ويأتي هذا الاستنفار الأمني تزامناً مع تصدر أستراليا ونيوزيلندا قوائم الاستهلاك العالمي للكوكايين والميثامفيتامين بأسعار قياسية تغري شبكات الجريمة بالمغامرة، وسط تحذيرات إستراتيجية من أن الجغرافيا المائية المفتوحة وانهيار الرقابة المحلية سيظلان يغذيان هذا الاقتصاد الأسود ما لم تُبنَ منظومة ردع إقليمية شاملة تحاصر طرق الموت قبل أن تبتلع المجتمعات المحلية.
