أعلن رئيس الوزراء الألباني إدي راما أن تشكيلته الحكومية الجديدة ستتضمن منصباً غير مسبوق يتمثل في «وزير افتراضي» يعتمد على تقنيات الذكاء الاصطناعي، تكون مهمته الإشراف على إدارة التمويل العام ومكافحة الفساد في العطاءات العامة.
صُممت خصيصاً لمكافحة الفساد
وكشف راما أن الشخصية الافتراضية التي تحمل اسم «ديلا» وتعني «الشمس» باللغة الألبانية، ستنضم إلى مجلس الوزراء كعضو غير حاضر مادياً، مضيفاً أنها صُممت خصيصاً لقطع الطريق أمام الفساد وضمان شفافية كاملة في العطاءات العامة.
وأوضح أن «ديلا» أُطلقت مطلع العام الحالي بوصفها مساعداً رقمياً ضمن منصة الخدمات الحكومية الإلكترونية، إذ تقدم للمواطنين إرشادات في استخدام الموقع الرسمي، وظهرت حينها مرتدية الزي التقليدي الألباني.
ويأتي هذا التطور بعد فوز الحزب الاشتراكي الذي يتزعمه راما بولاية رابعة على التوالي إثر حصوله على 83 مقعداً من أصل 140 في الانتخابات التي جرت في 11 مايو الماضي، وهو ما يتيح له تمرير معظم التشريعات بشكل منفرد، مع بقاء الحاجة إلى أغلبية الثلثين (93 مقعداً) لإجراء أي تعديل دستوري.
The Albanian Prime Minister Edi Rama announced that his new government formation will include an unprecedented position of a "virtual minister" relying on artificial intelligence technologies, whose task will be to oversee the management of public finance and combat corruption in public tenders.
Specifically Designed to Combat Corruption
Rama revealed that the virtual character named "Dila," which means "the sun" in Albanian, will join the cabinet as a non-physically present member, adding that it was specifically designed to cut off corruption and ensure complete transparency in public tenders.
He explained that "Dila" was launched at the beginning of this year as a digital assistant within the electronic government services platform, providing citizens with guidance on using the official website, and appeared at that time wearing traditional Albanian attire.
This development comes after the Socialist Party led by Rama won a fourth consecutive term by securing 83 seats out of 140 in the elections held on May 11, which allows him to pass most legislation unilaterally, while still needing a two-thirds majority (93 seats) to make any constitutional amendments.
