وجهت وزارة الرياضة إنذاراً خطياً لرئيس نادي العروبة ونائبه، والرئيس التنفيذي والمنسق التشغيلي للنادي، بعد ثبوت مخالفة النادي للإجراءات المعتمدة في تنظيم المباريات الرسمية، وفقاً لما ورد في الضوابط التنظيمية والتشغيلية لاستخدام المنشآت الرياضية، بعد توجيه وزير الرياضة رئيس اللجنة الأولمبية والبارالمبية السعودية الأمير عبدالعزيز بن تركي الفيصل، بالتحقيق في أحداث مباراة العروبة والقادسية، التي أقيمت على ملعب جامعة الجوف، ضمن مسابقة كأس خادم الحرمين الشريفين، وبعد دراسة الإفادات الواردة من الجهات والإدارات المعنية، والاطلاع على جميع المستندات ذات العلاقة، ومحضر الاجتماع التنسيقي، فقد تقرر ما يلي:
أولاً- توجيه الإنذار الخطي لكلٍّ من؛ رئيس مجلس إدارة نادي العروبة ونائبه، والرئيس التنفيذي والمنسق التشغيلي للنادي، بعد ثبوت مخالفة النادي للإجراءات المعتمدة في تنظيم المباريات الرسمية، وفقاً لما ورد في الضوابط التنظيمية والتشغيلية لاستخدام المنشآت الرياضية.
ثانياً- توجيه إدارة نادي العروبة باتخاذ الإجراءات القانونية كافة مع الشركة المنظمة.
ثالثاً- إلزام نادي العروبة بإعادة قيمة التذاكر المباعة للجماهير التي لم يُسمح بدخولها منذ بداية المباراة.
رابعاً- توجيه الإنذار إلى كلٍّ من؛ مدير فرع الوزارة بمنطقة الجوف، والمشرف على ادارة وتشغيل الملعب.
خامساً- إحالة مخالفات شركة الصيانة للجهة المختصة لاتخاذ الاجراءات النظامية بحقها.
سادساً- التعميم على فروع ومكاتب الوزارة كافة بالالتزام والتأكد من تطبيق جميع الضوابط التشغيلية والتنظيمية لاستخدام المنشآت الرياضية.
سابعاً- توجيه الاتحاد السعودي لكرة القدم، للتأكد من تنفيذ جميع ما ورد في اللوائح التشغيلية التفصيلية لمسابقاته، وبما يتوافق مع الضوابط التشغيلية والتنظيمية للمنشآت الرياضية الصادرة عن الوزارة.
كما وجَّه وزير الرياضة جميع الجهات المعنية، بمراجعة الاجراءات ذات العلاقة كافة، لضمان عدم تكرار ما حدث، والتأكد من تقديم تجربة حضور مميزة للجماهير الرياضية بمختلف المنشآت الرياضية.

The Ministry of Sports issued a written warning to the President of Al-Orouba Club, his Deputy, the CEO, and the operational coordinator of the club, after the club was found to have violated the approved procedures for organizing official matches, according to what is stated in the regulatory and operational controls for the use of sports facilities. This follows the directive from the Minister of Sports, the Chairman of the Saudi Olympic and Paralympic Committee, Prince Abdulaziz bin Turki Al-Faisal, to investigate the events of the match between Al-Orouba and Al-Qadisiyah, which took place at the University of Al-Jouf Stadium, as part of the Custodian of the Two Holy Mosques Cup. After reviewing the statements received from the relevant authorities and departments, examining all related documents, and the minutes of the coordination meeting, the following was decided:
First - To issue a written warning to each of the following: the Chairman of the Board of Directors of Al-Orouba Club, his Deputy, the CEO, and the operational coordinator of the club, after the club was found to have violated the approved procedures for organizing official matches, according to what is stated in the regulatory and operational controls for the use of sports facilities.
Second - To direct the management of Al-Orouba Club to take all legal actions against the organizing company.
Third - To obligate Al-Orouba Club to refund the value of the tickets sold to the fans who were not allowed entry since the start of the match.
Fourth - To issue a warning to each of the following: the Director of the Ministry's branch in Al-Jouf region, and the supervisor of the management and operation of the stadium.
Fifth - To refer the violations of the maintenance company to the relevant authority to take legal action against it.
Sixth - To circulate to all branches and offices of the ministry to ensure compliance and verify the application of all operational and regulatory controls for the use of sports facilities.
Seventh - To direct the Saudi Football Federation to ensure the implementation of all that is stated in the detailed operational regulations for its competitions, in accordance with the operational and regulatory controls for sports facilities issued by the ministry.
The Minister of Sports also directed all relevant authorities to review all related procedures to ensure that what happened does not recur, and to ensure a distinguished attendance experience for sports fans at various sports facilities.
