مبادرة تلو الأخرى تأتي من السعودية لقيام الدولة الفلسطينية، ولم تُتوّج أي من هذه المبادرات بالتأييد من بعض مسؤولي منظمة التحرير الفلسطينية، وفصائل المقاومة الأخرى، وحركة «حماس»، جناح الإخوان المسلمين الفلسطيني، تحديداً.
ففي العام 1981، أطلق ملك السعودية الراحل فهد بن عبدالعزيز حين كان ولياً للعهد، مبادرة من بنود عدة، تنص على:
«انسحاب إسرائيل من جميع الأراضي العربية التي احتلت في العام 1967 بما فيها القدس العربية، وإزالة المستعمرات التي أقامتها إسرائيل في الأراضي العربية بعد العام 1967.
وضمان حرية العبادة وممارسة الشعائر الدينية لجميع الأديان في الأماكن المقدسة، وتأكيد حق الشعب الفلسطيني في العودة وتعويض من لا يرغب في العودة، تخضع الضفة الغربية وقطاع غزة لفترة انتقالية تحت إشراف الأمم المتحدة ولمدة لا تزيد عن بضعة أشهر.
وقيام الدولة الفلسطينية المستقلة بعاصمتها القدس، وتأكيد حق دول المنطقة في العيش بسلام، وتقوم الأمم المتحدة أو بعض الدول الأعضاء فيها بضمان تنفيذ تلك المبادئ».
وتلت مبادرة الملك فهد بن عبدالعزيز ـ رحمه الله ـ مبادرة أخرى، للملك الراحل عبدالله بن عبدالعزيز في العام 2002، علاوة على مبادرات ووساطات بين الفصائل الفلسطينية المتناحرة، وحركة «حماس»، ومنظمة التحرير تحديداً، التي سرعان ما انهارت!
لقد تزامنت مبادرة الملك الراحل فهد بن عبدالعزيز مع زيارة لوفد ثقافي رسمي كويتي إلى الاتحاد السوفيتي في العام 1981 برئاسة المفكر والدبلوماسي والوزير السابق عبدالعزيز حسين، وتواجد وفد لمنظمة التحرير برئاسة ياسر عرفات في موسكو.
ارتأى الوفد الكويتي مقابلة الرئيس الفلسطيني السابق للتعرّف على وجهة نظر منظمة التحرير الفلسطينية وموقفها من مبادرة الملك فهد، وتم تحديد موعد اللقاء، وحضر الوفد الكويتي في حين تواجد أعضاء الوفد الفلسطيني المرافق، باستثناء رئيسه عرفات!
الرئيس عرفات، كعادته، كان يفضّل انتظار الضيوف له على استقبالهم في الموعد المحدد للاجتماع، لذلك حضر متأخراً على الاجتماع مع قامة سياسية وثقافية كويتية بوزن عبدالعزيز حسين، والوفد المرافق من شخصيات أدبية مرموقة.
الحديث عن مبادرة الملك السعودي الراحل فهد بن عبدالعزيز قبل الاجتماع مع ياسر عرفات لم يختلف عن طبيعة الرأي الرمادي، والمواقف المائعة معه شخصياً؛ فالرئيس الفلسطيني ورفاق «النضال» المزعوم، اتفقوا على عدم تقديم رأي دقيق وموقف واضح من المبادرة السعودية في العام 1981.
أما حركة «حماس»، جناح جماعة الإخوان المسلمين الفلسطيني، فلها اليوم موقف رمادي من مبادرة المملكة العربية السعودية، وجهودها خلف عزم فرنسا على الاعتراف بدولة فلسطين؛ لأنهم في حالة حرب استثنائية، مختلفة تماماً عن الصراع العربي–الإسرائيلي!
يصر «الحمساويون» على القتال، وعدم إيجاد حل سلمي للقضية التي كانت عربية، ثم تحولت إلى قضية فلسطينية، ومن ثم إلى قضية «حمساوية»، ولم يعد الحديث السياسي والإعلامي يدور حول صراع عربي–إسرائيلي.
وتصر «حماس» على تحديد شروط التسوية مع إسرائيل على حساب الشعب الفلسطيني المدني، في حين يزداد عدد ضحايا الحرب والجوع والتجويع في «غزة» تصاعديّاً مع عقارب الساعة.
واقع الحال الفلسطيني مزرٍ، ولم يكن غير مزرٍ في الماضي، ولا نملك سوى الذهول والاستغراب من شأن فلسطيني متصارع مع أعضاء الجسد الواحد، وصوت عربي متحجر يغنّي على أطلال القضية العربية، ويتناسى معركة النحر والقتل «الحمساوية» في الثمانينيات لأبناء الجلدة!

One initiative after another comes from Saudi Arabia for the establishment of the Palestinian state, yet none of these initiatives have been crowned with support from some officials of the Palestine Liberation Organization, other resistance factions, and specifically the "Hamas" movement, the Palestinian wing of the Muslim Brotherhood.
In 1981, the late King Fahd bin Abdulaziz, when he was Crown Prince, launched an initiative consisting of several points, which stipulate:
“Israel’s withdrawal from all Arab territories occupied in 1967, including Arab Jerusalem, and the removal of the settlements established by Israel in the Arab territories after 1967.
Ensuring freedom of worship and the practice of religious rituals for all religions in the holy places, and affirming the right of the Palestinian people to return and compensating those who do not wish to return, with the West Bank and Gaza Strip being subject to a transitional period under the supervision of the United Nations for a duration not exceeding a few months.
The establishment of an independent Palestinian state with its capital in Jerusalem, and affirming the right of the countries in the region to live in peace, with the United Nations or some of its member states guaranteeing the implementation of these principles.”
King Fahd bin Abdulaziz's initiative was followed by another initiative from the late King Abdullah bin Abdulaziz in 2002, in addition to initiatives and mediations between the warring Palestinian factions and specifically between Hamas and the Palestine Liberation Organization, which quickly collapsed!
The late King Fahd bin Abdulaziz's initiative coincided with a visit by an official cultural Kuwaiti delegation to the Soviet Union in 1981, headed by the thinker, diplomat, and former minister Abdulaziz Hussein, alongside a delegation from the Palestine Liberation Organization led by Yasser Arafat in Moscow.
The Kuwaiti delegation decided to meet the former Palestinian president to understand the perspective of the Palestine Liberation Organization and its stance on King Fahd's initiative, and a meeting was scheduled. The Kuwaiti delegation attended while the accompanying Palestinian delegation members were present, except for their leader Arafat!
President Arafat, as usual, preferred to wait for the guests rather than receive them at the scheduled meeting time, thus arriving late to the meeting with a Kuwaiti political and cultural figure of the stature of Abdulaziz Hussein, along with the accompanying delegation of prominent literary figures.
The discussion about the late Saudi King Fahd bin Abdulaziz's initiative before the meeting with Yasser Arafat did not differ from the nature of the gray opinion and the wavering positions with him personally; the Palestinian president and his so-called "struggle" companions agreed not to provide an accurate opinion or a clear stance on the Saudi initiative in 1981.
As for the "Hamas" movement, the Palestinian wing of the Muslim Brotherhood, it currently holds a gray stance on the Kingdom of Saudi Arabia's initiative and its efforts behind France's determination to recognize the State of Palestine; because they are in an exceptional state of war, completely different from the Arab-Israeli conflict!
The "Hamas" members insist on fighting and not finding a peaceful solution to a cause that was Arab, then transformed into a Palestinian cause, and then into a "Hamas" cause, with political and media discussions no longer revolving around the Arab-Israeli conflict.
"Hamas" insists on setting the terms for a settlement with Israel at the expense of the Palestinian civilian population, while the number of victims of war, hunger, and starvation in "Gaza" is increasing exponentially with the ticking of the clock.
The reality of the Palestinian situation is dire, and it has not been anything but dire in the past, and we can only be astonished and perplexed by a Palestinian situation that is in conflict with its own members, and a petrified Arab voice singing over the ruins of the Arab cause, forgetting the "Hamas" massacre and killings in the 1980s against their own people!
