حكمت محكمة فدرالية أمريكية في ميامي، الجمعة، بالسجن 10 سنوات على النائب الجمهوري السابق ديفيد ريفيرا، بعد إدانته بالعمل سرًا لصالح الحكومة الفنزويلية وتبييض أموال مرتبطة بحملة ضغط بلغت قيمتها 50 مليون دولار.
وريفيرا، الذي شغل مقعدًا في مجلس النواب عن ولاية فلوريدا بين عامي 2011 و2013، كان صديقًا ومرشدًا سياسيًا لوزير الخارجية الأمريكي ماركو روبيو، قبل أن تتحول العلاقة بين الرجلين إلى محور رئيسي في محاكمة كشفت تفاصيل شبكة نفوذ مرتبطة بحكومة نيكولاس مادورو.
وبحسب وزارة العدل الأمريكية، حصل ريفيرا وشريكته في القضية إستر نوفِر على عقد بقيمة 50 مليون دولار مع شركة أمريكية تابعة لشركة النفط الفنزويلية الحكومية "PDVSA"، بهدف تعزيز مصالح الحكومة الفنزويلية في الولايات المتحدة.
وقالت السلطات إن ريفيرا مارس نشاطًا سياسيًا لصالح فنزويلا دون التسجيل كعميل أجنبي، كما نسق لقاءات بين مسؤولين أمريكيين وشخصيات بارزة في الحكومة الفنزويلية، واستخدم هو وشريكته عبارات مشفرة في رسائل نصية لوصف أنشطتهما.
وأدين ريفيرا في مايو الماضي بالتآمر لانتهاك قانون تسجيل العملاء الأجانب، وانتهاك القانون نفسه، والتآمر لغسل الأموال، إضافة إلى أربع تهم تتعلق بإجراء معاملات بأموال متحصلة من نشاط إجرامي. وأُودع السجن بعد صدور الحكم، فيما أعلن محاميه أنه سيستأنف القرار.
وخلال المحاكمة، برز اسم ماركو روبيو بصورة لافتة، بعدما أدلى وزير الخارجية بشهادته أمام هيئة المحلفين. وقال روبيو إنه لم يكن يعلم في ذلك الوقت أن ريفيرا حصل على العقد المرتبط بالحكومة الفنزويلية، مؤكدًا أنه ما كان ليشارك في لقاءات معه لو كان يعرف طبيعة الاتفاق.
وكانت علاقة الرجلين قد بدأت منذ تسعينيات القرن الماضي، حين صعدا معًا في أوساط السياسة المحلية بفلوريدا، قبل أن يساعد ريفيرا في دعم مسيرة روبيو السياسية نحو مجلس النواب ثم مجلس الشيوخ. وأصبح ريفيرا لاحقًا من الشخصيات المعروفة في أوساط الجالية الكوبية في ميامي بمواقفه المناهضة للشيوعية.
وتزداد مفارقة القضية مع التطورات التي شهدتها فنزويلا هذا العام، إذ اعتقلت القوات الأمريكية مادورو وزوجته في يناير ونقلتهما إلى نيويورك لمواجهة اتهامات أمريكية، في وقت كان روبيو يتولى دورًا رئيسيًا في سياسة إدارة الرئيس دونالد ترمب تجاه كاراكاس.
وبحسب الادعاء، استخدم ريفيرا علاقاته السياسية في واشنطن للتأثير في سياسة إدارة ترمب الأولى تجاه فنزويلا، بينما تمسك دفاعه بأن عمله كان مرتبطًا بمصالح تجارية لشركة النفط وليس نشاطًا سياسيًا لصالح حكومة مادورو. لكن هيئة المحلفين خلصت إلى إدانته، لتنتهي القضية بحكم بالسجن لمدة عقد كامل.
ويأتي الحكم ليطوي فصلًا لافتًا من مسيرة سياسي صعد في فلوريدا بوصفه مناهضًا للأنظمة الشيوعية، قبل أن تدينه هيئة محلفين أمريكية بالعمل سرًا لصالح حكومة فنزويلية كانت في قلب السياسة الخارجية الأمريكية لسنوات.
A U.S. federal court in Miami sentenced former Republican Congressman David Rivera to 10 years in prison on Friday after he was convicted of secretly working for the Venezuelan government and laundering money linked to a $50 million lobbying campaign.
Rivera, who served in the House of Representatives from Florida between 2011 and 2013, was a friend and political mentor to U.S. Secretary of State Marco Rubio, before their relationship became a central focus in a trial that revealed details of a network of influence connected to the government of Nicolás Maduro.
According to the U.S. Department of Justice, Rivera and his co-defendant Esther Nover obtained a $50 million contract with an American company affiliated with the Venezuelan state oil company "PDVSA," aimed at promoting the interests of the Venezuelan government in the United States.
Authorities stated that Rivera engaged in political activities on behalf of Venezuela without registering as a foreign agent, coordinated meetings between U.S. officials and prominent figures in the Venezuelan government, and he and his co-defendant used coded language in text messages to describe their activities.
Rivera was convicted last May of conspiracy to violate the Foreign Agents Registration Act, violating the same law, conspiracy to commit money laundering, in addition to four counts related to conducting transactions with money derived from criminal activity. He was incarcerated following the verdict, while his attorney announced that he would appeal the decision.
During the trial, Marco Rubio's name prominently emerged after the Secretary of State testified before the jury. Rubio stated that he was unaware at the time that Rivera had obtained the contract linked to the Venezuelan government, emphasizing that he would not have participated in meetings with him had he known the nature of the agreement.
The relationship between the two men began in the 1990s when they rose together in Florida's local political circles, before Rivera helped support Rubio's political career towards the House of Representatives and then the Senate. Rivera later became a well-known figure in the Cuban community in Miami for his anti-communist stances.
The irony of the case deepens with the developments that occurred in Venezuela this year, as U.S. forces arrested Maduro and his wife in January and transported them to New York to face U.S. charges, while Rubio played a key role in the Trump administration's policy towards Caracas.
According to the prosecution, Rivera used his political connections in Washington to influence the Trump administration's initial policy towards Venezuela, while his defense maintained that his work was related to business interests of the oil company and not political activities on behalf of Maduro's government. However, the jury found him guilty, concluding the case with a sentence of a full decade in prison.
The ruling closes a notable chapter in the career of a politician who rose in Florida as an opponent of communist regimes, only to be convicted by a U.S. jury of secretly working for a Venezuelan government that had been at the heart of U.S. foreign policy for years.
