تشهد اليابان حالة من الاستنفار الواسع بعد اضطرابات كبيرة في قطاع النقل وتحذيرات متزايدة من الأمطار الغزيرة والانهيارات الأرضية، مع اقتراب عاصفتين استوائيتين من أراضيها، ما دفع السلطات إلى إصدار أوامر بإجلاء نحو مليون شخص من المناطق المعرضة للخطر.
وتسببت الأحوال الجوية القاسية، الجمعة، في إلغاء أكثر من 200 رحلة جوية وتعليق عشرات خدمات القطارات، إلى جانب إغلاق عدد من الطرق السريعة، وفق ما أعلنته وزارة الأراضي والبنية التحتية اليابانية.
كما أعلنت شركة تويوتا تعليقًا مؤقتًا للعمل داخل أحد مصانعها في منطقة كيوشو جنوب البلاد، قبل أن تؤكد لاحقًا استئناف التشغيل بدءًا من الوردية الثانية الجمعة.
أمطار قياسية وتحذيرات من وفيضانات
وأوضح مسؤولو الأرصاد الجوية أن جبهة الأمطار الموسمية المستمرة، بالتزامن مع تدفق الهواء الدافئ والرطب القادم من العاصفتين الاستوائيتين ميخالا (Mekkhala) وهيغوس (Higos)، أدى إلى هطول أمطار غزيرة على مناطق واسعة من غرب اليابان.
وحذرت السلطات من مخاطر الانهيارات الأرضية وارتفاع منسوب الأنهار والفيضانات، بينما صدرت تحذيرات عالية المستوى في عدد من المناطق.
وبحسب هيئة إدارة الطوارئ، ما يزال نحو مليون شخص يخضعون لأوامر أو توصيات بالإخلاء، بعد تخفيف بعض الإجراءات في أوكيناوا ومناطق جنوبية أخرى.
العاصفة ميخالا تضرب المنطقة
وكانت العاصفة ميخالا قد تراجعت من إعصار إلى عاصفة استوائية أثناء مرورها فوق جزر ريوكيو الجنوبية، بعد أن مرت بمحاذاة تايوان.
وفي تايوان، أدت الأمطار الغزيرة إلى تعليق العمل والدراسة في عدد من المناطق الجنوبية، كما توقفت أجزاء من خط السكك الحديدية الرئيسي الذي يربط شمال الجزيرة بجنوبها.
وقال أحد أصحاب محلات الحلويات في مدينة تشوبي شمال تايوان إن مياه الأمطار غمرت الطرق حتى مستوى الركبة ووصلت إلى داخل المتجر.
وتوقعت هيئة الأرصاد اليابانية أن تزداد سرعة العاصفة ميخالا وتتجه نحو غرب وشرق اليابان بحلول السبت، بالتزامن مع اقتراب العاصفة هيغوس من شرق البلاد واحتمال وصولها إلى اليابسة.
إجراءات احترازية في تايوان
وفي تايوان، اتخذت السلطات إجراءات استباقية بإجلاء نحو 200 شخص من بلدتين في مقاطعة هوالين بسبب مخاوف من امتلاء سريع لبحيرة حاجزة تشكلت طبيعيًا في الجبال.
وتنشأ هذه البحيرات عندما تؤدي الصخور أو الانهيارات الأرضية إلى سد مجرى نهر، ما يرفع خطر الانهيارات المفاجئة والفيضانات.
وتأتي هذه المخاوف بعد حادث مشابه العام الماضي أدى إلى وفاة 19 شخصًا عندما انهارت بحيرة مماثلة خلال إعصار قوي وتدفقت المياه والطين إلى المناطق السكنية.
ورغم الأضرار الحالية، تشير السلطات التايوانية إلى أن الأمطار الغزيرة تحمل جانبًا إيجابيًا يتمثل في دعم مخزون السدود والخزانات المائية، خاصة أن جنوب الجزيرة يعتمد على موسم الأعاصير الصيفي والخريفي لتعويض مواسم الجفاف الشتوية.
Japan is witnessing a state of widespread alert following significant disruptions in the transportation sector and increasing warnings of heavy rains and landslides, as two tropical storms approach its territory, prompting authorities to issue evacuation orders for nearly one million people from at-risk areas.
Severe weather conditions on Friday led to the cancellation of more than 200 flights and the suspension of dozens of train services, along with the closure of several highways, according to the Japanese Ministry of Land, Infrastructure, Transport and Tourism.
Toyota also announced a temporary suspension of operations at one of its factories in the Kyushu region in the south of the country, before later confirming the resumption of operations starting from the second shift on Friday.
Record Rainfall and Flood Warnings
Meteorological officials explained that the ongoing monsoon rain front, combined with the influx of warm, moist air from the two tropical storms Mekkhala and Higos, has resulted in heavy rainfall across large areas of western Japan.
Authorities warned of the risks of landslides, rising river levels, and flooding, while high-level warnings were issued in several regions.
According to the Emergency Management Agency, around one million people are still under evacuation orders or recommendations, after some measures were eased in Okinawa and other southern areas.
Storm Mekkhala Hits the Region
Storm Mekkhala had weakened from a typhoon to a tropical storm as it passed over the southern Ryukyu Islands, after skirting Taiwan.
In Taiwan, heavy rains led to the suspension of work and school in several southern areas, and parts of the main railway line connecting the north of the island to the south were halted.
One candy shop owner in Chubei, northern Taiwan, reported that rainwater flooded the streets up to knee level and reached inside the store.
The Japan Meteorological Agency predicted that the speed of storm Mekkhala would increase and it would head towards western and eastern Japan by Saturday, coinciding with the approach of storm Higos towards the east of the country and the possibility of it making landfall.
Precautionary Measures in Taiwan
In Taiwan, authorities took proactive measures by evacuating about 200 people from two towns in Hualien County due to concerns about the rapid filling of a naturally formed barrier lake in the mountains.
These lakes form when rocks or landslides block a river's flow, raising the risk of sudden collapses and flooding.
These concerns come after a similar incident last year that resulted in the deaths of 19 people when a similar lake collapsed during a strong typhoon, sending water and mud into residential areas.
Despite the current damages, Taiwanese authorities point out that the heavy rains have a positive aspect, as they support the reservoirs and water storage, especially since the south of the island relies on the summer and autumn typhoon seasons to compensate for winter droughts.
