دانت مؤسسة تمكين المرأة اليمنية (YWEF) بأشد العبارات، لجوء المليشيا الحوثية الإرهابية إلى قصف الأسواق والمدن المكتظة بالسكان، مؤكدة قصف الحوثي لسوق المحولي الشعبي بمنطقة الحجاف في مديرية المضاربة ورأس العارة بمحافظة لحج، قرب باب المندب، بصاروخ باليستي.
وأوضحت المؤسسة أن الهجوم طال سوقًا مدنيًا مكتظًا بالمواطنين وتسبب بسقوط ضحايا لم يتم تحديد عددهم إلى لحظة كتابة هذا البيان وألحق أضرارًا بالممتلكات وأثار حالة واسعة من الرعب والهلع بين السكان.
وأشارت إلى أن مصادر النيران وشهادات شهود عيان ومعلومات جرى التحقق منها ميدانيًا، بينت أن الصاروخ أطلقته المليشيا الحوثية باتجاه السوق الواقع خارج مناطق سيطرتها، وفي نطاق منطقة تتعرض منذ أيام لمحاولات عسكرية متكررة من المليشيا للتقدم والسيطرة عليها، مبينة أن قصف سوق شعبي بصاروخ باليستي يكشف عن مستوى بالغ الخطورة من الاستهتار بحياة المدنيين، ويضع عشرات الأسر والمتسوقين وأصحاب المحلات في مواجهة مباشرة مع سلاح صاروخي يفترض ألا يُستخدم في محيط تجمعات مدنية.
ورأت المؤسسة أن استهداف السوق لا يمكن فصله عن محاولات المليشيا الحوثية التقدم عسكريًا باتجاه المضاربة ورأس العارة ومحيط باب المندب؛ إذ يأتي القصف في سياق عمليات عسكرية تستهدف توسيع نطاق السيطرة بالقوة، بينما يدفع المدنيون ثمن هذا التصعيد من أمنهم وحياتهم وممتلكاتهم.
وشددت مؤسسة تمكين المرأة اليمنية على أن الأسواق والتجمعات السكانية ليست ساحات حرب ولا أهدافًا عسكرية، وأن توجيه الصواريخ والأسلحة الثقيلة نحو مناطق مدنية يمثل انتهاكًا خطيرًا لقواعد القانون الدولي الإنساني، وفي مقدمتها مبدأ التمييز بين الأهداف العسكرية والمدنيين والأعيان المدنية.
وحملت المؤسسة المليشيا الحوثية المسؤولية عن هذا الهجوم وعن تعريض حياة المدنيين للخطر، محذرة من استمرار استخدام الصواريخ الباليستية في محيط القرى والأسواق والمناطق المأهولة بهدف فرض وقائع عسكرية جديدة على الأرض.
وطالبت المؤسسة الأمم المتحدة والمنظمات الدولية والجهات المعنية بحقوق الإنسان بتوثيق الهجوم والتحقيق فيه ومساءلة المسؤولين عنه، وعدم الاكتفاء ببيانات القلق في مواجهة هجمات تعرض المدنيين بصورة مباشرة لخطر الموت والإصابة والنزوح.
وأضافت: «إن إطلاق صاروخ باليستي على سوق مكتظ بالمدنيين اعتداء على حق الناس في الحياة والأمان، وعلى المجتمع الدولي التعامل معه بما تقتضيه خطورته».
The Yemeni Women's Empowerment Foundation (YWEF) strongly condemned the terrorist Houthi militia's resort to shelling markets and densely populated cities, confirming the Houthi shelling of the popular Al-Mahouli market in the Al-Hajaf area of the Al-Mudharabah and Ras Al-Arah districts in Lahij Governorate, near Bab Al-Mandab, with a ballistic missile.
The foundation clarified that the attack targeted a civilian market crowded with citizens, resulting in casualties whose number has not yet been determined at the time of writing this statement, and caused damage to property, creating a widespread state of fear and panic among the residents.
It pointed out that sources of fire, eyewitness testimonies, and information that has been verified on the ground indicated that the missile was launched by the Houthi militia towards the market located outside their controlled areas, in a region that has been subjected to repeated military attempts by the militia to advance and seize control over it. It emphasized that shelling a popular market with a ballistic missile reveals an extremely dangerous level of disregard for civilian lives, putting dozens of families, shoppers, and shop owners in direct confrontation with missile weaponry that should not be used in the vicinity of civilian gatherings.
The foundation viewed that targeting the market cannot be separated from the Houthi militia's military attempts to advance towards Al-Mudharabah and Ras Al-Arah and the surrounding area of Bab Al-Mandab; the shelling comes in the context of military operations aimed at expanding control by force, while civilians pay the price of this escalation with their safety, lives, and property.
The Yemeni Women's Empowerment Foundation stressed that markets and population gatherings are not war zones or military targets, and that directing missiles and heavy weapons towards civilian areas represents a serious violation of international humanitarian law, foremost among which is the principle of distinction between military targets and civilians and civilian objects.
The foundation held the Houthi militia responsible for this attack and for endangering civilian lives, warning against the continued use of ballistic missiles in the vicinity of villages, markets, and populated areas with the aim of imposing new military realities on the ground.
The foundation called on the United Nations, international organizations, and relevant human rights entities to document the attack, investigate it, and hold those responsible accountable, rather than merely issuing statements of concern in the face of attacks that directly expose civilians to the risk of death, injury, and displacement.
It added: “The launch of a ballistic missile at a market crowded with civilians is an assault on people's right to life and security, and the international community must address it with the seriousness it deserves.”
