A Russian official document has revealed Moscow's plans to enhance its cooperation with Iran in the fields of nuclear energy, aviation, finance, and transportation, coinciding with the rising tensions and mutual threats between Tehran and Washington.
According to the American network "Fox News," today (Sunday), the document, which was prepared in September 2024, includes a plan for the period between 2024 and 2026 to deepen cooperation with Iran, including the establishment of alternative financial channels, increasing the use of national currencies in transactions, and implementing projects in the oil, gas, and nuclear energy sectors.
The document also indicates that Moscow plans to explore the possibility of manufacturing components and spare parts for Russian aircraft in Iran, alongside the continued operation of the Bushehr nuclear power plant by the Russian company "Rosatom."
The plan also includes a proposal to create a railway line extending from the Iranian border with the Republic of Azerbaijan to the ports of the Arabian Gulf, as part of expanding cooperation in the field of transportation and linking the two countries with new trade routes.
Fox News considered that the financial transactions between Moscow and Tehran mentioned in the document aim to circumvent U.S. sanctions, while it remains unclear which of the projects included in the plan have been implemented, or the extent to which the current war and regional developments will affect Russian-Iranian cooperation plans.
Russia and Iran have maintained close relations for years, but their cooperation has strengthened following the start of the Russian-Ukrainian war, amid American reports of Iranian support for Russia with drones, which Tehran has denied.
In 2025, Russia and Iran signed a comprehensive strategic partnership treaty for 20 years, automatically renewable, which includes 47 articles covering diplomatic, military, security, and technical fields, in addition to counter-terrorism, cybersecurity, and environmental issues.
