Driven by various motives that rely on diplomacy as a sufficient solution without a deterrent, and sometimes with malice towards the theory of the colonial gap, which has been applied in many models like the Kashmir nail between Pakistan and India, there is a reliance on approaches based on accommodating the Houthi militia as a solution for stability, to spare the blood of Yemenis, and to achieve a future in which all Yemenis participate.
Firstly, the Houthis practiced politics before they held power, starting from 1993 when Hussein al-Houthi represented the Al-Haq Party in Parliament. However, parliamentary representation and thus the idea of political participation did not appeal to him, leading him to shift to the "Believing Youth" movement four years after leaving Parliament. Of course, President Saleh attempted to play them against the Salafists at times and criticize them at others, claiming they wanted to restore the Imamate, for his own benefit and against it, but that is not our topic.
The important aspect of Hussein's departure from Parliament is that it demonstrated that political participation did not achieve their project. The battles between the Houthis and the authority in Saada continued since 2004, becoming more intense with each round, until the apple fell in 2010. They also entered through the door of misleading the parties into believing in their desire for political participation by participating in the National Dialogue Conference.
During their participation in the conference, they implied their active engagement, and their representatives received praise from international mediators and Western observers for presenting political visions and constructive civil proposals in the working groups, until the outcomes were contrary to their desires by the conference's approval of the federal state structure composed of six regions, which the Houthis rejected as it isolated Saada (their main stronghold) in the "Azal" region.
And since we are not talking about the British Labour Party here, when we discuss the Houthis' rejection of the conference outcomes, it does not mean protests or sit-ins; rather, it means they would take up arms and kill what they could not achieve through dialogue at the conference. It becomes clear how Western testimonies during the conference did not understand their ideology deeply enough, and everyone knows the subsequent scenario of the invasion of Amran and the rest of the provinces leading to the occupation of Sana'a in September 2014.
In the same month, they gave a new illusion that they were a political party by signing the "Agreement of Peace and Partnership" with the president and the parties, which stipulated that the Houthis would dismantle their camps surrounding the security facilities in the capital after appointing a Prime Minister. This matter did not exceed a truce for catching breath and redeployment, followed by the siege of President Hadi in January 2015 and then the dissolution of Parliament the following month. They established a "Revolutionary Committee" headed by "Mohammed bin Ali al-Houthi," and steps to marginalize opponents and allies continued, culminating in the assassination of President Saleh two years later.
Then came three external stations regardless of their motives, yet the militia's behavioral pattern did not change in them: the Stockholm Agreement in 2018, then the folly of the Biden administration removing the Houthis from the terrorism list, coinciding with a Houthi attack targeting civilians at Abha Airport, leading to the truce in 2022. None of the three stations indicated a difference in the pattern of dealing with partners in the homeland or neighboring countries.
This approach, which considers accommodating the Houthis as a way to integrate and change them, is characterized by gross simplification and is based on the notion that many capitals have dealt with the Houthis as a political party that can be tamed with incentives: removal from terrorism lists here, a humanitarian truce there, and an agreement that grants them a foothold in power in the hope that they will transform from a militia into a party that practices politics.
However, the record extending since the 1990s tells a different story. Every peaceful window opened for the militia became a respite for rearmament, followed by new bites at both opponents and allies alike, on a straight path towards singular rule. The fuel for this path is children who are driven to the front lines, financed by a trade based on Bashar al-Assad's captagon legacy, and the killing and targeting of civilians in Yemen and neighboring countries, along with sailors who have no guilt other than crossing the Red Sea.
