أكد الاتحاد الدولي لكرة القدم (فيفا) مجدداً دعوته للحوار مع الجهات الشرعية التي تضع رفاهية اللاعبين في صميم أولوياتها، مشدداً على استعداده للمضي قدماً مع من يريدون حقاً الأفضل لكرة القدم. جاء ذلك في بيان مطوّل أصدره الاتحاد، أعلن فيه عن مجموعة من الإجراءات الملموسة التي تهدف إلى دعم اللاعبين وحمايتهم، عقب مشاورات أجراها مع عدد من نقابات اللاعبين في مدينة نيويورك بالولايات المتحدة يوم السبت 12 يوليو 2025، في ظل إخفاق محاولاته السابقة لإشراك الاتحاد الدولي للاعبي كرة القدم المحترفين (فيفبرو) في حوار بنّاء بعيداً عن الأجواء العدائية.
وأشار «فيفا» إلى أن هذه الخطوات جاءت بعد فترة طويلة من الجهود غير المثمرة لجذب «فيفبرو» إلى طاولة الحوار، متهماً قيادته باتباع نهج تصادمي ومتضارب، يبتعد عن مبدأ حماية اللاعبين ويركز – بحسب البيان – على معارك علاقات عامة مفتعلة تهدف إلى حماية مصالح ومواقع شخصية داخل المنظمة، لا أكثر. وأعرب الاتحاد عن خيبة أمله الشديدة من ردود فعل قيادة فيفبرو، معتبرًا أن اللاعبين يستحقون تمثيلًا أفضل ومقاربة أكثر نضجًا.
من بين الإجراءات التي أعلنها «فيف لحماية الرفاه الجسدي والنفسي للاعبين حول العالم، فرض حد أدنى إلزامي للراحة بين المباريات لا يقل عن 72 ساعة، وتحديد إجازة موسمية إلزامية لا تقل عن 21 يومًا في نهاية كل موسم، بالإضافة إلى الأخذ في الاعتبار ظروف السفر – خصوصًا الرحلات الطويلة العابرة للقارات – والظروف المناخية عند وضع روزنامة المباريات الدولية. كما تضمنت الإجراءات تمثيل اللاعبين ونقاباتهم في اللجان الدائمة لدى»فيفا«وفي محكمة فيفا الكروية، مع إمكانية مشاركتهم في اجتماعات مجلس فيفا عند مناقشة قضايا اللاعبين، إلى جانب إنشاء لجنة استشارية عالمية مفتوحة من ممثلي اللاعبين، والسعي لإصلاحات إضافية في نظام الانتقالات واللوائح ذات الصلة، بما في ذلك التعويض عن التدريب وتجربة اللاعبين الشباب.
كما شملت المبادرات دعم تطوير كرة القدم النسائية، والتعاون في إبرام اتفاقيات جماعية لتحسين ظروف اللاعبين، وضمان دفع الرواتب في وقتها، وتوسعة صندوق فيفا لدعم اللاعبين المحترفين، إلى جانب وضع برامج تدريبية وتعليمية للشباب والمحترفين، وتعزيز الحماية في قضايا المساواة ومكافحة التمييز والتحرش.
وأكد الاتحاد أن هذه التدابير تتجاوز ما كانت»فيفبرو«»تدّعي«أنها تطالب به، مشيراً إلى أن رد المنظمة لم يكن موضع ترحيب بل اتخذ شكل هجمات شخصية لا تعكس روح التعاون، وتدل – بحسب»فيفا«– على أن قيادة فيفبرو تهتم أكثر بالصراعات الداخلية وصورتها الإعلامية من اهتمامها الحقيقي باللاعبين.
وشدّد»فيفا«على أن»فيفبرو«رفضت مرارًا الانخراط بشكل بنّاء في هذه المساعي، واختارت بدلًا من ذلك إطلاق انتقادات صاخبة تستهدف العناوين الصحفية بدل تحقيق مكاسب واقعية للاعبين. وأشار إلى مجموعة من التدابير التي اتخذها مؤخرًا لتحسين أوضاع اللاعبين، من بينها: السماح بخمسة تبديلات في المباريات، وإدخال بدائل مؤقتة في حالات الارتجاج، واعتماد بروتوكولات للعودة الآمنة بعد إصابات الرأس، وإنشاء نموذج توزيع جديد للفرق واللاعبين في كأس العالم للسيدات 2023، وتوحيد ظروف البطولة بين كأس العالم للرجال والسيدات، وضمان حد أدنى من المكافآت لجميع اللاعبات المشاركات، ونشر لوائح لحماية حقوق الأمومة للاعبات، وتأسيس صندوق دعم اللاعبين بمساهمات تفوق 16 مليون دولار، وتضمين تمثيل اللاعبين في هياكل الحوكمة المحلية، وتفعيل إجراءات مكافحة العنصرية، إلى جانب إطلاق خدمة لحماية اللاعبين من الإساءة على وسائل التواصل الاجتماعي، وتشكيل لجنة»صوت اللاعب«ضمن مبادرة الوقوف العالمي ضد العنصرية.
وفيما يتعلق بمسألة الحوكمة والشفافية التي تثيرها»فيفبرو«، تساءل»فيفا«عن مدى التزام المنظمة بنفس المعايير التي تطالب بها، داعيًا إياها إلى نشر نظامها الأساسي وتقاريرها المالية السنوية بشفافية، بما في ذلك مصادر تمويلها، وحقوق الملكية الفكرية المتعلقة باللاعبين الذين تزعم تمثيلهم، إضافة إلى قائمة الأعضاء الأفراد الذين تقول إنها تمثلهم.
وأكد الاتحاد أن التزامه بوضع اللاعبين في قلب مستقبل كرة القدم ليس مجرد شعارات، بل يتم ترجمته بإصلاحات وتشريعات فعلية. ودعا»فيفا«كل من يمثل اللاعبين تمثيلًا حقيقيًا إلى الانخراط في حوار شفاف وبنّاء، بعيدًا عن الهجمات الإعلامية، على أن يكون ذلك بعد توقف «فيفبرو» عن ما وصفه بـ«الابتزاز» وسحب شكاواها، ونشر بياناتها الأساسية والمالية الكاملة.
وختم «فيفا» بيانه بالتأكيد على أن كرة القدم تحتاج إلى الوحدة لا الانقسام، وأن اللاعبين بحاجة إلى الأفعال لا الشعارات، مشيراً إلى عزمه على التقدم إلى الأمام مع أولئك الذين يريدون الخير الحقيقي لكرة القدم، ومخاطبا «فيفبرو» بالقول: «الأمر متروك لكم للإجابة على هذه الدعوة».

This was stated in a lengthy statement issued by the federation, in which it announced a series of tangible measures aimed at supporting and protecting players, following consultations held with several players' unions in New York City, USA, on Saturday, July 12, 2025, amid the failure of its previous attempts to engage the International Federation of Professional Footballers (FIFPro) in constructive dialogue away from hostile atmospheres.
FIFA pointed out that these steps came after a long period of unproductive efforts to bring FIFPro to the negotiating table, accusing its leadership of adopting a confrontational and conflicting approach that strays from the principle of player protection and focuses – according to the statement – on fabricated public relations battles aimed at safeguarding personal interests and positions within the organization, nothing more. The federation expressed its deep disappointment with the responses from FIFPro's leadership, considering that players deserve better representation and a more mature approach.
Among the measures announced by FIFA to protect the physical and mental well-being of players worldwide is the imposition of a mandatory minimum rest period of no less than 72 hours between matches, the establishment of a mandatory seasonal break of no less than 21 days at the end of each season, in addition to taking travel conditions – especially long intercontinental flights – and weather conditions into account when setting the international match calendar. The measures also included the representation of players and their unions in FIFA's permanent committees and in FIFA's football court, with the possibility of their participation in FIFA Council meetings when discussing players' issues, alongside the establishment of a global advisory committee open to player representatives, and the pursuit of additional reforms in the transfer system and related regulations, including training compensation and the experience of young players.
The initiatives also included support for the development of women's football, cooperation in concluding collective agreements to improve players' conditions, ensuring timely payment of salaries, expanding FIFA's fund to support professional players, alongside establishing training and educational programs for youth and professionals, and enhancing protection in matters of equality and combating discrimination and harassment.
The federation confirmed that these measures go beyond what FIFPro "claims" to demand, pointing out that the organization's response was not welcoming but took the form of personal attacks that do not reflect the spirit of cooperation, indicating – according to FIFA – that FIFPro's leadership is more concerned with internal conflicts and its media image than with genuine concern for players.
FIFA emphasized that FIFPro has repeatedly refused to engage constructively in these efforts, instead choosing to launch loud criticisms targeting headlines rather than achieving real gains for players.
