The administration of U.S. President Donald Trump announced the cancellation of nearly a billion dollars in government spending that Congress had approved, in a move relying on a rare and controversial authority to halt funding for programs targeting immigrant services and diversity-focused initiatives.
The Office of Management and Budget at the White House stated that the cuts target what it described as "the most harmful aspects of government spending."
The bulk of the cuts focuses on services aimed at immigrants, including nonprofit organizations providing services to refugees and unaccompanied minors, whom the administration claims have entered the United States illegally.
The Trump administration justified the decision by citing a significant decrease in border crossings, arguing that this funding is no longer as necessary.
The White House Reveals Details of the Decision
A statement from the White House indicated that some of the organizations affected by the funding cancellation are led by individuals who previously worked in the administration of former Democratic President Barack Obama.
The decision has drawn objections from lawmakers from both parties, including Republican Senator Susan Collins, chair of the Senate Appropriations Committee, who criticized the move, stating it was made without prior notification or consultation with Congress.
Collins confirmed that she would work with her Senate colleagues to address what she described as "illegal actions."
Collins stated that the delay in disbursing funds constitutes a form of funding hostage-taking that Congress was not informed about, adding that the decision also represents an infringement on Congress's appropriations powers.
She added, "The Office of Management and Budget is an agency under the executive branch, and it does not have the authority to decide which programs deserve funding."
Democratic Objection to the Funding Cancellation
For her part, Democratic Senator Patty Murray of Washington, vice chair of the Appropriations Committee, described the decision as "theft from the American people."
Murray stated that the funds were approved by Congress with bipartisan support and were supposed to be used to assist citizens, criticizing the Trump administration for halting them.
She added that Republican senators who voted in favor of the relevant spending bills should object to the decision, considering that the move means their votes in Congress no longer have an impact.
What is the "Pocket Rescission" Story?
Typically, Congress can review the president's proposals related to spending cuts before they take effect, but the Trump administration announced the cuts just five days before the end of the federal fiscal year, significantly limiting the time available for lawmakers to intervene.
This mechanism is known as "Pocket Rescission," and it is a controversial mechanism that the U.S. Government Accountability Office has stated is illegal.
Collins considered the move to be the latest attempt by the Office of Management and Budget to "undermine Congress's constitutional authority over budgeting."
A Precedent from a Year Ago
This is not the first time Trump has used this mechanism; he resorted to it a year ago for the first time in 50 years when he blocked spending of about $4.9 billion in foreign aid that Congress had approved.
At that time, the U.S. Supreme Court declined to halt the funding cancellations, noting that the president's powers in foreign policy were a significant factor in its decision.
In the current move, the Trump administration is targeting domestic spending instead of foreign aid.
The use of this authority comes as part of a broader pattern of actions taken by the Trump administration to enhance executive control over the federal government, amid ongoing disputes over the limits of congressional and presidential powers.
Administrative actions have also included the dismissal of federal employees, imposing significant increases in tariffs, as well as initiating war in Iran without going through Congress, placing the judiciary in the position of determining the limits of presidential authority in these matters.
