أكد الأكاديمي القانوني الدكتور حسن رديف، أن لائحة الانضباط والأخلاق حرصت على احترام الجماهير وعدم إثارتها، إذ نصت الفقرة الأولى من المادة 57 على أن «أي شخص يقوم بإثارة الجمهور بالفعل أو القول أو الإشارة خلال أي مباراة، يعاقب بغرامة مالية قدرها 50,000».
وأضاف رديف: «المسألة في تقدير المخالفة يعود للجنة الانضباط والأخلاق في تقدير هل ما قام به لاعب الهلال البرازيلي ماركوس ليوناردو يعد إثارة للجمهور بالفعل أو القول أو الإشارة أم لا؟ وهل الاحتفال أمام جمهور المنافس يعد إثارة للجمهور؟ عليه فمسالة معاقبة «ليو» هي مسالة تقديرية، هل ما قام به إثارة للجمهور أم لا؟».
وزاد: أما بشأن سلوك جمهور الاتحاد فقد عاقبت عليه المادة 51 من اللائحة، وتتفاوت العقوبة بعدد المواد المقذوفة على الملعب، فمثلاً إذا كانت المقذوفات تتجاوز 20 مقذوفاً، فيتم معاقبة النادي بتغريمه مبلغاً قدره (100,000 ريال). علماً أن هذه المخالفة تعد الأولى من جمهور نادي الاتحاد، مما يعني أن اللجنة ستكتفي بالغرامة، ولن تتجاوز ذلك إلى العقوبات الأخرى التي تصل إلى لعب مباراة أو أكثر دون جمهور أو نقل المباراة من أرض النادي.
The legal academic Dr. Hassan Radeef confirmed that the disciplinary and ethical regulations are keen on respecting the audience and not provoking them. The first paragraph of Article 57 states that "any person who provokes the audience by action, speech, or gesture during any match shall be punished with a fine of 50,000."
Radeef added: "The issue of assessing the violation is up to the Disciplinary and Ethical Committee to determine whether what the Brazilian Al-Hilal player Marcos Leonardo did constitutes provocation of the audience by action, speech, or gesture or not. And whether celebrating in front of the rival's audience counts as provoking the audience? Therefore, the matter of punishing 'Leo' is a matter of discretion: is what he did provoking the audience or not?"
He further stated: As for the behavior of the Al-Ittihad fans, Article 51 of the regulations punishes it, and the penalty varies based on the number of objects thrown onto the field. For example, if the thrown objects exceed 20, the club is fined an amount of (100,000 riyals). It is worth noting that this violation is the first from the Al-Ittihad fans, which means that the committee will suffice with the fine and will not escalate to other penalties that could include playing one or more matches without an audience or relocating the match away from the club's ground.
