بأن أبواب المؤسسة لا ترتفع كلما ارتفع المنصب.
لدينا في وزارة التعليم مشروعات ضخمة وتحولات طموحة وأفكار قادرة على صناعة مدرسة سعودية مختلفة، لكن المشروع الكبير مهما بلغت جودة تصميمه قد يتعثر عندما يصل إلى عقل إداري لم يغادر أدوات الأمس بعد، لأن تحديث الأنظمة أسرع كثيراً من تحديث طريقة التفكير وتغيير اسم البرنامج أسهل كثيراً من تغيير الثقافة التي ستنفذه وإصدار التعليمات أسهل كثيراً من صناعة الإنسان الذي يفهم فلسفتها، ولذلك فإن المعركة الحقيقية للتطوير ليست في إنتاج المزيد من المشروعات وإنما في صناعة عقل إداري مرن يستطيع أن يفهم لماذا أطلقت هذه المشروعات وكيف يحولها من نصوص مكتوبة إلى ممارسة يراها الطالب داخل فصله.
العقول الإدارية التي ترفض التجديد لا يمكن أن تكون بوابة آمنة لمشروعات تريد صناعة المستقبل، ليس انتقاصاً من خبرة أحد ولا حكماً على جيل أو شخص بعينه وإنما لأن طبيعة المرحلة تغيرت وأدوات التعليم تغيرت ومفهوم الإشراف نفسه تغير، وما كان يصلح لإدارة مدرسة قبل سنوات قد لا يكفي لإدارة مدرسة اليوم وما كان مطلوباً من المشرف سابقاً لم يعد كافياً الآن، فالوزارة تتحرك باتجاه البيانات والمؤشرات والتمكين والتحول الرقمي وقياس الأثر، ومن غير المنطقي أن تتحرك الرؤية إلى الأمام بينما تبقى بعض أدوات التنفيذ مشدودة إلى الخلف.
العدالة التي أبحث عنها في توزيع المشرفين ليست مساواة رقمية تقول لكل مشرف العدد نفسه من المدارس ثم تغلق الجدول، وإنما عدالة تقرأ حاجة المدرسة قبل اسم المشرف وتقرأ خبرة المشرف قبل مكان توجيهه وتقرأ المشروع القائم قبل اتخاذ قرار نقله وتقرأ مستوى التوافق المهني قبل مطالبة الطرفين بنتائج مرتفعة، لأن الهدف ليس أن نقول في نهاية العام إن جميع المدارس لديها مشرفون وإنما أن نستطيع القول إن وجود هؤلاء المشرفين غيّر شيئاً حقيقياً في المدارس التي عملوا معها.
لا تنقلوا المشرف الذي بدأ مشروعاً ناجحاً قبل أن يقيس أثره ويكمل رحلته، ولا تضيقوا مساحة صوته ثم تطلبوا منه أن يكون قائداً للتغيير، ولا تعيدوا توزيع الطريق كل عام ثم تحاسبوه على عدم الوصول، فالتعليم لا يحتاج إلى حركة أسماء بقدر حاجته إلى استقرار يصنع التراكم وإلى قرار يقرأ الميدان قبل أن يعيد تشكيله وإلى إدارة تعرف أن المشرف الذي يفكر ويختلف ويقترح ليس عبئاً على المنظومة، وإنما هو أحد العقول التي يمكن أن تساعدها على الوصول إلى المدرسة التي نريدها.
The justice in distributing educational supervisors among schools cannot be reduced to the number of schools assigned to each supervisor, as each school has a different reality that cannot be summarized in a distribution table. Rather, it is a complete educational environment with its own circumstances, needs, leadership, teachers, students, learning outcomes, and the nature of the challenges it faces. Therefore, fair distribution does not begin with the question of how many schools a supervisor has on their schedule, but rather with understanding the school itself, what it needs, and who can work with it to make a measurable and observable difference after a period of real work.
Placing a support supervisor in a school for a full year and then transferring them the following year does not merely mean changing a name on a distribution table; it may mean cutting off a project that has begun to take shape and halting a professional relationship that took months to build, wasting the knowledge accumulated by the supervisor about the school, its teachers, students, problems, strengths, and weaknesses. A supervisor who has spent a year analyzing student results, working with teachers, developing plans, following up on their implementation, and correcting their course does not simply return to being a supervisor who can be easily replaced. Instead, they become part of the school's developmental memory and possess knowledge of its details that cannot be fully transferred in a report, table, or minutes.
How many supervisors have entered a school and found a reality that requires long-term work, then began with its administration and teachers to build a digital transformation project, reduce paperwork, improve follow-up, link procedures to indicators, and change some practices that had been established for years? After the idea gained traction and people began to accept it, and its initial features appeared, a decision was made to transfer them to another school before they could see the project reach its conclusion. In such cases, the transfer is not merely a change in the distribution of supervisors; it becomes a disruption of a developmental path that has begun to mature and a waste of experience accumulated within the school, creating confusion for a project that needed a long time to stand on its own. Development that changes its personnel midway loses part of its accumulation and consumes new time in rebuilding, while it would have been preferable for the path to be completed, its results measured, and its impact understood before moving on to another experience.
Development in education is not like changing seats in a meeting room, as building new practices requires time, trust requires time, changing school culture requires time, and measuring the impact of plans on learning outcomes requires time. Therefore, the professional stability of the supervisor in the school where they are leading a developmental project should not be viewed as a personal desire of the supervisor or an attachment to a particular school, but rather as one of the conditions for the success of the project itself, as long as the work is proceeding according to clear indicators, the impact is progressing, and the school is moving in the direction we seek.
It is even more strange to demand that the supervisor be a change leader, an initiative maker, a results analyst, a follower of learning outcomes, and a supporter of school leadership, while their professional opinion is not sufficiently present when making certain decisions that affect the nature of their work and the environment in which they will operate. Crafting a deep developmental plan requires understanding the nature of school leadership, its readiness for change, and the degree of professional alignment that can be formed between it and the supervisor. Holding the supervisor accountable for results does not hold if their experience and professional vision are not part of the understanding of the environment in which we ask them to produce those results.
I am not calling for supervisors to choose the school they want based on their preferences, as institutional work does not rely on personal desires, and a large system cannot be managed in this way. Rather, I call for the supervisor's professional opinion to become part of the distribution equation alongside the needs of the school, its indicators, results, the nature of its leadership, and the projects underway within it. This is because administrative minds are not a single copy, and school leadership is not equally flexible and ready for change. No matter how experienced and capable the supervisor is, they will find it difficult to create real transformation if their ideas collide every morning with a mindset that sees development as a threat to the status quo, views initiative as an additional burden, and sees success in keeping things as they were.
We also cannot talk about empowering educational supervisors and their professional status, then have them feel in some work environments that their voice is narrower than the responsibilities placed on their shoulders and that their ability to communicate and initiate within some professional channels is constrained by procedures that make them more of a recipient than a partner. The supervisor we want to be strong in the school must first feel their value within the system and know that their opinion is heard, their idea is discussed, their observation is read, and the initiative they present finds a fair space for consideration. Professional status is not created by the titles written in decisions but is built on the trust that a person feels when they realize that their mind is part of the decision-making process, not just a tool for its execution.
Perhaps one of the most practices that need serious review is the issue of communication between the field and administrative leadership. The supervisor who writes to a responsible person about a problem they are facing or raises a concern they believe affects the quality of work is not seeking personal attention or wanting doors to open for them because they are better than others; rather, they want to feel that the professional message that came from the field has reached someone who has the ability to address it and that it has found someone who reads it, understands its causes, and seeks a solution. The lack of response or delayed interaction, regardless of the reasons, can create in the field worker a feeling that their voice does not reach and that the distance between them and leadership is longer than it should be.
I do not search for anyone's intentions, nor do I have the right to interpret the reason for a lack of response or its delay as arrogance or deliberate neglect, as judging intentions is neither fair nor professional. However, I speak about the impact of practice as the employee in the field sees it when they write and receive no answer, when they raise an issue and do not know what happened to it, and when they seek a window for dialogue but do not find the space they expected. Modern management is not measured by the extent of the powers held by the responsible person but is also measured by their ability to reduce the distance between them and the workers with them and to make them feel that the doors of the institution do not rise as the position rises.
We have in the Ministry of Education massive projects, ambitious transformations, and ideas capable of creating a different Saudi school. However, a large project, no matter how well designed, may stumble when it reaches an administrative mind that has not moved beyond the tools of yesterday. This is because updating systems is much faster than updating ways of thinking, changing the name of a program is much easier than changing the culture that will implement it, and issuing instructions is much easier than creating a person who understands its philosophy. Therefore, the real battle for development is not in producing more projects but in creating a flexible administrative mind that can understand why these projects were launched and how to transform them from written texts into practices that students see in their classrooms.
Administrative minds that refuse renewal cannot be a safe gateway for projects that want to shape the future. This is not a diminishment of anyone's experience or a judgment on a generation or a specific person, but rather because the nature of the stage has changed, the tools of education have changed, and the concept of supervision itself has changed. What was suitable for managing a school years ago may not be sufficient for managing a school today, and what was required of the supervisor previously is no longer adequate now. The ministry is moving towards data, indicators, empowerment, digital transformation, and measuring impact, and it is illogical for the vision to move forward while some implementation tools remain tied to the past.
The justice I seek in distributing supervisors is not a numerical equality that assigns the same number of schools to each supervisor and then closes the table. Rather, it is a justice that considers the needs of the school before the name of the supervisor, reads the supervisor's experience before determining their assignment, considers the existing project before deciding to transfer them, and assesses the level of professional alignment before demanding high results from both parties. The goal is not to say at the end of the year that all schools have supervisors, but to be able to say that the presence of these supervisors has made a real difference in the schools they worked with.
Do not transfer the supervisor who has started a successful project before measuring its impact and completing its journey, and do not narrow their voice and then ask them to be a leader of change. Do not redistribute the path every year and then hold them accountable for not reaching the destination. Education does not need a movement of names as much as it needs stability that creates accumulation, a decision that reads the field before reshaping it, and management that understands that a supervisor who thinks, disagrees, and proposes is not a burden on the system but one of the minds that can help it reach the school we want.
