The U.S. federal authorities revealed details of a plot attributed to Russian intelligence agencies, which includes carrying out assassinations and sabotage within the United States and European countries supporting Ukraine, announcing charges against five individuals suspected of belonging to a transnational network who are still at large.
According to the British newspaper "The Guardian," an indictment filed in federal court in Manhattan and official statements from U.S. authorities indicated that the network has been operating since at least 2024, recruiting individuals and paying them to monitor specific targets inside and outside the United States, in preparation for carrying out killings against them, alongside planning attacks and acts of sabotage targeting civilian and military infrastructure in European countries supporting Ukraine.
James Barnacle Jr., the head of the FBI office in New York, stated that the investigations contributed to thwarting the plots, confirming that Russian intelligence operatives and networks linked to them conspired to intimidate, threaten, or kill individuals residing in the United States and other countries.
Darren Cox, the head of the FBI office in Washington, praised the coordination between field offices and the bureau's divisions and partner security agencies, affirming that security cooperation helped thwart attempts to carry out acts of violence within the U.S. capital and several states.
According to U.S. authorities, the network is part of the Russian intelligence system tasked with carrying out operations, attacks, and assassinations beyond its borders. They noted that its activities have recently shifted from primarily focusing on Russian opponents and defectors to targeting individuals and countries connected to Ukraine.
The indictment revealed details of a recruitment operation that took place during the current summer, where the network attracted a person residing in the United States to monitor a prominent Russian opposition figure believed to be living in the country. The recruit was sent to two locations associated with the target and was provided with instructions to surveil and photograph the surrounding areas, in exchange for payments ranging from $1,000 to $1,500.
After delivering the photos and videos, the recruit was offered $40,000 to kill or "disappear" the target. However, he rejected the offer, prompting the operation's leader to attempt to recruit other individuals within the United States to carry out the mission.
U.S. authorities continue to pursue the five suspects, while investigations are ongoing in coordination with international security agencies to uncover the network's extensions and thwart any new plots.
