The legal academic Dr. Hassan Radeef clarified that, considering the statement issued by the Al-Ahly Club regarding the dismissal of the club's board of directors and the imposition of penalties by the Ministry of Sports, the role of the ministry in monitoring the activities of club boards of directors becomes evident. It is known that the oversight of the activities of club boards of directors comes from two sides; the first is from the executive director or from someone authorized by the board of directors to monitor the activities of the board members. In the event of violations or infractions by board members or failure to comply with the duties established by law, an investigation is conducted by the executive director or someone authorized by the board, and penalties are imposed by the board after the violation is confirmed, except for the dismissal of a member's membership for a maximum of two years, as the approval of the general assembly must be obtained for the dismissal of membership, according to Article 17 of the basic regulations for sports clubs. As for the broader oversight, it is conducted by the Ministry of Sports in accordance with Article 94, paragraphs one and two of the regulations, and it has the right to impose penalties on the violator without the approval of the board of directors or the general assembly. It can also dismiss the membership of board members from the club's board of directors or any other club for more than two years. It is worth noting that the clubs of the fund and their boards of directors have a special regulation called the regulation governing the institutions of members of non-profit sports clubs, and the same oversight applies to them.
