إيران ضعيفة كما تظهر الأرقام الاقتصادية، وما تكبدته خلال الحروب والعقوبات والحصار، وإيران قوية لأنها تخرج من كل جولة مفاوضات غير ناجحة لتتوعد وترعد وتزبد وتؤكد أن الوقت لا يهمها، وأن سلتها الغذائية مليئة بمؤن من العزة والكرامة والرصيد الحضاري.
ما يبدو تناقضاً هنا يحتاج تفكيكاً على مستوى ثلاث طبقات، الأولى ارتكاز إيران على أن مصلحة الصين وروسيا في بقائها كدولة مصد، ولكل منهما مصالحه المفصلة تحت هذا العنوان، ووجبتهما المختلفة على نفس الطاولة، أولاً كلاهما يجمعهما مصلحة في دور إيران المزعج للغرب، وبالتالي مصلحة في الدور الوظيفي لا الحليف الذي تضحي بمصالحك من أجله.
لكن الفروق الجوهرية تكمن في أن الصين تستورد جل النفط الإيراني وتتأثر بإغلاق مضيق هرمز، وأي خلل في نظام الحكم يؤثر إستراتيجياً على طريق الحرير، مع ضرورة التذكير أن نسبة إيران من مشتريات إيران النفطية قليلة، أما في الزاوية الأخرى فروسيا دولة منتجة للنفط، وخروج أي مُنتج من السوق وبالتالي شح في الصادرات فذاك خبر سار للكرملين، خاصة إذا ترافق مع لمسة عطف أمريكية برفع العقوبات عن الصادرات النفطية الروسية للحفاظ على استقرار السوق، كما حدث بداية الحرب.
لكن كلتا الدولتين تحتاجان إيران ضعيفة، فلافروف ذكر مراراً خلال المفاوضات السابقة مع إدارة أوباما، خشيته من أن إيران بمجرد أن تعطى بطاقة عضوية النادي الدولي بمباركة من البيت الأبيض، فلن تعود بذات الود مع موسكو، ومن ذلك يفهم كذلك إرجاء تسليم طهران للدفاعات الجوية S300.
وبالتالي تعرف إيران أن موسكو وبكين تشتريان مناكفة الغرب وإشغاله عن تايوان وأوكرانيا، وتبيع من أجل ذلك موقعها الجيوسياسي، في مقابل تجنب ضغوط من دولتين كبيرتين، وبطبيعية الحال تجنب أي قرارات أممية ستُمنع بالفيتو، وبالتالي فالوضع الذي تستند إليه إيران، هو مثالي للصين كنفط رخيص ولروسيا كدولة خارج السوق بقدرتها الكاملة.
نأتي للمستوى الثاني، وهو الجمهور الداخلي وما مدى ثقة النظام الإيراني الذي وصل بانقلاب ألا يحدث عليه انقلاب، بالإضافة إلى عدم وجود دعوات انفصالية بشكل إثني، وإنما كانت الاحتجاجات في السنوات الأخيرة تتحرك بدوافع اقتصادية ومطالبات بالحرية ونزع الحجاب، إلا أنها تدرك كذلك أن الورقة الأهم للإسرائيلي وهي الأكراد والذين سُلحوا بالفعل، هي ملف حساس جداً لجل دول المنطقة وخاصة تركيا.
ولأنقرة سوابق في التدخل براً في سوريا في فترة بشار الأسد لتجنب أي مشاريع كردية في المنطقة، ويدرك الأكراد أيضاً أن الاعتراف بكردستان العراق من قبل إسرائيل في 2017 لم يساوِ الحبر الذي كتب به.
وبالتالي الفيتو التركي والصواريخ الإيرانية هي استخدام إعلامي وردع يتجاوز الأكراد لغيرهم، فالملفات الإثنية للبلوش والآذريين توقظ شياطين نائمة لباكستان وأذربيجان تباعاً، ولا أحد يريد إيقاظها خشية من تأثير الدومينو، لكن يظل ذلك هاجساً يتسلل من بين خطابات القيادات الإيرانية وبين سطور الخطاب الأخير للمرشد أو الذي كُتب عن المرشد.
وبالحديث عن الداخل يجب التقاط العبارة المشتركة بين عراقجي وقاليباف في المقابلات الأخيرة، حيث تحدث كل منهما عن فكرة ألا أمان لأحد في الإقليم ما لم نكن آمنين، ولا تصدير لنفط أحد إن لم نكن من المصدرين، وهي ما يمكن تسميته مشاركة الألم.
ويجب الوقوف هنا عند نقطة منهجية وهي أن خطاب الشخصين المتطابق لا يعني أنهما يتوجهان لجمهور مختلف، فرئيس مجلس الشورى ذو الخلفية الأمنية في الحرس الثوري ووزارة الداخلية، يستدعي كربلائيات الألم والصبر، وبالتالي تحويل فشل الحكم الذي أدى لأزمات معيشية خرجت على إثرها مظاهرات يناير، إلى ثمن للصمود، وبالتالي شد العصب الداخلي وكذلك البطون الجائعة، وأن يلقم كل فم جائع حجراً فهو اعتراض هو دليل عمالة مع العدوان، ولا صوت فوق صوت المعركة.
أما عراقجي فيدرك، وهو من شارك كمفاوض رئيسي في اتفاق 2015، أن أكبر خسائر إيران اليوم هو غياب المفاوض الأوروبي الداعم له، وما خروج الترويكا الأوروبية (بريطانيا وفرنسا وألمانيا) من اتفاقية رفع الزناد رغم الأوضاع الاقتصادية، إلا مؤشر لغياب الثقة بين الطرفين، ونفاد صبر الأوروبيين من أن يبقوا في صورة الحمقى الذين يراهنون أن نظام الحرس الثوري سيصبح نظاماً طبيعياً.
وبالتالي فمشاركة الألم مع دول الخليج والأردن هو تحرك مدفوع بعدة أمور، أولاها رفض العدوى الضاغطة على الشعب الإيراني من النموذج التنموي الخليجي، خاصة النموذج السعودي بعد الرؤية، فقد مثل النموذج السعودي في التحول والتطور قوة ناعمة مؤلمة لصناع القرار في طهران، كيف لا وهم يشاهدون دولة جارة كبيرة يرى فيها الشاب الإيراني كل ما يتمناه من حياة طبيعية، لا تنقص بلاده شيء من الموارد إلا استخراجها من أحشاء الاقتصاد الموازي للحرس الثوري.
لكن المحرك الأهم لمشاركة الألم، هي السعي لدفع دول الخليج لتتحول لأداة ضاغطة على الرئيس ترمب لإيقاف الحرب، هذا المنهج يشمل عاملين مهمين أيضاً، تحويل الخصم من ثنائي إلى متعدد عبر توسيع الألم ليصيب الهند واليابان والصين فتزيد أدوات الضغط على واشنطن، لكنه أيضاً دلالة ضعف عسكري واقتصادي وجرعة أولى من سم، وبالتالي هي مراهنة على أن يصرخ أحد ممن شاركتهم الألم قبل أن تصل شفير الانتحار.
Iran is weak as the economic figures show, suffering from wars, sanctions, and blockades, yet Iran is strong because it emerges from every unsuccessful round of negotiations vowing and threatening, asserting that time does not concern it, and that its food basket is filled with provisions of pride, dignity, and cultural capital.
What seems contradictory here requires unpacking at three levels. The first is Iran's reliance on the interests of China and Russia in its survival as an exporting state, each with its own detailed interests under this title, and their different agendas at the same table. Firstly, both share an interest in Iran's disruptive role against the West, and thus have a vested interest in a functional role rather than an ally for whom you sacrifice your interests.
However, the fundamental differences lie in the fact that China imports most of Iran's oil and is affected by the closure of the Strait of Hormuz, and any disruption in the ruling system strategically impacts the Silk Road. It is important to remember that Iran's share of oil purchases is small. On the other hand, Russia is an oil-producing country, and the exit of any producer from the market, leading to a shortage in exports, is good news for the Kremlin, especially if accompanied by a gesture of American kindness by lifting sanctions on Russian oil exports to maintain market stability, as happened at the beginning of the war.
Yet both countries need a weak Iran. Lavrov repeatedly mentioned during previous negotiations with the Obama administration his fear that once Iran is granted a membership card to the international club with the blessing of the White House, it would no longer be as friendly with Moscow. This also explains the delay in delivering the S300 air defense systems to Tehran.
Thus, Iran knows that Moscow and Beijing buy time to annoy the West and distract it from Taiwan and Ukraine, selling its geopolitical position in exchange for avoiding pressure from two major powers, and naturally avoiding any UN decisions that would be blocked by veto. Therefore, the situation that Iran relies on is ideal for China as cheap oil and for Russia as a country outside the market with its full capacity.
Now we come to the second level, which is the internal audience and how confident the Iranian regime is that it will not face an internal coup, in addition to the absence of ethnic separatist calls. Rather, protests in recent years have been driven by economic motives and demands for freedom and the removal of the hijab, yet they also realize that the most important card for Israel is the Kurds, who have indeed been armed, and this is a very sensitive issue for most countries in the region, especially Turkey.
Turkey has precedents for ground intervention in Syria during Bashar al-Assad's period to avoid any Kurdish projects in the region, and the Kurds also understand that Israel's recognition of Iraqi Kurdistan in 2017 was worth no more than the ink it was written with.
Thus, the Turkish veto and Iranian missiles serve as media tools and deterrents that extend beyond the Kurds to others. The ethnic issues of the Baluch and Azerbaijanis awaken dormant demons for Pakistan and Azerbaijan respectively, and no one wants to awaken them for fear of a domino effect. However, this remains a concern that seeps through the speeches of Iranian leaders and between the lines of the last speech by the Supreme Leader or what has been written about him.
Speaking of the internal situation, it is important to capture the common phrase between Araqchi and Qalibaf in their recent interviews, where each spoke about the idea that there is no security for anyone in the region unless we are secure, and no one can export oil unless we are among the exporters, which can be termed as sharing the pain.
It is essential to pause here at a methodological point: the identical discourse of the two individuals does not mean they are addressing different audiences. The Speaker of the Islamic Consultative Assembly, with a security background in the Revolutionary Guard and the Ministry of Interior, invokes the Karbala narratives of pain and patience, thus transforming the failure of governance that led to living crises, which resulted in the January protests, into a price for resilience. This tightens the internal nerves and the hungry bellies, and to stuff every hungry mouth with a stone is an objection that serves as evidence of collaboration with the aggression, and no voice is louder than the voice of battle.
As for Araqchi, who participated as the chief negotiator in the 2015 agreement, he realizes that Iran's greatest loss today is the absence of a supportive European negotiator. The exit of the European troika (Britain, France, and Germany) from the trigger-lifting agreement despite the economic conditions is merely an indicator of the lack of trust between the two sides, and the Europeans' dwindling patience in remaining in the image of fools betting that the Revolutionary Guard's regime will become a normal regime.
Therefore, sharing the pain with the Gulf states and Jordan is driven by several factors, the first of which is rejecting the pressing contagion on the Iranian people from the Gulf developmental model, especially the Saudi model after the vision. The Saudi model of transformation and development has represented a painful soft power for decision-makers in Tehran, especially as they watch a large neighboring country where the Iranian youth see everything they wish for in a normal life, lacking nothing in resources except extracting them from the bowels of the Revolutionary Guard's parallel economy.
However, the most important driver for sharing the pain is the effort to push the Gulf states to become a pressure tool on President Trump to stop the war. This approach also includes two important factors: transforming the adversary from a dual to a multiple one by expanding the pain to affect India, Japan, and China, thus increasing the pressure tools on Washington. However, it also indicates military and economic weakness and serves as a first dose of poison, thus betting that someone among those who shared the pain will scream before reaching the brink of suicide.
