وصف هنري كيسينجر النظام الإيراني في أحد مقالاته بأنه يجمع بين نموذج الدولة ذات السيادة التي تستند إلى النظام العالمي وفي الوقت نفسه تنظّم وتدعم مجموعات مسلّحة تسعى للهيمنة الإقليمية وفق منطلقات أيديولوجية.
في لبنان، يعكس حزب الله هذا النموذج الإيراني. خلال عهد أمينه العام السابق حسن نصرالله، استطاع الأخير استمالة شرائح من اللبنانيين تتجاوز البيئة التقليدية للحزب من خلال خطاب تمركز حول قضية الاحتلال الإسرائيلي في جنوب لبنان والتهديدات الإسرائيلية. لكن ذلك لم يلغ الوظيفة الإقليمية للحزب وارتباط سلاحه بالمشروع الإيراني، وهو ما يتجلّى بوضوح أكبر في عهد أمينه العام الحالي نعيم قاسم سواء في تحديده وظيفة السلاح ودوره، أو في حديثه عن ارتباطه بإيران.
ومن نصرالله إلى قاسم لطالما شكّلت الدولة بالنسبة إلى حزب الله أداة لتأمين مصالحه ومشروعه. عمل حزب الله على السيطرة على مفاصل الدولة واستخدامها كأداة لتثبيت نفوذه الداخلي ليس فقط من خلال التعيينات في قطاعات عدة (كل الأحزاب اللبنانية تستند إلى المحاصصة وترى في الدولة وسيلة للخدمات)، بل في امتلاكه فائض قوة يتيح له رفع كلفة تطبيق القرارات التي تعارض مصالحه. من هنا، شكّل فائض القوة الذي يمتلكه الحزب غطاء لشبكة تتقاطع فيها مصالح المال والفساد والسلاح، فكانت المعادلة بسيطة: الدولة تؤمن الغطاء لاستمرارية السلاح والشبكات التي تخدمه، وأي قرار يهدد مصالح الحزب وشبكة نفوذه، تتحوّل الدولة إلى عدوّ يجب شيطنته ومحاربته.
هنا، يستخدم الحزب خطاب المظلومية و«الاستهداف الوجودي» لتحويل النقاش من مساءلة الخيارات السياسية والعسكرية إلى الحق في الدفاع عن الوجود والجماعة.
ما دور رئيس الحكومة اللبنانية نواف سلام؟ يمثّل نموذج نواف سلام معضلة لنموذج حزب الله. فهو لم يكتف بسياسة الاستهلاك الإعلامي في خطابات حصرية السلاح بيد الدولة كما جرت العادة عند رؤساء الحكومات والمسؤولين، وهو ما استطاع الحزب التعايش معه ما دام أنه غير مقرون بآليات تنفيذية. من هنا، فإن المعضلة التي يمثلها سلام هي الانتقال من الخطاب حول حصرية السلاح إلى مستوى القرار التنفيذي (قرار الحكومة في ٢ آذار/مارس حظر الأنشطة العسكرية). غير أنه، رغم أهمية ما قام به، فإن ثمّة مساحة لا يزال حزب الله وكل المنظومة يتحركون من خلالها، وهي لا تتعلّق فقط بقدرة الجيش على تنفيذ القرار تحت عنوان الخوف من الحرب الأهلية، بل بحضور الدولة نفسها في وعي الناس.
من هنا، يشكّل فائض القوة نصف المعادلة، أما نصفها الآخر، فهو الشرعية. في مقالة له بعنوان «هل انتصرت إيران على دول الخليج»، تحدث ممدوح المهيني، مدير عام شبكة العربية والحدث، عن ثنائية فائض القوة والشرعية، معتبراً أن النظام الإيراني يعاني من أزمة الشرعية السياسية الداخلية. في المقابل، يرى المهيني أنه على الرغم من الاعتداءات عليها، استطاعت دول الخليج الحفاظ على تماسكها الداخلي فازداد التفاف الناس حول قياداتها.
في لبنان، يبقى السؤال الأساسي: هل تحضر الدولة في وعي اللبنانيين بوصفها المرجعية القادرة على حمايتهم؟ هذا هو الاختبار الذي يواجه نواف سلام ومعه العهد الحالي. هي مهمّة صعبة لكنها ليست مستحيلة، وقد تبدأ بخطوات بسيطة من تعيينات إدارية لا تخضع لابتزاز الأحزاب وصولاً إلى المحاسبة. عندها، لن ترى بيئة الحزب في السلاح ضرورة وجودية، ولن يجد اللبنانيون في العائلة والزعامة والطائفة شبكات حماية بديلة. عندها فقط، يصبح اللبنانيون مواطنين، لا «مكوّنات طائفية» كما يتمّ تعريفهم اليوم.
Henry Kissinger described the Iranian system in one of his articles as a combination of a sovereign state model based on the global system while simultaneously organizing and supporting armed groups seeking regional dominance based on ideological premises.
In Lebanon, Hezbollah reflects this Iranian model. During the tenure of its former Secretary-General Hassan Nasrallah, he was able to attract segments of the Lebanese population beyond the party's traditional base through a discourse centered around the issue of Israeli occupation in southern Lebanon and Israeli threats. However, this did not negate the regional function of the party and the connection of its weapons to the Iranian project, which is more clearly manifested during the tenure of its current Secretary-General Naim Qassem, whether in defining the function and role of the weapons or in his discussions about their connection to Iran.
From Nasrallah to Qassem, the state has always represented a tool for Hezbollah to secure its interests and project. Hezbollah has worked to control the levers of the state and use it as a tool to consolidate its internal influence not only through appointments in various sectors (all Lebanese parties rely on sectarian quotas and see the state as a means for services) but also by possessing a surplus of power that allows it to raise the cost of implementing decisions that oppose its interests. Hence, the surplus of power that the party possesses has provided cover for a network where the interests of money, corruption, and arms intersect, making the equation simple: the state provides cover for the continuity of the weapons and the networks that serve them, and any decision that threatens the party's interests and network of influence turns the state into an enemy that must be demonized and fought.
Here, the party uses the discourse of victimhood and "existential targeting" to shift the discussion from questioning political and military options to the right to defend existence and the community.
What is the role of Lebanese Prime Minister Nawaf Salam? The model of Nawaf Salam represents a dilemma for Hezbollah's model. He has not limited himself to the media consumption policy in exclusive speeches about the arms being in the hands of the state, as is customary among prime ministers and officials, which the party has been able to coexist with as long as it is not accompanied by executive mechanisms. Thus, the dilemma represented by Salam is the transition from the discourse about the exclusivity of arms to the level of executive decision (the government's decision on March 2 to prohibit military activities). However, despite the importance of what he has done, there remains a space through which Hezbollah and the entire system still operate, which is not only related to the army's ability to implement the decision under the pretext of fear of civil war but also to the presence of the state itself in the people's consciousness.
From here, the surplus of power constitutes half of the equation, while the other half is legitimacy. In an article titled "Has Iran Defeated the Gulf States," Mamdouh Al-Muhaini, General Director of Al-Arabiya and Al-Hadath networks, discussed the duality of surplus power and legitimacy, considering that the Iranian regime suffers from a crisis of internal political legitimacy. In contrast, Al-Muhaini believes that despite the attacks against them, Gulf states have managed to maintain their internal cohesion, leading to an increased rallying of people around their leadership.
In Lebanon, the fundamental question remains: Does the state exist in the consciousness of the Lebanese as the reference capable of protecting them? This is the test facing Nawaf Salam and the current presidency. It is a difficult task but not impossible, and it may begin with simple steps of administrative appointments that are not subject to party blackmail, leading to accountability. Only then will the party's environment no longer see weapons as an existential necessity, and the Lebanese will not find in family, leadership, and sect alternative protective networks. Only then do the Lebanese become citizens, not "sectarian components" as they are defined today.
