قطار التنمية يواصل الرحلة، وفي كل محطة يتوقف بها ينجز البرامج والإستراتيجيات في الكيانات والمواقع المستهدفة بكل إتقان واحترافية، وما زالت هناك محطة تتخلف عن المسار بمسيريها وثلة من قاطنيها، يركضون لتصدر المشهد، بطرق وأساليب مختلفة، تابعون ومنتفعون، كدادة قروبات وفرادى، شاشات وبرامج ساحات، مساحات وقطيع يعيشون خارج التغطية.
ينثرون نفس الفكر، وبنفس الأدوات يمارسون الشطحات، يتسامرون على «شاهي الجمر»، كلٌ يدلي بدلوه، يتفقون يختلفون، وبميولهم يتخبطون، يقلبون أوراق الملفات، يتناقشون، يسنون اللوائح والأنظمة، ويصدرون أحكاماً وقرارات متناقضة، متضاربة، يجيشون خلفهم ظواهر صوتية، بين مناصرين ومخالفين.
المهم لا نجحد تعبهم واجتهادهم، على ندرة علمهم وكثرة جهلهم، يصيبون ويخطئون، والكل مغصوب على هضم تخبطاتهم وعبثهم.
الأدهى أنهم ما زالوا مسنترين، بكل ثقة يتحركون ويتبادلون الأدوار، ومن المستحيل أن يقف القطار عند هكذا تخلف وجهل، لذلك نحتاج إلى إعادة فرمته وهيكلة شاملة تواكب العصر، وتتوافق مع المرحلة، وتحقق المستهدفات، خاصة وأن الدعم المادي واللوجستي لا محدود، والإمكانات المسخرة تحقق المستحيل، ويبقى أن ننهض بالفكر، ونتزود بالقدرات ونستعين بالكوادر المتخصصة، والسواعد المستنيرة لنحصد ثمار المستقبل بكل اقتدار.
الموسم انطلق، وليكن موسماً للتغيير والتجديد، والاستفادة من الأخطاء، وتعديل مسار كل اللجان المرتبطة والكيانات ذات العلاقة، وتصحيح اللوائح والأنظمة، ووضع الرجل المناسب في المكان المناسب، لا مجاملات لا محسوبيات، العمل بروح الفريق والابتعاد عن العشوائية، بوضع خطط واضحة، مع تحديد الأولويات والتركيز على الأهداف، بدون تحيز أو انحراف. لابد من تقييم الأداء وتحليل النتائج وإيجاد خطط بديلة. عوامل الالتزام التحفيز الدعم، لا بد أن تكون حاضرة، ولا مفر من اقتلاع كل من يتسامرون على شاهي الجمر، ويتسببون في تشويه الصورة، ويعيقون الوصول إلى تحقيق الأهداف المنشودة.

Therefore, we need to reformat and implement a comprehensive restructuring that keeps pace with the times, aligns with the current phase, and achieves the targets, especially since the financial and logistical support is unlimited, and the available resources can achieve the impossible. It remains for us to elevate our thinking, equip ourselves with capabilities, and seek the help of specialized personnel and enlightened hands to reap the fruits of the future with competence.
