كشفت صحيفة «وول ستريت جورنال» أن زيارة مدير وكالة الاستخبارات المركزية الأمريكية (CIA) جون راتكليف، إلى روسيا هذا الأسبوع كانت شديدة السرية، لدرجة أن بعض كبار مسؤولي البيت الأبيض لم يكونوا على علم بها مسبقاً.
وأرسل الرئيس دونالد ترمب رئيس CIA، وأبقى مساعدين موثوقين وقادة عسكريين عادة ما كانوا سيُطلعون على مثل هذه الزيارة، بعيداً عن تفاصيل الرسالة التي كان راتكليف سيحملها إلى كبار المسؤولين في الكرملين.
وبإرسال رئيس وكالة الاستخبارات، استعان ترمب بمسؤول مختلف بعد فشل جولات سابقة من المفاوضات قادها مبعوثون آخرون موثوقون خلال مباحثات وقف القتال في الحرب الروسية على أوكرانيا.
تحذير بشأن الناتو
وأفادت الصحيفة بأن راتكليف توجه إلى موسكو على متن طائرة شحن عسكرية أمريكية من طراز C-17 لا تحمل علامات مميزة، انطلقت من لاتفيا، ما دفع مسؤولين أوروبيين إلى الإسراع في طلب معلومات بشأن الزيارة بعد انتشار أنباء عنها.
وقال مسؤولان أوروبيان إن مدير وكالة الاستخبارات المركزية أكد لنظرائه في أجهزة الاستخبارات الروسية أن الولايات المتحدة لا تزال ملتزمة بالمادة الخامسة من معاهدة حلف شمال الأطلسي (الناتو)، التي تنص على اعتبار أي هجوم على دولة عضو هجوماً على جميع أعضاء الحلف.
وتأتي الزيارة بعد تقييمات استخباراتية حديثة أظهرت أن موسكو قد تختبر تماسك الحلف وتصميمه خلال السنوات القليلة القادمة.
وحذّر مسؤولون أوروبيون، من أن موسكو راكمت طائرات مسيّرة أوكرانية تمهيداً لعملية راية زائفة (False Flag) محتملة ضد دول تقع على الجناح الشرقي للحلف.
تحريك مفاوضات إنهاء الحرب
وقال مسؤولون أمريكيون وأوروبيون إن مدير الاستخبارات المركزية بحث إعادة تنشيط المحادثات مع أوكرانيا لإنهاء الغزو الروسي. وتوقع رئيس مكتب الرئاسة الأوكرانية كيريلو بودانوف، أن المفاوضات قد تُستأنف في سبتمبر.
ودعا راتكليف المسؤولين الروس إلى عدم الحفاظ على علاقات اقتصادية أو أمنية مع إيران، في وقت تكثف فيه إدارة ترمب حملتها لفرض العقوبات على طهران.
ورأى مسؤولون أمريكيون إن راتكليف حقق بعض النجاحات في التعامل مع الكرملين، من بينها المساعدة في تأمين الإفراج عن رهائن أمريكيين في روسيا.
وأضاف المسؤولون أن خبرته في هذا المجال، وقنوات الاتصال التي تحتفظ بها وكالة الاستخبارات المركزية منذ فترة طويلة مع أجهزة الاستخبارات الروسية، إلى جانب موقع راتكليف ضمن الدائرة المقربة من ترمب، تجعله محاوراً مفيداً مع موسكو.
The Wall Street Journal revealed that CIA Director John Ratcliffe's visit to Russia this week was highly secretive, to the extent that some senior White House officials were not informed about it in advance.
President Donald Trump sent the CIA Director and kept trusted aides and military leaders, who would typically be briefed on such a visit, away from the details of the message that Ratcliffe was to carry to senior officials in the Kremlin.
By sending the CIA Director, Trump relied on a different official after previous rounds of negotiations led by other trusted envoys failed during talks to halt fighting in the Russian war on Ukraine.
Warning About NATO
The newspaper reported that Ratcliffe traveled to Moscow on a U.S. military C-17 cargo plane without distinguishing marks, which took off from Latvia, prompting European officials to rush to request information about the visit after news of it spread.
Two European officials stated that the CIA Director assured his counterparts in Russian intelligence that the United States remains committed to Article Five of the North Atlantic Treaty Organization (NATO), which stipulates that any attack on a member state is considered an attack on all members of the alliance.
The visit comes after recent intelligence assessments indicated that Moscow may test the alliance's cohesion and resolve in the coming years.
European officials warned that Moscow has amassed Ukrainian drones in preparation for a potential false flag operation against countries located on the eastern flank of the alliance.
Reviving Peace Negotiations
U.S. and European officials stated that the CIA Director discussed reactivating talks with Ukraine to end the Russian invasion. Ukrainian Presidential Office Chief Kyrylo Budanov anticipated that negotiations could resume in September.
Ratcliffe urged Russian officials not to maintain economic or security ties with Iran, as the Trump administration intensifies its campaign to impose sanctions on Tehran.
U.S. officials noted that Ratcliffe has achieved some successes in dealing with the Kremlin, including helping to secure the release of American hostages in Russia.
They added that his experience in this area, along with the communication channels that the CIA has long maintained with Russian intelligence, combined with Ratcliffe's position within Trump's inner circle, makes him a valuable interlocutor with Moscow.
