U.S. officials revealed today (Wednesday) the text of the memorandum of understanding reached between Washington and Tehran, which is expected to be signed on Friday in Switzerland.

The memorandum includes 14 clauses on one and a half pages, according to the U.S. official.

Clause One

The United States of America and the Islamic Republic of Iran, along with their allies in the current war, declare through the signing of this memorandum of understanding the immediate and permanent cessation of military operations on all fronts, including in Lebanon, and commit from now on to refrain from initiating any war or military operations against each other, to abstain from threatening to use force or using it against each other, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent end of the war on all fronts, including Lebanon, and other provisions of this paragraph.

Clause Two

The United States of America and the Islamic Republic of Iran commit to respecting each other's sovereignty and territorial integrity, and to refraining from interfering in each other's internal affairs.

Clause Three

The United States of America and the Islamic Republic of Iran commit to negotiating and reaching a final agreement within a maximum period of 60 days, extendable by mutual consent.

Clause Four

Upon signing this memorandum of understanding, the United States of America will begin lifting its maritime blockade and any disturbances or obstacles against the Islamic Republic of Iran, and will completely end the maritime blockade within 30 days. During this period, shipping traffic will return to pre-war levels, to be restored by the Islamic Republic of Iran. The United States of America also commits to withdrawing its forces from the vicinity of the Islamic Republic of Iran within 30 days after reaching the final agreement.

Clause Five

Upon signing this memorandum of understanding, the Islamic Republic of Iran will make the necessary arrangements, to the best of its efforts, to ensure the safe passage of commercial vessels without fees for only 60 days from the Arabian Gulf to the Sea of Oman and vice versa, with commercial shipping to commence immediately, taking into account the need to remove technical and military obstacles and to clear mines by the Islamic Republic of Iran, so that the situation is restored within 30 days. The Islamic Republic of Iran will also engage in dialogue with the Sultanate of Oman to determine future management and maritime services in the Strait of Hormuz, in consultation with other Gulf states, in accordance with applicable international law and the rights of coastal states.

Clause Six

The United States of America, along with regional partners, commits to establishing a final and agreed-upon plan worth no less than 300 billion U.S. dollars for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of the final agreement within 60 days, with the United States granting all necessary licenses, waivers, and permits for related financial transactions.

Clause Seven

The United States of America commits to ending all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions and decisions by the Board of Governors of the International Atomic Energy Agency, as well as all unilateral U.S. sanctions, both primary and secondary, according to a timeline agreed upon as part of the final agreement. Both parties acknowledge the critical importance of ending these sanctions and affirm their intention to address these issues in the negotiations.

Clause Eight

The Islamic Republic of Iran reaffirms that it will not seek to acquire or develop nuclear weapons. The two parties have agreed to settle the issue of managing the stockpile of enriched materials through a mechanism to be agreed upon, with the International Atomic Energy Agency overseeing the reduction of enrichment levels on-site.

Clause Nine

Until a final agreement is reached, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. Iran will maintain its current nuclear program, the United States will not impose new sanctions, and will not deploy additional forces in the region.

Clause Ten

The United States of America commits that upon signing this memorandum of understanding, the Treasury Department will issue waivers for the export of Iranian crude oil and petroleum products and their derivatives, including banking, insurance, and transportation services.

Clause Eleven

The United States of America commits to making available the frozen or restricted funds and assets of the Islamic Republic of Iran for use. A mechanism for their release will be agreed upon later during the negotiations, so that they are usable in accordance with the directives of the Central Bank of Iran.

Clause Twelve

The United States of America and the Islamic Republic of Iran agree to establish an executive mechanism to monitor the implementation of the memorandum of understanding and adherence to the final agreement in the future.

Clause Thirteen

After signing the memorandum of understanding, and provided that the implementation of clauses (1, 4, 5, 10, and 11) begins, negotiations on the final agreement will commence exclusively regarding the other clauses.

Clause Fourteen

The final agreement will be adopted by a binding resolution issued by the United Nations Security Council.
