في وطن تُبنى فيه المشروعات العملاقة، وتترسخ فيه مرتكزات الأمن والنماء، لا تكفي الإشادة بمستوى الاستجابة المؤسسية، ما لم نتأمل في الجذور التي تنتج السلوكيات المتكررة. فالمشهد العام لا يخلو من مفارقة: مؤسسات أمنية وتنظيمية على درجة عالية من الحزم والجاهزية، تقابلها تصرفات مجتمعية متفرقة تنذر بتحول في طبيعة بعض السلوك العام، خاصة بين فئة الشباب، وهو ما يستدعي قراءة متأنية تتجاوز الحدث إلى المنظومة.
• المشهد الأول يأتي من عمق السوق المالية. حيث أعلنت هيئة السوق المالية إدانة عشرة مستثمرين خالفوا النظام ولوائحه التنفيذية، وتغريمهم بما يتجاوز 860 ألف ريال، فضلاً عن إلزام مستثمرين آخرين برد أكثر من ستة وتسعين مليون ريال من المكاسب غير المشروعة. هذا النوع من المخالفات لا يُعد شأناً رقابياً محضاً، بل يمس مباشرةً ثقة المستثمرين، ويضرب في صميم مصداقية بيئة الاستثمار. حين يدرك المواطن العادي أن تلاعباً خفياً يمكن أن يُحدث أثراً مباشراً في قرارات البيع والشراء، يشعر بأن قواعد المنافسة النزيهة قد اختلت. ورغم ذلك، فإن ما يدعو للطمأنينة هو أن الهيئة تصدّت للمخالفات بسرعة وعلانية، مؤكدة أن بيئة السوق السعودية خاضعة للمحاسبة الحقيقية، وأن العبث بالأرقام لا يقل خطراً عن التعدي على الأنظمة الأخرى.

• أما المشهد الثالث، فقد جاء من الشارع، حيث ظهر مجموعة من الفتية الملثمين وهم يلقون أجساماً صلبة على سيارات المارة، ويعرضون حياة الناس للخطر دون مبرر. المشهد يوحي في ظاهره بعبث طفولي، لكنه في جوهره يعكس نمطاً جديداً من التعدي المجاني على الآخرين، وكأن التكسير استعراض، وكأن السلامة العامة لم تعد أولوية في الوعي الناشئ. هذه ليست حادثة فردية بقدر ما هي مؤشّر على فراغ تربوي، وعلى غياب مفهوم الانضباط الذاتي عند بعض الفئات. وهنا أيضاً، كان تحرك وزارة الداخلية سريعاً ومباشراً، حيث تم القبض على المتورطين وإحالتهم إلى الجهات المختصة، في تأكيد جديد على أن هيبة النظام لا تغيب، وأن التعدي أيّاً كان شكله لن يُقابل بالصمت.
إن هذه المشاهد الثلاثة، ورغم اختلاف ميادينها، تشترك في دلالتها: هناك يقظة مؤسسية عالية، لكن في المقابل، هناك مظاهر سلوكية تتكرر تستدعي معالجة أعمق من مجرّد التدخل الأمني. فحين تتكرر الأخطاء، رغم وضوح العقوبات، فإن السؤال لم يعد متعلقاً بتطبيق النظام، بل بفاعلية التنشئة، ومتانة المنظومة القيمية، وحضور القدوة، واتساق الخطاب التربوي. نحن بحاجة إلى مشروع وطني متكامل يعيد الاعتبار إلى التربية السلوكية، ويرسخ مفهوم المسؤولية الفردية، ويعيد تعريف العلاقة بين الحرية والانضباط، وبين الظهور والمسؤولية.
هذا الوطن، الذي ينام المواطن فيه آمناً، ويستيقظ على بيانات الحزم والتنظيم، يستحق أن نرتقي معه أخلاقياً كما ارتقينا عمرانياً، وأن تكون منظومتنا السلوكية على قدر طموحنا التنموي؛ لأن الأمن لا يصنعه النظام فقط، بل يصنعه الضمير قبل كل شيء.
