الأجهزة الأمنية في السعودية تتصدى بلا تهاون للاستهداف المنهجي لعقول الشباب بالسموم، فحرب المخدرات لم تعد مجرد مواجهة مع المهربين والمروجين، بل أصبحت معركة شاملة تستهدف حماية الأجيال من سموم تستهدف العقل والجسد.
لقد أدركت المملكة ومنذ وقت مبكر، أن تهريب المخدرات يعد من أخطر التحديات التي تواجه المجتمعات على الصعيدين الإقليمي والدولي، ومن القضايا العالمية التي تؤثر بشكل كبير على الأمن والاستقرار في جميع أنحاء العالم، فهي لا تقتصر فقط على تهديد الصحة العامة وسلامة الأفراد، بل تمتد لتشمل التأثير على الأسرة والمجتمع فتدمر اقتصاده وتنشر الخوف داخله، مما يتطلب تفاعلاً دولياً وعملاً منظماً لردع تلك العصابات وتدميرها.
ولم تنفك عصابات المخدرات في استغلال كافة الوسائل الممكنة لتحقيق أهدافها في محاولات إدخال السموم إلى السعودية، فاستخدموا تقنيات حديثة، ووسائل نقل برية وجوية وبحرية، وعبر كافة الوسائل الخفية، وسط البضائع وداخل شحنات الطعام والفواكه، وبين أكياس الأسمنت والجبس.
واجهت المملكة الاستهداف الممنهج ووسائل التهريب المبتكرة واستطاعت أن تبطل تهديد عصابات المخدرات، وضبط مهربي ومروجي هذه السموم، وإحباط العديد من عمليات التهريب إلى داخل المملكة، وتكثيف العمل التوعوي في سبيل توعية المجتمع بخطورتها وتوحيد الجهود لمكافحتها والحيلولة دون انتشارها بين الأفراد وفي المجتمع.
المهربون يطورون أدواتهم
أكد الخبير في مجال مكافحة المخدرات، عبدالإله الشريف، أن الشبكات والعصابات الإجرامية تستغل كافة الوسائل الممكنة لتحقيق أهدافها، فاستخدموا تقنيات حديثة، ووسائل نقل برية وجوية وبحرية في سبيل ذلك، كما استغلوا وسائل الإعلام الحديثة بأسماء وعناوين وهمية لترويج المخدرات والإيقاع بأكبر عدد من الشباب والنساء في حبالهم، والمهربون يتطورون باستمرار، فكلما اُكتِشفت وسيلة تهريب، انتقلوا إلى وسيلة أخرى أكثر تعقيداً، غير أن أجهزة الأمن والجمارك السعودية أكثر تطوراً منهم ويقفون بالمرصاد، ويظهر ذلك جلياً عبر الضبطيات المستمرة التي يتم إحباطها ويعلن عنها باستمرار والإحصائيات تؤكد الجهود الأمنية.
وأكد الشريف أن السعودية من الدول المستهدفة بشكل مباشر من قبل عصابات المخدرات لضرب عقول الشباب، إلا أن الأجهزة الأمنية والجمركية تقف سداً منيعاً ضد محاولات التهريب المستمرة، فالتوعية هي السلاح الأهم لمواجهة هذه الآفة.
وأشار إلى أن المملكة أثبتت قدرتها على التصدي لمحاولات تهريب المخدرات، مستندة إلى وعي المجتمع وجهود الأجهزة الأمنية، غير أنه يجب على الأسرة متابعة الأبناء باستمرار وأن يوضح لهم خطورة المخدرات وما تخلّفه من مآسٍ على الأسرة والمجتمع، كما يجب أن تعرف محيط الأبناء وصداقاتهم، فأكثر عمليات الإدمان يكون الصديق السيئ السبب، لذا يجب الحذر من الأصدقاء ممن يظهر عليهم الانحراف أو المسار غير الصحيح.
مهربون متعددو الجنسيات
أسهمت جهود المملكة؛ ممثلةً في المديرية العامة لمكافحة المخدرات والجمارك، في تتبع وإحباط نشاطات الشبكات الإجرامية الدولية، ومنها إحباط الدوريات البرية لحرس الحدود تهريب كميات كبيرة من المواد المخدرة وضبط متورطين في نقلها؛ ففي قطاع الربوعة بمنطقة عسير، ألقت الدوريات القبض على ثلاثة مخالفين لنظام أمن الحدود من الجنسية الإثيوبية، أثناء محاولتهم تهريب 75 كيلوجراماً من نبات القات المخدر، وفي ذات القطاع، تم إحباط محاولة تهريب 19 كيلوجراماً من مادة الحشيش المخدر
وفي عملية منفصلة، نجحت الدوريات البرية لحرس الحدود في قطاع العارضة بمنطقة جازان في إحباط تهريب 192 كيلوجراماً من نبات القات المخدر، كما أسفرت الجهود الأمنية لحرس الحدود عن إحباط عدة محاولات تهريب لمواد مخدرة عبر المناطق الحدودية الجنوبية، وتمكنت الدوريات البرية في قطاع الدائر بمنطقة جازان من القبض على خمسة مخالفين لنظام أمن الحدود من الجنسية اليمنية، بعد أن تورطوا في تهريب 120 كيلوجراماً من نبات القات.
كما نجحت الدوريات البرية في قطاع الربوعة بمنطقة عسير من القبض على خمسة مخالفين لنظام أمن الحدود من الجنسيتين اليمنية والإثيوبية، بعد محاولتهم تهريب 100 كيلوجرام من نبات القات.
وأحبطت الدوريات ذاتها في قطاع الدائر بجازان محاولة تهريب 42 كيلوجراماً من مادة الحشيش المخدر، حيث جرى ضبط الكمية واستكمال الإجراءات النظامية وتسليمها للجهات المعنية.
وأحبطت المديرية العامة لحرس الحدود محاولات تهريب 2.756.806 أقراص من مادة الإمفيتامين المخدر، و1.944.230 قرصاً خاضعاً لتنظيم التداول الطبي، وأربعة أطنان من مادة الحشيش المخدر، و180 طناً من نبات القات المخدر، وقبضت على مهربيها بمناطق تبوك وجازان وعسير ونجران ومكة المكرمة والمدينة المنورة والمنطقة الشرقية؛ وهم 1518 مخالفاً لنظام أمن الحدود من الجنسية الإثيوبية، و842 مخالفاً لنظام أمن الحدود من الجنسية اليمنية، وسبعة مخالفين لنظام أمن الحدود من الجنسية السودانية، وستة مخالفين لنظام أمن الحدود من الجنسية الإرترية، وثلاثة مخالفين لنظام أمن الحدود من الجنسية الصومالية، ومخالفان لنظام أمن الحدود من الجنسية الباكستانية، و33 مواطناً.
أبلغوا عنهم
أهابت الجهات الأمنية بالإبلاغ عن كل ما يتوافر من معلومات لدى المواطنين والمقيمين عن أي نشاطات ذات صلة بتهريب أو ترويج المخدرات، وأكد المتحدث الرسمي لمديرية مكافحة المخدرات الرائد محمد النجيدي، أن المديرية العامة لمكافحة المخدرات، تتبنى خطة مدروسة للعمل على إحباط أي محاولات تهدف إلى تهريب المخدرات بأنواعها المختلفة إلى السعودية، وترويجها داخل البلاد. وأضاف: هناك تنسيق دائم ومستمر بين المديرية العامة لمكافحة المخدرات وبين مختلف أجهزة الدولة ذات العلاقة، مثل: هيئة الزكاة والضريبة والجمارك، للتصدي لهذه الأفة والقضاء عليها.
آثار كارثية على المجتمع
المحامي والمستشار القانوني عبدالعزيز بن دبشي، شدد أن جريمة ترويج المخدرات من أخطر الجرائم التي تستهدف أمن واستقرار المجتمع، لما لها من آثار كارثية على الأفراد والاقتصاد والنظام العام، ويحق للسلطات القضائية من تطبيق العقوبات الصارمة المنصوص عليها في نظام مكافحة المخدرات والمؤثرات العقلية ضد كل من يثبت تعاطيه أو استعماله أو تهريبه أو ترويجه أو تصنيعه لهذه الآفة الخطرة والمدمرة للمجتمع وأفراده.وأوضح بن دبشي، تستند الأنظمة والقوانين في المملكة الى الركن الشرعي التي تُجرّم عمليات الترويج والتوزيع والاتجار بالمخدرات، حيث تنص الأنظمة السعودية على عقوبات رادعة بحق المخالفين، تصل في بعض الحالات إلى الإعدام تعزيراً، خاصة عند تكرار الجريمة أو التورط في عمليات تهريب كبرى.
متى تشدد العقوبة؟
أكد بن دبشي أن المملكة تشدد على تطبيق القوانين بحزم لحماية المجتمع من المخاطر المدمرة للمخدرات، والتصدي بكل قوة للمروجين والمتاجرين بهذه السموم، لضمان بيئة آمنة ومستقرة خالية من هذه الآفة القاتلة. وتُفرض أشد العقوبات على مرتكبي جرائم ترويج المخدرات في السعودية في حالات محددة، وفقاً لنظام مكافحة المخدرات والمؤثرات العقلية، وذلك لضمان ردع كل من تسوّل له نفسه الإضرار بالمجتمع. وتشمل هذه الحالات إذا انطبقت على الجاني أحد الظروف المشددة، وإذا ارتُكبت الجريمة، كلياً أو جزئياً، داخل المساجد، أو المؤسسات التعليمية، أو مراكز التأهيل والإصلاح، أو إذا كانت المواد المخدرة المستخدمة في الجريمة من أشد الأنواع خطراً، مثل الهيروين أو الكوكايين أو أي مادة أخرى تحمل نفس التأثير المدمر، وفق تقرير فني معتمد من وزارة الصحة.
ومن الحالات، إذا استغل الجاني نفوذه أو سلطته على شخص خاضع له، أو استدرج قاصراً لتعاطي المخدرات عبر الترهيب أو الترغيب، أو قام بتقديمها له بأي شكل من الأشكال، وإذا قام شخص بتوفير أو تشغيل موقع لاستخدام المواد المخدرة مقابل منفعة مالية.
الأمن يخترق حيل المهربين

It is not limited to threatening public health and individual safety but extends to impacting families and communities, destroying economies and spreading fear within them, necessitating international interaction and organized efforts to deter and dismantle these gangs.
Drug gangs have not ceased to exploit all possible means to achieve their goals in attempts to smuggle toxins into Saudi Arabia. They have used modern techniques, land, air, and sea transport methods, and all covert means, hidden among goods and within shipments of food and fruits, and among bags of cement and gypsum.
The Kingdom has faced systematic targeting and innovative smuggling methods and has managed to neutralize the threat posed by drug gangs, apprehending traffickers and dealers of these toxins, thwarting many smuggling operations into the Kingdom, and intensifying awareness efforts to educate the community about their dangers and unify efforts to combat them and prevent their spread among individuals and within society.
Smugglers Evolving Their Tools
Abdulilah Al-Sharif, an expert in drug control, confirmed that criminal networks and gangs exploit all possible means to achieve their objectives. They have used modern techniques and land, air, and sea transport methods for this purpose, and they have exploited modern media with fake names and addresses to promote drugs and ensnare as many young people and women as possible. Smugglers are constantly evolving; whenever a smuggling method is discovered, they move on to another more complex method. However, the Saudi security and customs agencies are more advanced than them and stand vigilant, as evidenced by the continuous seizures that are thwarted and announced regularly, with statistics confirming the security efforts.
Al-Sharif emphasized that Saudi Arabia is one of the countries directly targeted by drug gangs to undermine the minds of youth. However, the security and customs agencies stand as a strong barrier against ongoing smuggling attempts, as awareness is the most important weapon to confront this scourge.
He pointed out that the Kingdom has proven its ability to confront drug smuggling attempts, relying on community awareness and the efforts of security agencies. However, families must continuously monitor their children and clarify to them the dangers of drugs and the tragedies they leave behind for families and society. They should also know their children's surroundings and friendships, as most addiction cases are caused by a bad friend, so caution should be exercised regarding friends who show signs of deviation or an incorrect path.
Multinational Smugglers
The efforts of the Kingdom, represented by the General Directorate for Drug Control and Customs, have contributed to tracking and thwarting the activities of international criminal networks. This includes thwarting border patrols from the Border Guard that were attempting to smuggle large quantities of narcotic substances and apprehending those involved in transporting them. In the Al-Raboua sector in the Asir region, patrols arrested three violators of border security regulations of Ethiopian nationality while attempting to smuggle 75 kilograms of the narcotic khat plant. In the same sector, an attempt to smuggle 19 kilograms of hashish was thwarted.
In a separate operation, the Border Guard patrols in the Al-Aridah sector in the Jazan region successfully thwarted the smuggling of 192 kilograms of the narcotic khat plant. The security efforts of the Border Guard also thwarted several smuggling attempts of narcotic substances across the southern border areas. The ground patrols in the Al-Dayer sector in the Jazan region managed to apprehend five violators of border security regulations of Yemeni nationality after they were involved in smuggling 120 kilograms of khat.

Judicial authorities have the right to apply the strict penalties stipulated in the Narcotic Drugs and Psychotropic Substances Control Law against anyone proven to have consumed, used, smuggled, promoted, or manufactured this dangerous and destructive scourge to society and its individuals. Bin Dubashi clarified that the laws and regulations in the Kingdom are based on the legal basis that criminalizes the promotion, distribution, and trafficking of drugs, where Saudi regulations impose deterrent penalties against violators, which in some cases can reach the death penalty as a form of retribution, especially in cases of repeated offenses or involvement in major smuggling operations.
When Are Penalties Strictened?
Bin Dubashi confirmed that the Kingdom emphasizes the strict application of laws to protect society from the destructive dangers of drugs and to confront with full force those who promote and trade in these toxins, ensuring a safe and stable environment free from this deadly scourge. The harshest penalties are imposed on perpetrators of drug promotion crimes in Saudi Arabia in specific cases, according to the Narcotic Drugs and Psychotropic Substances Control Law, to ensure deterring anyone who might harm society. These cases include if any aggravating circumstances apply to the perpetrator, if the crime was committed, wholly or partially, inside mosques, educational institutions, or rehabilitation and correction centers, or if the narcotic substances used in the crime are among the most dangerous types, such as heroin or cocaine or any other substance that has the same destructive effect, according to an approved technical report from the Ministry of Health.
Among the cases is if the perpetrator exploited their influence or authority over a person subject to them, or lured a minor to consume drugs through intimidation or enticement, or provided them in any form, or if a person provided or operated a location for the use of narcotic substances for financial gain.
