في أول زيارة خارجية له منذ توليه منصبه، يتوجه رئيس الوزراء البريطاني آندي بيرنهام إلى أوكرانيا، اليوم (الإثنين)، حاملاً تعهداً بريطانياً جديداً بمساعدة كييف على تطوير قدراتها المحلية لإنتاج الصواريخ بعيدة المدى.
ومن المقرر أن يشارك بيرنهام في كييف في رئاسة اجتماع لما يعرف بـ«ائتلاف الراغبين»، الذي يضم مجموعة من الدول الداعمة لأوكرانيا، كما سيلتقي الرئيس الأوكراني فولوديمير زيلينسكي لبحث تطورات الحرب وسبل تعزيز أمن بلاده.
وتأتي الزيارة في إطار مساعي الحكومة البريطانية لتأكيد استمرار دعمها لأوكرانيا، في وقت تسعى فيه كييف إلى تقليل اعتمادها على الإمدادات العسكرية الخارجية وتعزيز قدرتها على تصنيع الأسلحة محلياً.
خطوة لتصنيع صواريخ «سكالب» محلياً
ومن المنتظر أن تعلن الحكومة البريطانية موافقتها على السماح لشركة MBDA الأوروبية المتخصصة في صناعة الصواريخ بالكشف عن معلومات سرية تتعلق بمكونات بريطانية مستخدمة في صاروخ «سكالب» (SCALP) الجوال بعيد المدى.
ومن شأن هذه الخطوة أن تساعد فرنسا وأوكرانيا على إنشاء خطوط تجميع محلية للصاروخ، الذي يعتمد على تقنيات بريطانية وفرنسية مشتركة.
وتشكل هذه الخطوة جزءاً من توجه أوسع لمساعدة أوكرانيا على بناء قاعدة صناعية دفاعية قادرة على إنتاج أسلحة بعيدة المدى داخل البلاد، بدلاً من الاعتماد بصورة أساسية على عمليات التسليم من الحلفاء.
وقال بيرنهام إن أمن أوكرانيا يرتبط مباشرة بأمن بريطانيا، مؤكداً أن لندن ستواصل الوقوف إلى جانب كييف «طالما كان ذلك ضرورياً».
بريطانيا تؤكد استمرار دعمها لكييف
ومنذ الغزو الروسي الشامل لأوكرانيا عام 2022، أصبحت بريطانيا واحدة من أبرز الداعمين العسكريين والاقتصاديين والدبلوماسيين لكييف.
وكانت لندن أول دولة تعلن خططاً لتزويد أوكرانيا بدبابات غربية الصنع وصواريخ كروز بعيدة المدى بعد بدء الغزو، فيما تجاوز إجمالي ما تعهدت به بريطانيا من مساعدات عسكرية ومدنية لأوكرانيا 25 مليار جنيه إسترليني، أي نحو 34 مليار دولار.
وتأتي زيارة بيرنهام أيضاً بهدف طمأنة أوكرانيا وحلفائها إلى أن بريطانيا ستواصل لعب دور رئيسي في الجهود الرامية إلى تعزيز القدرات الدفاعية الأوكرانية، رغم التحذيرات الروسية المتزايدة.
موسكو تحذر لندن
وتصاعدت حدة التوتر بين موسكو ولندن خلال الأيام الأخيرة، بعدما حذرت روسيا بريطانيا من «عواقب» تزويد أوكرانيا بطائرات مسيرة، واتهمت الحكومة البريطانية بتعميق انخراطها في الحرب.
وجاء التحذير الروسي بعد تقارير أفادت باستخدام طائرات مسيرة بريطانية الصنع في هجمات بعيدة المدى داخل الأراضي الروسية للمرة الأولى.
ومن المتوقع أن يستخدم بيرنهام زيارته إلى كييف للتأكيد على أن هذه التهديدات لن تغير موقف الحكومة البريطانية، وأن لندن ستواصل دعم حق أوكرانيا في الدفاع عن نفسها. وكان بيرنهام قد أكد الأسبوع الماضي أن بريطانيا ستواصل دعم أوكرانيا «بنسبة 100%»، مشدداً على أن بلاده ليست من الحلفاء الذين يتخلون عن شركائهم في الأوقات الصعبة.
أوكرانيا توسع قدراتها الهجومية بعيدة المدى
ويأتي الدفع البريطاني نحو تعزيز الإنتاج المحلي للصواريخ في وقت أصبحت فيه أوكرانيا تعتمد بصورة متزايدة على الطائرات المسيرة بعيدة المدى والأسلحة الضاربة لاستهداف منشآت النفط الروسية ومراكز الإمداد واللوجستيات الواقعة بعيداً عن خطوط المواجهة.
وترى كييف أن تطوير قدرتها المحلية على إنتاج هذه الأسلحة يمثل عاملاً أساسياً في استمرار عملياتها العسكرية، خصوصاً مع محدودية الإمدادات الخارجية وارتفاع حاجاتها الدفاعية.
كما أن نقل المعرفة والتقنيات المرتبطة بالأسلحة الغربية إلى أوكرانيا قد يفتح الباب أمام إقامة قاعدة صناعية دفاعية أكثر استقلالاً على المدى الطويل.
زيارة زيلينسكي إلى بريطانيا سبقت تحرك بيرنهام
وتأتي زيارة رئيس الوزراء البريطاني إلى أوكرانيا بعد أسابيع من زيارة زيلينسكي إلى بريطانيا في أواخر يوليو الماضي، حيث كان الرئيس الأوكراني أول ضيف دولي رئيسي يستقبله بيرنهام بعد توليه رئاسة الحكومة.
ومن المنتظر أن تجمع اجتماعات «ائتلاف الراغبين» في كييف عدداً من أبرز حلفاء أوكرانيا، لبحث الضمانات الأمنية والدعم العسكري طويل الأمد لكييف.
وبذلك، تحمل زيارة بيرنهام رسالتين متوازيتين: الأولى تأكيد استمرار الدعم السياسي والعسكري البريطاني لأوكرانيا، والثانية الانتقال تدريجياً من مجرد إمداد كييف بالأسلحة إلى مساعدتها على إنتاج جزء متزايد منها داخل أراضيها.
In his first foreign visit since taking office, British Prime Minister Andy Burnham is heading to Ukraine today (Monday), carrying a new British commitment to assist Kyiv in developing its local capabilities for producing long-range missiles.
Burnham is scheduled to co-chair a meeting in Kyiv of what is known as the "Coalition of the Willing," which includes a group of countries supporting Ukraine. He will also meet with Ukrainian President Volodymyr Zelensky to discuss the developments of the war and ways to enhance the security of his country.
This visit comes as part of the British government's efforts to reaffirm its ongoing support for Ukraine, at a time when Kyiv is seeking to reduce its reliance on external military supplies and enhance its ability to manufacture weapons locally.
A Step Towards Local Production of SCALP Missiles
The British government is expected to announce its approval to allow the European missile manufacturer MBDA to disclose confidential information related to British components used in the long-range SCALP missile.
This step could help France and Ukraine establish local assembly lines for the missile, which relies on shared British and French technologies.
This initiative is part of a broader approach to assist Ukraine in building a defense industrial base capable of producing long-range weapons domestically, rather than primarily relying on deliveries from allies.
Burnham stated that Ukraine's security is directly linked to Britain's security, emphasizing that London will continue to stand by Kyiv "as long as necessary."
Britain Reaffirms Its Support for Kyiv
Since the full-scale Russian invasion of Ukraine in 2022, Britain has become one of the leading military, economic, and diplomatic supporters of Kyiv.
London was the first country to announce plans to supply Ukraine with Western-made tanks and long-range cruise missiles after the invasion began, with the total amount of military and civilian aid pledged by Britain to Ukraine exceeding £25 billion, or about $34 billion.
Burnham's visit also aims to reassure Ukraine and its allies that Britain will continue to play a key role in efforts to enhance Ukraine's defense capabilities, despite increasing Russian warnings.
Russia Warns London
Tensions between Moscow and London have escalated in recent days, after Russia warned Britain of "consequences" for supplying Ukraine with drones, accusing the British government of deepening its involvement in the war.
The Russian warning came after reports indicated that British-made drones were used for the first time in long-range attacks within Russian territory.
Burnham is expected to use his visit to Kyiv to emphasize that these threats will not change the British government's position, and that London will continue to support Ukraine's right to defend itself. Burnham confirmed last week that Britain would continue to support Ukraine "100%," stressing that his country is not among the allies that abandon their partners in difficult times.
Ukraine Expands Its Long-Range Offensive Capabilities
The British push to enhance local missile production comes at a time when Ukraine is increasingly relying on long-range drones and strike weapons to target Russian oil facilities and supply and logistics centers located far from the front lines.
Kyiv sees the development of its local capacity to produce these weapons as a key factor in sustaining its military operations, especially given the limited external supplies and rising defense needs.
Moreover, transferring knowledge and technologies related to Western weapons to Ukraine could pave the way for establishing a more independent defense industrial base in the long term.
Zelensky's Visit to Britain Preceded Burnham's Move
Burnham's visit to Ukraine comes weeks after Zelensky's visit to Britain in late July, where the Ukrainian president was the first major international guest received by Burnham after he took office.
The meetings of the "Coalition of the Willing" in Kyiv are expected to bring together several of Ukraine's key allies to discuss security guarantees and long-term military support for Kyiv.
Thus, Burnham's visit carries two parallel messages: the first is to reaffirm the continuity of British political and military support for Ukraine, and the second is to gradually transition from merely supplying Kyiv with weapons to assisting it in producing an increasing portion of them within its territory.
