إيماناً بمقولة معلم الناس الخير «لا تزال هذه الأمة بخير ما عظموا هذه الحرمة، (يقصد مكة المكرمة وحرمها)، فإذا ضيعوا ذلك هلكوا». مقولة تبناها مؤسس هذا الكيان وأبناؤه الكرام من بعده فكانت عمارة المسجد الحرام وتوسعة المكان وشق الأنفاق وتطويع الجبال وتسوية الأودية لاستيعاب هذا الكم المتعاظم من وفود الرحمن في فترة زمنية ضيقة وطبيعة مكانيّة محكمة.
مناسبة تتفرد بها حكومة المملكة العربية السعودية، فخراً دون حكومات العالم أجمع، قيضها الله لهذه المهمة ووفقها لأدائها على أكمل وجه.
وفرت أقصى درجات الراحة والأمن والأمان لضيوف الرحمن القادمين نظاماً لأداء فريضة الحج، وفرضت الأنظمة والقوانين والعقاب لكل من يحاول أن يخالف التعليمات أو يتحايل عليها أو يسيء لهذه الفريضة.
وهو أمر يدخل في صميم السياسة الشرعية التي تجيز للحاكم أن ينظم حياة الناس، ويحافظ على مكتسباتهم، ويرعى حقوقهم، ويحترم حرماتهم، ويرد المظالم عنهم، فالتقنين لأمور العباد بما يصلح دنياهم إنما هو أمر شرعي له أصل في دين الإسلام يترتب عليه الالتزام بالأحكام والأنظمة والقوانين. فالقرارات المقننة إنما هي لجلب المصالح وتكثيرها ودرء المفاسد وتقليلها اعتماداً على أن الشريعة الإسلامية بمضامينها المختلفة إنما قامت على حفظ النفس وصونها، وهنا يأتي دور ولي الأمر الذي شرفه الله بخدمة أقدس بقعة في الكرة الأرضية، فكان لزاماً عليه أن ينظم هذه الشعيرة المقدسة ويحافظ على ضيوف الرحمن لأداء فريضتهم المباركة التي جعلها الله مرة واحدة في العمر، وقرنها بالاستطاعة وهي على التراخي ولم يجعلها على الفور، والاستطاعة شرط من شروط وجوب الحج فإن لم تتوفر هذه الاستطاعة فإن الحج غير وارد في حق المسلم لقوله تعالى (ولله على الناس حج البيت من استطاع إليه سبيلا).
وأيضاً غير وارد لمن أدى الفريضة مرة واحدة ويكررها كل عام من باب التفاخر وزيادة في دين الله، فكان التنظيم من قبل الدولة أمراً واجباً تحمد عليه، فلا عزاء لمن تأول في حكمة هذا القرار، مفسحة المكان لضيوف الرحمن القادمين نظاماً، للقضاء على الحج العشوائي والافتراش والتزاحم، وضرورة مراعاة الزمان وجغرافية المكان، ومن يتحايل على الأنظمة والقوانين القائمة ويسلك طرقاً وعرة معرضاً نفسه ومن معه للهلاك فهو يعمل على خلاف الأصل وحجه مردود عليه فحفظ النفس من الضروريات التي أمر بها الشرع، فالحج واجب عيني على كل من استجمع شرائط الوجوب، وهو لمرة واحدة فقط، لقوله عليه الصلاة والسلام «قد فرض الله عليكم الحج فحجوا» فقال رجل: أكل عام؟ فسكت الرسول حتى قالها الرجل ثلاثاً، فقال رسول الله صلى الله عليه وسلم: «لو قلت نعم لوجبت ولما استطعتم».
فإذا سقط عن المرء نفسه الحج لعدم الاستطاعة فإنه لا يكون للإنابة أي باب يستدعي الإنسان أن يحج مرة عن والديه ومرة عن صاحبته وأخرى عن صديق، ويتوسع البعض فيجعل منها تجارة يحج فيها عن الآخرين.
كما أن البعض يعطي مبلغاً من المال لزيد أو عمرو ليحج عنه أو عن والده المتوفى في تجارة غير مبررة، فعدم توفر الاستطاعة يسقط الحج عن المرء.
قرارات وتنظيمات وتوعية تهل علينا من كل طرق التواصل ومن أجهزة الدولة كافة لتعظيم البلد الأمين ومراعاة ضيوف الرحمن وإظهار مدى حرص الدولة على مشاريع الحج والمشاعر، ولن يتأتى ذلك إلا بالعمل الجماعي الجاد والمخلص وتعاون الجميع مواطنين ومقيمين وتفاعلهم بصدق مع هذه القرارات وتطبيقها.

In belief of the saying of the teacher of goodness, "This nation will remain in good as long as they honor this sanctity (referring to the Holy Mecca and its sanctuary), and if they neglect that, they will perish." This saying was adopted by the founder of this entity and his honorable children after him, leading to the construction of the Sacred Mosque, the expansion of the area, the digging of tunnels, the shaping of mountains, and the leveling of valleys to accommodate the ever-growing number of pilgrims in a short period and a tightly controlled geographical nature.
This is an occasion unique to the government of the Kingdom of Saudi Arabia, a source of pride above all the governments of the world, which God has destined for this mission and has enabled it to perform it to the fullest.
It has provided the utmost levels of comfort, security, and safety for the guests of the Merciful coming to fulfill the obligation of Hajj, and has imposed regulations, laws, and penalties on anyone who attempts to violate the instructions, circumvent them, or disrespect this obligation.
This matter falls within the essence of legitimate governance, which permits the ruler to organize people's lives, protect their gains, uphold their rights, respect their sanctities, and rectify injustices against them. The regulation of matters concerning the worshippers in a way that improves their worldly affairs is indeed a legitimate matter rooted in the religion of Islam, which entails adherence to the rulings, regulations, and laws. The codified decisions are intended to bring about and increase benefits, while averting and minimizing harms, based on the understanding that Islamic law, in its various dimensions, is fundamentally about preserving and protecting life. Here comes the role of the ruler, whom God has honored with the service of the holiest place on Earth, making it imperative for him to organize this sacred rite and ensure the safety of the guests of the Merciful to perform their blessed obligation, which God has made obligatory once in a lifetime, and has linked it to the condition of ability, allowing for some flexibility and not making it immediate. The ability is a condition for the obligation of Hajj; if this ability is not available, then Hajj is not required of the Muslim, as stated in the Almighty's words: "And [due] to Allah from the people is a pilgrimage to the House for whoever is able to make the journey there." (Qur'an 3:97)
Furthermore, it is not required for one who has performed the obligation once to repeat it every year out of pride or to increase in the religion of God. Thus, the organization by the state is a necessary action that deserves praise. There is no consolation for those who misinterpret the wisdom of this decision, which expands the space for the guests of the Merciful in an organized manner, to eliminate random Hajj, overcrowding, and the need to consider time and the geography of the place. Anyone who tries to circumvent the existing regulations and laws and takes treacherous paths, putting themselves and others at risk of destruction, is acting contrary to the principle, and their Hajj will be rejected. Preserving life is one of the necessities mandated by Islamic law. Hajj is an individual obligation for everyone who meets the conditions of obligation, and it is only once, as the Prophet (peace be upon him) said: "Allah has made Hajj obligatory upon you, so perform Hajj." A man asked: "Every year?" The Messenger remained silent until the man asked it three times, then the Messenger of Allah (peace be upon him) said: "If I had said yes, it would have become obligatory, and you would not have been able to do it."
If a person is exempt from Hajj due to lack of ability, there is no room for representation, meaning that one cannot perform Hajj once for their parents, once for a spouse, and another for a friend, and some even expand this into a business by performing Hajj for others.
Additionally, some give an amount of money to someone to perform Hajj on their behalf or on behalf of their deceased father in an unjustified trade. The lack of ability nullifies the obligation of Hajj for the individual.
Decisions, regulations, and awareness are coming to us from all communication channels and from all state agencies to honor the secure homeland and care for the guests of the Merciful, demonstrating the state's commitment to Hajj projects and the holy sites. This can only be achieved through serious and sincere collective work, cooperation among all citizens and residents, and their genuine engagement with these decisions and their implementation.
