لمّا كان من العصيّ الإحاطة المستوفية بكلّ ما جاء من مضامين سامية طيَّ «الخطاب الملكي»؛ الذي ألقاه سمو ولي العهد الأمين، نيابةً عن خادم الحرمين الشريفين، حفظهما الله، في مفتتح أعمال السنة الثالثة من الدورة التاسعة لمجلس الشّورى، وكأنه قد حقّق المثل العربي السيّار «كل الصيد في جوف الفَرا»، أصدق تحقيق؛ ولذا فلا سبيل أمام أيّ متناول لهذا الخطاب سوى الأخذ خطفاً، والنّظر العام، والإشراق بومضات بارقات، تعطي لمحاً، وتتشرف سناً بالتعليق على محتوى هذا الخطاب الجامع، وذلك كفاء ما حمله في مجمله من مضامين سامية، أكدت على تعزيز كفاءة أجهزة الدولة، وضمان الاستخدام الأمثل لمواردها، بما يضمن استدامتها، وتحقيق المكتسبات الوطنية للأجيال القادمة.
وهو قول لا يرسل في لحظة انفعال عاطفي، بل على التحقيق، بما تؤكّده الشواهد الماثلة، وتضبطه المؤشرات، وتنبئ عنه الأرقام المبذولة بكل شفافية وحياد.
تكفي من ذلك الإشارة الوضيئة في الخطاب، حيث قال سموه «عشر سنوات حافلة من رؤية 2030، حقّقت فيها مؤشرات الأداء لبرامج وإستراتيجيات الرؤية (93%) من مستهدفاتها، بفضل الله؛ ثم أداء وكفاءة المواطنين والمواطنات الذين كانوا أصل كل نجاح.. سجلت الصادرات غير النفطية نمواً بنسبة (155%) مقارنة بعام 2016م، في انعكاس لتنامي حضور منتجات هذا القطاع، وارتفعت مساهمة القطاع الخاص في الاقتصاد إلى (51%)، وأثبتت منظومة النقل والخدمات اللوجستية قدرتها على التعامل مع المتغيّرات في سلاسل الإمداد، والمحافظة على انسيابية حركة السلع والخدمات».
إن في هذه الإشارة ما يغني اللبيب، ويطمئن المواطن -فوق ما هو مطمئن- إلى رشد هذه القيادة، وسلامة أدائها المنضبط نحو تحقيق الغايات، وبلوغ الآفاق التي تتغياها «الرؤية»، وتتطلّع إليها.
وإني منفلت منها إلى إشارة عميقة، ظلت مصدر اهتمامي وتركيزي في العديد من المقالات التي بثثتها في هذه الزاوية، والمتعلقة بتركيز «الرؤية» على المواطن من خلال منظومة «جودة الحياة»، والاهتمام بصحته، بجانب إيلاء التعليم الاهتمام والنصيب الأوفر، لقناعتي أن استشعار المواطن بالأمان في حياته، والطمأنينة والرفاهية في عيشه، كفيلان بدفعه نحو بذل أقصى ما يمتلك من طاقة من أجل رفعة وطنه، وسمو شأنه، وهو ما يعمّق مفهوم الوطنية، ويزيد من لُحمتها ويرسّخ مفاهيم الولاء للقيادة، والارتباط بها، والذّود عنها وعن حمى الوطن..
أما فيما يتصل بالتعليم فلا شكّ أن أيّ دولة لن تبلغ ما تصبو إليه من رفعة وشأوٍ منيف، ما لم تستند إلى منظومة تعليمية ذات أهداف واضحة، وإستراتيجيات جلية، آخذة بكل أسباب التطور، وعاملة بكل محركات التعليم الحديث، المفضي إلى التطور المطلوب، والمواكبة التي تضع المملكة حيث ينبغي في مصاف الدول المتقدمة، بغض النظر عن التصنيفات الكلاسيكية المتوارثة.
وهو عين ما فعلته المملكة منذ انبلاج فجر «الرؤية»، وكان من ثمرة ذلك النجاحات الكبيرة التي حققها قطاع التعليم في المحافل الكبرى، ومواكبته لمتطلبات سوق العمل، اتساقاً مع إقرار نظام التعليم العام، الذي جاء لتحقيق طموحات ترفع جودة التعليم إلى مرتبة متقدمة عالمياً، بما يعكس نهج المملكة الراسخ في جعل جودة التعليم والتدريب أولوية وطنية، وركيزة أساسية لتحقيق مستهدفات «الرؤية»، وهو ما أفصح عنه الخطاب الملكي بقول سمو ولي العهد الأمين «إن الهدف الأساس لكل ما تقوم به الدولة، هو رفعة الوطن وازدهاره وتحسين جودة الحياة فيه، ويتصدر قطاعا التعليم والصحة اهتمامنا المستمر، ولهما الأولوية في ميزانية الدولة، وجاء قرار نظام التعليم العام ليحقق طموحات ترفع جودة التعليم إلى مرتبة متقدمة عالمياً، ويقطع التحول الصحي أشواطاً متسارعة، لتكون الخدمة الصحية في أعلى درجاتها ومتوفرة بتغطية شاملة للمواطنين».
إن هذا التوجّه السديد لمنظومة التعليم، يضعها بلا شك في المسار الذي يضمن لها مستقبلاً مشرقاً وواعداً بالخير، وثمرة ذلك يمكن أن نقرأها في مرآة المجالات التي تقدمت فيها المملكة وحققت الريادة العالمية، فقد حمل الخطاب الملكي البشارة في ذلك بالقول «إن المملكة تتقدّم عالمياً في الكثير من المؤشرات؛ منها المرتبة الأولى في مؤشر الجاهزية الرقمية، ومؤشر تنمية الاتصالات والتقنية ومؤشر الأمن السيبراني، والمرتبة الثانية في مؤشر نضج الحكومات الرقمية، كما دخلت قائمة الدول العشر الأكبر جاذبية للاستثمار التعديني».
كل هذه المساقات التي أحرزت المملكة فيها التقدم وحازت قصب السبق عالمياً ثمرات يانعات من قطاف «الرؤية»، وهي تمضي بالوطن إلى مراقٍ سامقة وعالية، في خطوات متسارعة، ما إن تبلغ هدفاً حتى تجعل نجاحاته مرتكزاً وقاعدة لانطلاق جديد، ودالة ذلك قول ولي العهد، محمد الخير «لقد أسمينا عام 2026م بعام «الذكاء الاصطناعي» تأكيداً لحرصنا على أن تكون المملكة رائدةً عالمياً، في تطوير التطبيقات وحلول الذكاء الاصطناعي، واستثمارها لزيادة الإنتاجية وتحسين جودة الخدمات وتدريب الكفاءات السعودية».
إن لهذه التسمية دلالتها المهمة، وتوقعاتها الإيجابية، فنحن أمام انطلاقة جديدة، وتوجّه تقني باذخ، يضع المنظومة التعليمية في كل مراحلها أمام تحديات كبيرة، للإيفاء بمتطلبات التقدم، وتحقيق أقصى ما يمكن لتحريك عقول الناشئة من أبناء وبنات الوطن للابتكار والمواكبة، مستذكرين في كل لحظة هذه الكلمات المضيئات التي صدح بها ولي العهد في الخطاب الملكي
«نعمل على الاستثمار في رأس المال البشري، بما يسهم في تعظيم فرص دخول المواطنين إلى سوق العمل، ويتيح لهم المنافسة والتميز في جميع المجالات، ليكونوا القوة المحركة للتنمية».
يقول الخطاب الملكي الكريم باختصار إن السعودية لا تتعامل مع المستقبل باعتباره مجهولاً تنتظره، بل باعتباره مجالاً تصنع أدواته اليوم بما يتوافق مع رؤية القيادة السعودية الطموحة نحو جعل المملكة قوة عالمية متكاملة ومؤثرة.
وآخر دعواهم أن الحمد لله رب العالمين.
Since it is difficult to comprehensively encompass all the noble meanings contained in the "Royal Address" delivered by His Royal Highness the Crown Prince, on behalf of the Custodian of the Two Holy Mosques, may Allah protect them, at the opening of the third year of the ninth session of the Shura Council, it seems to have truly realized the Arabic proverb "All the catch is in the belly of the fish," in the most authentic way. Therefore, there is no way for anyone addressing this speech other than to take brief notes, observe generally, and shine with brilliant flashes that provide glimpses and honor the content of this comprehensive speech, which carries noble meanings that emphasize enhancing the efficiency of state apparatuses and ensuring the optimal use of its resources, thus guaranteeing sustainability and achieving national gains for future generations.
This statement is not made in a moment of emotional excitement, but rather is confirmed by the evident evidence, regulated by indicators, and indicated by the numbers presented with full transparency and neutrality.
A bright reference in the speech suffices, where His Royal Highness stated, "Ten years full of Vision 2030, during which the performance indicators for the programs and strategies of the vision achieved (93%) of their targets, thanks to Allah; then the performance and efficiency of citizens who were the essence of every success... Non-oil exports recorded a growth rate of (155%) compared to 2016, reflecting the growing presence of products from this sector, and the contribution of the private sector to the economy rose to (51%). The transportation and logistics system proved its ability to deal with changes in supply chains and maintain the smooth flow of goods and services."
In this reference, there is enough to reassure the citizen—beyond what is already reassuring—about the wisdom of this leadership and the soundness of its disciplined performance towards achieving goals and reaching the horizons aspired to by the "vision."
I am drawn to a profound reference that has remained a source of my interest and focus in many articles I have published in this column, related to the focus of the "vision" on the citizen through the "Quality of Life" system, and the concern for his health, alongside giving education the utmost attention, as I believe that the citizen's feeling of safety in his life, along with tranquility and well-being in his living conditions, is sufficient to motivate him to exert his utmost energy for the elevation of his homeland and the exaltation of its status, which deepens the concept of nationalism, increases its cohesion, and solidifies the concepts of loyalty to the leadership, connection to it, and defending it and the homeland.
As for education, there is no doubt that no country will achieve what it aspires to in terms of elevation and lofty status unless it relies on an educational system with clear objectives and evident strategies, taking all means of development into account and working with all modern educational drivers that lead to the required advancement and alignment that places the Kingdom where it should be among developed countries, regardless of inherited classical classifications.
This is exactly what the Kingdom has done since the dawn of the "vision," and as a result, it has achieved significant successes in the education sector in major forums, keeping pace with the labor market requirements, in line with the approval of the general education system, which came to realize ambitions that elevate the quality of education to a globally advanced level, reflecting the Kingdom's firm approach to making quality education and training a national priority and a fundamental pillar for achieving the targets of the "vision." This was articulated in the royal speech by His Royal Highness the Crown Prince, stating, "The primary goal of everything the state does is the elevation and prosperity of the homeland and improving the quality of life within it. The education and health sectors are our ongoing focus, and they have priority in the state budget. The decision regarding the general education system aims to realize ambitions that elevate the quality of education to a globally advanced level, and the health transformation is making rapid strides to ensure that health services are at their highest levels and available with comprehensive coverage for citizens."
This sound direction for the education system undoubtedly places it on a path that guarantees a bright and promising future, and we can read the fruits of that in the mirror of the fields in which the Kingdom has advanced and achieved global leadership. The royal speech carried the good news in stating, "The Kingdom is advancing globally in many indicators; it ranks first in the digital readiness index, the communications and technology development index, and the cybersecurity index, and second in the digital government maturity index. It has also entered the list of the ten most attractive countries for mining investment."
All these areas in which the Kingdom has made progress and gained global leadership are ripe fruits from the harvest of the "vision," as it moves the homeland to lofty and high peaks, in rapid steps, achieving one goal and making its successes a foundation and a base for a new launch. This is evidenced by the words of the Crown Prince, Mohammed the Good, "We have named the year 2026 as the 'Year of Artificial Intelligence' to affirm our commitment to making the Kingdom a global leader in developing applications and solutions for artificial intelligence, investing in it to increase productivity, improve service quality, and train Saudi talents."
This designation carries significant implications and positive expectations, as we are on the brink of a new launch and an extravagant technological direction that places the educational system at all its stages before great challenges to meet the requirements of progress and achieve the utmost possible to stimulate the minds of the youth of the nation to innovate and keep pace, always recalling these illuminating words spoken by the Crown Prince in the royal address.
"We are working to invest in human capital, which contributes to maximizing opportunities for citizens to enter the labor market, allowing them to compete and excel in all fields, making them the driving force for development."
The royal address succinctly states that Saudi Arabia does not view the future as an unknown to be awaited, but rather as a field where its tools are being crafted today in line with the ambitious vision of Saudi leadership to make the Kingdom a comprehensive and influential global power.
And their last call is, praise be to Allah, Lord of the worlds.
